PROJECT SUMMARY: The applicant is proposing to construct a new.restroom building and, its associated waste disposal system to replace the previously existing facility and its failed septic system. NC Department of Transportation Construct a new restroom facility with the associated waste disposal system Ocracoke Island, Hyde County Project setting The project site is located off NC 12 adjacent the Atlantic Ocean, Pamlico Sound and Hatteras Inlet at the North Dock Ferry Terminal situated at the north end of Ocracoke Island in Hyde County, North Carolina. The proposed project is situated entirely in the Inlet Hazard Area of Environmental Concern (AEC). The area affected by the proposed project is high ground and is predominately vegetated by Spartina patens, sea oats, green brier and wax myrtle. Based upon my 23 August 1995 onsite inspection, field indicators suggest that the area designated for subsurface waste disposal, as shown on the attached plats, was at one time a dredge spoil site or that area has been filled with dredged material (sand and shell). Structures already existing on the project site are an asphalt parking lot, the Ocracoke to Hatteras Ferry office building and ferry basin. According to the applicant, the previously existing restroom facility and septic field have already been removed. The Atlantic Ocean is classified as SB waters, and Pamlico Sound and Hatteras Inlet are Estuarine Waters classified as SA waters by the Environmental Management Commission. This area of Pamlico Sound is not designated as a Primary Nursery Area. Although shellfish inhabit this area, this portion of Pamlico Sound is closed to harvest. Project description The applicant is proposing to construct a new restroom building and its associated waste disposal system to replace the previously existing facility and its failed septic system. During an onsite inspection, I measured the distance from the first line of stable natural vegetation to establish the oceanfront setback of 360' (30 x 12' Average Annual Erosion Rate). Based upon my measurements, over 50% of the proposed project is located seaward of the oceanfront setback requirement in the Inlet Hazard AEC (see attached Field Plat). The proposed footprint of the building is 45' long by 28' wide with an 18" roof overhang totalling 1,488 square feet of covered area. On the north side of the proposed building, the applicant plans to install a wooden ramp and deck to allow for access by handicapped persons. As proposed, the waste disposal system has a design flow of 5,000 gallons per day and consists of a 5,000 gallon septic tank with dual effluent filters installed in parallel; a 4,000 gallon pump tank; a duplex pump dosing system, with 2 inch pump discharge piping, 3 inch supply line, 4 inch manifold and associated appurtenances; and two low pressure pipe drainfields totaling 2,070 linear feet. The proposed drainfield, including repair areas measures 180' long by 120' wide and is situated east of the proposed restroom building. Anticipated impacts The project proposed will result in the disturbance of ±25,700 ft2 of high ground within the Hatteras Inlet Hazard Area. The excavation activities associated with this project should not have any direct affect on the surrounding waters. Jeffrey R. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Revised 03/95 Form DCM-MP-1 site. The rules of the Coastal Resources Commission require that you receive an AEC Hazard Notice and acknowledge that notice in writing before a permit for development can be issued. The Commission's rules onbuilding standards, oceanfront setbacks and dune alteration are designed to minimize, but not eliminate, property loss from hazards. By granting permits, the Coastal Resources Commission does not guarantee the safety of the development and assumes no liability for future damage to the development. The best available information, as accepted by the Coastal Resources Commission, indicates that the annual ocean erosion rate for the area where your property is located is _12, feet per year. The rate was established by careful analysis of aerial photographs of the coastline taken over the past 50 years. Studies also indicate that the shoreline could move as much as /oo feet landward in a major storm. The flood waters in a major storm are predicted to be about feet deep in this area. Preferred oceanfront protection. measures are beach nourishment and relocation of threatened structures. Hard erosion control structures such as bulkheads, seawalls, revetments, groins, jetties and breakwaters are prohibited. Temporary devices, including sand bags, may be allowed under certain conditions. This structure shall be relocated or dismantled within two years of becoming imminently threatened. The applicant must acknowledge this information and requirements by signing this notice in the below space.
