After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3109. This certification allows you to use Nationwide Permit Number 27 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Water shed regulations. This approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application.. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611- 7447. This certification and its conditions are final and binding unless you ask for a hearing. The project site is located just South of the intersection of Highway 19 and State Road 1388, at the North Carolina Department of Transportation Andrews Rest Area (Attachment A). RIVER MORPHOLOGY The project site has a long-term history of streambank erosion. The erosion is due to the lack of low growing vegetation, which holds the soil to the streambank. The shape of a stream channel is the result of many interrelated factors. Channel geometry describes the physical shape, size and characteristics of a stream and is related to debris loads (debris 4 r ? size, amount, lithology and debris forms) and to hydraulic factors (velocity, slope, roughness and flow frequency). Some floods will overflow the channel banks and enter the floodplain, which is the area adjoining a channel constructed by the Appalachian Environmental Services Page 2 {{ Figure 2 - Area A Typical Cross Section , a stream at times of high discharge. However, infrequent extreme flow events are not the main factors shaping the stream channel. Smaller events known as bankfull flows (channel maintaining flows) are primarily responsible for maintaining channel shape and dimensions. The ability to determine stream morphology has practical value. Bankfull flows, in conjunction with other stream parameters, may be used to delineate the area inundated by floods and to establish the frequency of inundation. An accurate determination of stream parameters will also assist in the selection of material used in streambank restoration. Channel morphology is relatively difficult to distinguish on streams. These have complex land-use histories and support diverse and vigorous vegetation communities. All these factors tend to mask or confuse the determination of the bankfull stage and other stream parameters in the field. The bankfull stage at this site is approximately 7 feet above the thalweg. PRE-RESTORATION SITE PREPARATION To access the lower 300 feet of the project Britton Creek must be crossed. Currently, there are two 48-inch culverts crossing the stream. To get the necessary equipment to the project site a 20-foot box culvert must be installed. Please see attached project site map for the installation site of the box culvert. Appalachian Environmental Services Page 3 r ; RESTORATION METHODS STREAMBANK RESTORATION The streambank restoration will be accomplished through the use of rock vanes, root wads and bank sloping. The restoration will consist of creating a shelf on Area A or the first 100 feet (Attachment B - Detail 1) and stabilizing the shelf on Area B, the remaining 300 feet (Attachment B - Detail 2). There will be two rock vanes and two root wads constructed. Both the rock vanes and toe protection reduce stress in the near bank region and are constructed at locations that need bank protection. Rock vanes should be constructed from boulders that are larger than the rocks normally moved by the stream. Rock vanes point upstream and will increase the stage on the near bank and move flow toward mid-stream. Vanes are built at a 20° to 30° angles from the near bank Vanes slope from the bankfull elevation into the bed of the stream at a 5 to loo slope (Attachment C - Detail 3). The length of the vane is dependent on the bankfull stage. Above the toe protection, the streambank will be stabilized using bioengineering. Root wads also point upstream and will increase the stage on the near bank and move flow toward mid-stream and create fisheries habitat. Root wads are built at 30° angles (Attachment C - Detail 4). Seeded sections of the bank will be covered with coconut fiber blankets. These blankets will protect the area from the streambed to the top of the streambank and be stapled to the ground using metal landscape staples. Appalachian Environmental Services Page 4 RIPARIAN RESTORATION The streambank will be planted with native herbaceous and woody plant seeds. These species will be planted as potted or bare rooted stock this winter during the dormant season. As much as possible, trees that are on site will be avoided as the streambanks are altered. On the upper banks we will plant taller growing trees that provide shade, stable creek banks and wildlife cover and food. The desires of the landowner will be incorporated into the planting plans whenever possible. The species selected were chosen to be aesthetically pleasing and to benefit wildlife by providing food or habitat. Ile are also supporters of the Southern Appalachian Native Plant Initiative (SANPI) and the Grow Native Initiative, so we will only be using native species to revegetate the riparian zone.
