Department of Transportation resulting in 0.03 acres of wetland impact in Pender County pursuant to an application filed on the 21st day of June 1993 with revisions described in your 20 March 1995 letter to John Parker, DCM of 1995 to replace a- bridge over Bekkie's Creek on SR 1561. The Application provides adequate assurance that the discharge of fill material into the waters of Bekkie's Creek in conjunction with the proposed development in Pender County will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92- 500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter set forth. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (50 NTUs in streams and rivers not designated as trout waters by DEM; 25 NTUs in all saltwater classes, and all lakes and reservoirs; 10 NTUs in trout waters). Violations of any condition herein set forth shall result in revocation of this Certification. This Certification shall become null and void unless the above conditions are made conditions of the Federal 404 and/or Coastal Area Management Act Permit. This Certification shall expire upon expiration of the 404 or CAMA permit. If this Certification is unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this Certification. This request must be in the form of a written petition conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of Administrative Hearings, P.O. Department of Transportation (NCDOT) submitted the planning document for the proposed project to your agency on February 16, 1993. The project was authorized under Nationwide Permit No. 23 by letter dated April 9, 1993. Subsequent to this, the NCDOT applied for project authorization under the Coastal Area Management Act. Extensive coordination took place regarding the project design. As a result, the design was substantially altered from the design proposed in the Categorical Exclusion document. The project as originally proposed would have excavated a new channel with the construction of a 3 barrel 10' x 8' culvert over 300 feet south of the existing bridge. The existing bridge would have been replaced with a 72" corrugated steel pipe. This would have required fill in 0.006 acres of wetlands, 1000 cubic yards of excavation in wetlands, and 1000 cubic yards of fill below ordinary high water.' The environmental agencies were concerned that this design would also have had detrimental effects on the hydrology of Bekkie's Creek and the associated marsh. This design has been significantly altered in accordance with agency concerns. The existing bridge will be replaced at the same location with a 3 barrel 10' x 10' box culvert. The amount of excavation required in wetlands has been reduced from 700 cubic yards to 35 cubic yards, affecting only 0.03 acres. These design modifications have satisfied the concerns of the N.C. Division of Coastal Management, the N.C. Division of Environmental Management, the National Marine Fisheries Service, and the N.C. Barrett DATE: March 29, 1995 SUBJECT: NC DOT State Road 1561 Please find enclosed a request from NC DOT to modify the request for bridge replacement over Bekkies Creek on Highway 1561 in Pender County. An amendment to the request, dated 03/29/95, is also attached. The modification is an attempt to address the concerns of several agencies to the initial application. Following is an attempt to clarify the changes in the most recent application. The existing bridge is to be replaced in place with three 10' X 10' box culverts. This should allow within .5' of the existing clearance, but is reducing the span from 35.5' to 10' for navigation purposes. Currently, the clearance is approximately 1.5' at MHW. The proposed rechannelization has been changed to an overflow - 350' south of present bridge where original rechannelization was to occur. Two 24" concrete pipes will be lain under the roadway, extending from MHW upward. The intent is to reduce erosion and flooding of roadway. Wetlands fill under the new proposal was reduced from .006 acres to .004; wetland excavation was reduced from 700 cubic yards to 35 cubic yards in .03 acres; Fill below MHW was reduced from 1000 cubic yards to 300 cubic yards in approximately .08 acres. The total fill and excavation below mean high water and of wetlands has been reduced from .27 acres to .11 acres. This fill is mostly in the form of rip rap to stabilize the shoulders. A temporary diversion ditch is proposed midway between the bridge and the proposed overflow culverts to reduce pressure during construction. This area will be restored upon project completion. It is my opinion that the applicant has effectively addressed the concerns of the various agencies except for that of navigation. Bridge replacement is an opportunity to enhance navigation for future use. This proposal continues the existing restrictive clearance, and reduces the span from 35.5' to 10'. While this should not effect creek flow, as there are three 10' spans, it does further impair navigation. No. B-2161, State Project No. 6.503268). As you are aware, the North Carolina Department of Transportation (NCDOT) intends to replace the bridge over Bekkie's Creek on SR 1561. An application for.this project was initially submitted June 21, 1993, and was found to be incomplete. Since that time, a great deal of coordination has taken place on this project. On August 2, 1994, a site meeting was held with representatives of your Division, the N.C. Division of Environmental Management, the National Marine Fisheries Service, and the N.C. Wildlife Resources Commission. This meeting explored various ways of minimizing the impacts of the proposed project. The resolution of this meeting was described in a memorandum dated August 22, 1994. The NCDOT committed to providing the following revisions and additional information: (1) The existing bridge will be replaced at the same location with'a 3 X 3-meter (10 X 10-foot) reinforced concrete box culvert. The bottom of the culvert will be sunk 0.3 meters (1-foot) below the silt bottom. The top of the culvert has been designed with the maximum possible height to allow for a clearance within 0.15 meters (1/2 foot) of the existing clearance under the bridge. (2) The NCDOT agreed to design a channel cut containing corrugated steel pipe(s) whose