SUBJECT: NATIONWIDE PERMIT 33 APPLICATION FOR BRIDGE NO. 80
OVER DEEP CREEK, PERSON COUNTY. TIP B-3015. ACTION II)
199602012.
On May 22, 1998 the U.S. Army Corps of Engineers issued a renewal of
Nationwide Permit No. 23 (Action ID. 199602012) for the subject project. It was
subsequently requested by the Contractor during a pre-construction meeting with
NCDOT, that they be allowed to place a temporary causeway across Deep Creek to
facilitate equipment crossing. Otherwise, the Contractor would have an approximately
4.5 mile long detour requiring overweight bridge crossing permits.
The causeway would be in place for approximately two weeks between late
September and early October. The causeway will consist of an 72 inch pipe back filled
with approximately 85 tons of either Class B rip-rap and/or clean broken-up concrete that
will fill approximately 300 ft' (0.01 acre) of the creek. A geotextile fabric will be placed
over the rip-rap and approximately six inches of ABC stone will cover the fabric. The 72
inch pipe is designed to carry the creek water even in the event of an unusually hard rain.
If the creek were to exceed this capacity, the water will run over the top of the causeway.
When equipment crossing is completed, the ABC stone, fabric, and pipe will be removed
in their entirety. The rip-rap/broken concrete will also be removed, except for an
approximate 12-inch layer. Removal of this layer would cause greater disturbance and
harm to the creek than leaving it in place. No wetlands will be impacted. Details of the
project are depicted in the attached drawings.

NCDOT has already designed and installed erosion control features for this
project. No additional devices are proposed.
Please review this permit application for approval under a Section 404
Nationwide Permit 33. By copy of this letter, it is also requested that the appropriate
General Water Quality Certification be issued by the North Carolina Division of Water

4. DISTURBANCE: Since tic dirt will be introduced to the creek, we feel very little erosion or
disturbance will be involved in the temporary crossing. Layinm the pipe and placing the initial lay n
