Dept. of Transportation Bridge Maintenance Supt. 515 Camp Road Salisbury, NC 28147 Dear Mr. Teague: .. i ED EHN January 15, 1997 Davie County DWQ Project # 961189 You have our approval to place fill material in waters for the purpose of repairing Bridges 85 and 86 on I-40 over Yadkin River, as you described in your application dated 20 December 1996. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3026. This certification allows you to use Nationwide Permit Number 3 when it is issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. Also this approval will expire when the accompanying CAMA permit expires unless otherwise specified in the General Certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory he You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a writte petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 276 1 1-7447. This certification and its cond are final and binding unless you ask for a hearing. Bridge No. 85 and No. 86 in Davie County is located on I-40 at the Davie-Forsyth county line. The drainage area is approximately 1935 square miles based on the USGS gage located at the site. The drainage basin is mainly rural with rolling terrain. The flow in river is influenced by the W. Kerr Scott Reservoir located in the upper reaches of the drainage basin. The Yadkin River at this location is a medium size meandering river flowing north to south with a wide floodplain and a moderate relief valley setting. 2. This portion of the Yadkin River is included in a detailed fl6od study performed by the Army Corp of Engineers. The design discharges were obtained from the Corps Flood Study. From discussions with Mr. Lynwood Rogers with COE the discharges were derived from a storm routing procedure through the reservoir. The design discharges in the HEC-2 Study represent the most accurate and best available. 3. The historical high water elevation, based on the 1957 Bridge Survey Report, is shown as elevation 706.0 (t), which occurred in 1916. The 1916 event is approximately an 100-year event.