flowline will be such that no water flows through at low tide. Two 0.3-meter (24 inch) reinforced concrete pipes will be placed at the approximate location where the channel cut was originally proposed. The pipes will be placed as an overflow structure such that under normal conditions, flow will continue to move along the existing channel path. Under storm conditions, excess volume will flow through the pipes reducing both erosion and flooding of the causeway. March 20, 1995 Page 2 (3) The NCDOT committed to avoiding excavation of the marsh on the outside of the channel as much as possible. Efforts have been made during the redesign process to limit work adjacent to the channel to an area along the causeway. This work along the causeway is necessary to bring the roadway up to AASHTO design standards. (4) The NCDOT agreed to evaluate the removal of the causeway and the construction of a bridge spanning the entire wetland area. The table below details engineering costs for an alternate which would take out 400 feet of the existing causeway and put back a 400 foot bridge. Since the cost of spanning the wetlands is over four times the cost of the project as proposed, the NCDOT believes that the spanning alternative is neither feasible nor prudent. The proposed design revision will significantly reduce the adverse environmental impacts of the project. In the previous design, a channel cut was planned for the south end of the project where a reinforced concrete box culvert would have been placed. A corrugated steel pipe would have been placed at the site of the existing bridge. The purpose for this design was to reduce the flow rate around the channel meander which was causing erosion of the causeway to the point of presenting a safety problem. The environmental agencies believed that this design would detrimentally change the nature of the channel. The new design addresses these concerns by eliminating the channel cut, and providing overflow pipes to correct the erosion problems. A revised application package is enclosed which describgs the new proposed design. Please review this proposal for authorization under the Coastal Area Management Act. A copy of this information has also been submitted to the Corps of Engineers and the N.C. Division of Environmental Management for their consideration. No. B-2161, State Project No. 6.503268). As you are aware, the North Carolina Department of Transportation (NCDOT) intends to replace the bridge over Bekkie's Creek on SR 1561. An application for this project was initially submitted June 21, 1993, and was found to be incomplete. Since that time, a great deal of coordination has taken place on this project. On August 2, 1994, a site meeting was held with representatives of your Division, the N.C. Division of Environmental Management, the National Marine Fisheries Service, and the N.C. Wildlife Resources Commission. This meeting explored various ways of minimizing the impacts of the proposed project. The resolution of this meeting was described in a memorandum dated August 22, 1994. The NCDOT committed to providing the following revisions and additional information: (1) The existing bridge will be replaced at the same location with a 3 X 3-meter (10 X 10-foot) reinforced concrete box culvert. The bottom of the culvert will be sunk 0.3 meters (1-foot) below the silt bottom. The top of the culvert has been designed with the maximum possible height to allow for a clearance within 0.15 meters (112 foot) of the existing clearance under the bridge. (2) The NCDOT agreed to design a channel cut containing corrugated steel pipe(s) whose flowline will be such that no water flows through at low tide. Two 0.3-meter (24 inch) reinforced concrete pipes will be placed at the approximate location where the channel cut was originally proposed. The pipes will be placed as an overflow structure such that under normal conditions, flow will continue to move along the existing channel path. Under storm conditions, excess volume will flow through the pipes reducing both erosion and flooding of the causeway. P.O. BOX 25201, RALEIGH, N.C. 27611-5201 R. SAMUEL HUNT III SECRETARY March 20, 1995 Page 2 (3) The NCDOT committed to avoiding excavation of the marsh on the outside of the channel as much as possible. Efforts have been made during the redesign process to limit work adjacent to the channel to an area along the causeway. This work along the causeway is necessary to bring the roadway up to AASHTO design standards. (4) The NCDOT agreed to evaluate the removal of the causeway and the construction of a bridge spanning the entire wetland area. The table below details engineering costs for an alternate which would take out 400 feet of the existing causeway and put back a 400 foot bridge. Since the cost of spanning the wetlands is over four times the cost of the project as proposed, the NCDOT believes that the spanning alternative is neither feasible nor prudent. The proposed design revision will significantly reduce the adverse environmental impacts of the project. In the previous design, a channel cut was planned for the south end of the project where a reinforced concrete box culvert would have been placed. A corrugated steel pipe would have been placed at the site of the existing bridge. The purpose for this design was to reduce the flow rate around the channel meander which was causing erosion of the causeway to the point of presenting a safety problem. The environmental agencies believed that this design would detrimentally change the nature of the channel. The new design addresses these concerns by eliminating the channel cut, and providing overflow pipes to correct the erosion problems. March 20, 1995 Page 3 The new design also reduces the wetland impacts of the project. The acreage of wetlands filled by the project has been reduced from 0.006 acres to 0.004 acres. The amount of excavation required in wetlands has been reduced from 700 cubic yards to 35 cubic yards, affecting only 0.03 acres.