Dear Ms. Gordon:
You have our approval to place fill material in 0.06 acres of wetlands or waters for the purpose of
replacing Bridge #49 on SR 1225, as you described in your application dated 26 March 1996. After
reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3025.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us and you may be required to send us a new application.
For this approval to be valid, you must follow the conditions listed in the attached certification. In
addition, you should get any other federal, state or local permits before you go ahead with your
project.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing,
send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the
Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and
its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Environmental Management under Section
401 of the Clean Water Act. If you have any questions, please telephone John Dorney at 919-733-

8. PROJECT SUMMARY: The Department of Transportation plans to replace an existing bridge
over a tributary to the New River. In addition, they plan to widen the roadway and shoulder
approaches to the proposed bridge.

9. PROTECT DESCRIPTION
The North Carolina Department of Transportation has made application to replace an existing bridge
on State Route 1225 near Richlands in Onslow County. The bridge structure spans a tributary to the
New River. The D.O.T. is proposing to replace the existing 20' wide by 52' long timber bridge with
a new concrete bridge 30' wide by 92' long. The new bridge will be in the same alignment as the
existing bridge. The navigation clearance over the water level in the New River would increase slightly
from 10.2' below the existing bridge to 10.5' under the proposed bridge. Navigation potential should
also be increased by reduction in the number of bents. The Department of Transportation reports that
the water depth in this tributary is approximately 1.3 feet at mean low tide.
Approximately 2808 square feet (.06 acres) of federal wetlands will be impacted by the proposed
widening of the SR 1225 road shoulders, the approaches to the bridge and relocation of the side ditches.
D.O.T. determines this to be necessary to accommodate grade adjustments for the proposed longer
bridge. These wetlands are low quality wetlands most likely created by road maintenance of State
Route 1225 in years past. The wetlands are indicated on the drawings submitted for review. Also, 550
cubic yards of high ground would be excavated as part of the proposed project. Just under 1 acre will
be disturbed by the total project. Excess spoil material will be removed from the site by the contractor.
Approximately 2,760 square feet of public trust will be shaded by the proposed bridge. No coastal
wetlands are present at the site. No disturbance is slated to occur below mean high water.
The waters of the New River are classified as C, Nutrient Sensitive by the Division of Environmental
Management. This portion of the New River is not a designated Primary Nursery Area nor is it open
for the harvesting of shellfish as determined by the Division of Marine Fisheries.
10. ANTICIPATED DvIPACTS
The proposed project would result in the loss of .06 acres of federally protected wetlands. Also, the
proposed bridge would cause the shading of .06 acres of public trust waters. Stormwater runoff to the
New River would be increased due to the increase in surface area of the bridge.

prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U. S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

Subject: Onslow County, Replacement of Bridge No. 49 on SR 1225 over Branch
of the New River. State Project No. 5-265 1, T.I.P. No.-B-2157
The North Carolina Department of Transportation proposes to replace Bridge
No 49 over a branch of the New River on SR 1225 near Richlands in Onslow County.
The proposed action will involve replacing the existing two-lane, timber bridge 15.88
meters (52 feet) long and 6 meters (20 feet) wide with a two-lane, concrete bridge 28.05
meters (92 feet) long and 9.2 meters ( 30 feet) wide. This bridge replacement will take
place on existing alignment and local traffic will be detoured along existing roadways.
The new structure is longer than the existing bridge. To facilitate the longer
structure, grade adjustments will be made on the approaches to accommodate an increased
superstructure depth. Approximately 137 meters (450 feet) and 76.2 meters (200 feet) of
roadway work will be required on the south and north approaches, respectively to provide
a two lane travelway. This work, which will include the relocation of roadside ditches, will
require the excavation of approximately 550 Cubic Yards from high ground. There will be
no excavation below NWL or in wetlands. The roadway approaches will be stabilized with
0.06 acres of fill in wetlands.
The elevation of the new structure will be slightly higher ( 0.3 ft.) than the existing
bridge. The proposed bridge will increase the existing navigation potential by decreasing
the number of bents.

The North Carolina Department of Transportation is requesting that the proposed
work be authorized under the appropriate Coastal Area Management Act (LAMA)
permit. Enclosed is a permit application for a CAMA Major Development Permit
including permit drawings and a copy of the fee application check for $250.00.
The discharge of dredge and fill materials into waters of the United States was
authorized by the Corps of Engineers on April 17, 1995 (Corps of Engineers Action ID
No. 199502094) under Nationwide Permit 23 in compliance with Section 10 of the Rivers
and Harbors Act of 1899 (33 U.S.C. 403) and Section 404 of the Clean Water Act (33
U.S.C. 1344).
