bridge replacement on NC 87 in Lee County. Your application was not complete since
seven copies of the application were not included. Please provide information regarding
the location of your project. This information is needed by DWQ in order for us to
decide whether this project is approvable.

-information is received, I will request (by copy of this letter) that the Corps of Engineers
place this project on hold. Also, the project will be placed on hold for our processing due

SUBJECT: Lee County, Improvements to NC 87 in Lee County, TIP No. R-2238BB, State Project
No. 8.T540302, Federal Aid Project No. F-67-1(18).
The North Carolina Department of Transportation applied for a Regional General Permit No. 31 and a
Nationwide Permit No. 33 on September 25, 1998, to complete construction of the bridge over the Upper
Little River on NC 87. At the time of the application, the NCDOT was in the process of completing
surveys for potential habitat for the federally Endangered Cape Fear Shiner (Notropis mekistocholas).
The surveys were conducted by NCDOT biologists on October 26, 1998.
Cape Fear shiner habitat occurs in streams with gravel, cobble, or boulder substrates. It is most often
observed inhabiting slow pools, riffles, and slow runs associated with water willow (Justicia americana)
beds. Juveniles can be found inhabiting slackwater, among large rock outcrops and in flooded side
ghaniels and pools. The Upper Little River flows into Lake Trace just downstream of the project. No
suitable habitat was observed in the project area. Therefore, this project will not affect the Cape Fear
Shiner.