- The amount of fill required below ordinary high water has also been reduced from 1000 cubic yards to 300 cubic yards, affecting only 0.23 acres. A revised application package is enclosed which describes the new proposed design. Please review this proposal for authorization under the Coastal Area Management Act. A copy of this information has also been submitted to the Corps of Engineers and the N.C. Division of Environmental Management for their consideration. As a courtesy, the NCDOT has sent copies of this information to the agencies present at the August 2, 1994 site visit. Box 27687 Raleigh, North Carolina 27611 ATTENTION: John Parker Dear Sir: SUBJECT: Pender County, Replacement of Bridge over Bekkie's Creek ('Mullet Run) on SR 1561 (T.I.P. No. B-2161, State Project No. 6.503268). As you are aware, the North Carolina Department of Transportation (NCDOT) intends to replace the bridge over Bekkie's Creek on SR 1561. An application for this project was initially submitted June 21, 1993, and was found to be incomplete. Since that time, a great deal of coordination has taken place on this project. On August 2, 1994, a site meeting was held with representatives of your Division, the N.C. Division of Environmental Management, the National Marine Fisheries Service, and the N.C. Wildlife Resources Commission. This meeting explored various ways of minimizing the impacts of the proposed project. The resolution of this meeting was described in a memorandum dated August 22, 1994. The NCDOT committed to providing the following-Y6visiops and additional information: y (1) The existing bridge will be replaced at the same location with a 313-meter (10 X 10- foot) reinforced concrete box culvert. The bottom of the culvert will be sunk 0.3 meters (1-foot) below the silt bottom. The top of the culvert has been designed with the maximum possible height to allow for a clearance within 0.15 meters (1/2 foot) of the existing clearance under the bridge. (2) The NCDOT agreed to design a channel cut containing corrugated steel pipe(s) whose flowline will be such that no water flows through at low tide. Two 0.3-meter (24 inch) reinforced concrete pipes will be placed at the approximate location where the channel cut was originally proposed. The pipes will be placed as an overflow structure such that under normal conditions, flow will continue to move along the existing channel path. Under storm conditions, excess volume will flow through the pipes reducing both erosion and flooding of the causeway. (3) The NCDOT committed to avoiding excavation of the marsh on the outside of the channel as much as possible. Efforts have been made during the redesign process to limit work adjacent to the channel to an area along the causeway. This work along the causeway is necessary to bring the roadway up to AASHTO design standards. (4) The NCDOT agreed to evaluate the removal of the causeway and the construction of a bridge spanning the entire wetland area. The table below details engineering costs for an alternate which would take out 400 feet of the existing causeway and put_ back a 400 foot bridge. The proposed design revision will significantly reduce the adverse environmental impacts of the project. In the previous design, a channel cut was planned for the south end of the project where a reinforced concrete box culvert would have been placed. A corrugated steel pipe would have been placed at the site of the existing bridge. The purpose for this design was to reduce the flow rate around the channel meander which was causing erosion of the causeway to the point of presenting a safety problem. The environmental agencies believed that this design would detrimentally change the nature of the channel. The new design addresses these concerns by eliminating the channel cut, and providing overflow pipes to correct the erosion problems. The new design also reduces the wetland impacts of the project. The acreage of wetlands filled by the project has been reduced from 0.006 acres to 0.004 acres. The amount of fill required in wetlands has been reduced from 700 cubic yards to 35 cubic. The amount of fill required below ordinary high water has also been reduced from 1000 cubic yards to 300 cubic yards. A revised application package is enclosed which describes the new proposed design. Please review this proposal for authorization under the Coastal Area Management Act. A copy of this information has also been submitted to the Corps of Engineers, the N.C. Division of Environmental Management for their consideration. The contents of these discussions is included in these meeting minutes. Please note that an expanded version of these minutes detailing the engineering quantities and impacts will be circulated as soon as they are available. DISCUSSION 1) Changing the primary natural alignment of the channel There were many concerns raised over maintaining the natural path of the channel because of the fisheries here . The project as it previously proposed would place a 72" Corrugated Steel Pipe (CSP) at the location of the present bridge and cut a channel for a box culvert. The creek flow would be maintained along both the old channel and the new. However, members of the discussion felt that the box culvert located at the new channel cut as it was proposed would be the channel which fish would choose because it would have a bottom buried in silt. They believed that the fish would no longer use the length of creek containing the 72" CSP because the bottom would no longer appear natural. Several proposed trading the position of the box culvert with the 72" CSP. They felt that the box culvert with a silt covered bottom would continue to encourage fish to use this length of channel for spawning purposes. They agreed that this would satisfy their concerns with regard to maintaining the existing uses of the natural stream bed with one further adjustment. They felt that the CSP would serve this purpose better if it were designed as an overflow structure such that the flowline of the pipe would be above low tide elevation of the creek. These two changes were agreed to by Abdul Rahmani of the Hydr4ulics Unit. A second concern was that with the new channel cut, water would no longer flow through the old length of channel and that it would cease to function as a channel. However, Abdul Rahmani gave a detailed discussion of the hydrology. The bottom line of his discussion was that this creek is tidal driven and is not dependant on gravity to flow. Those attending seemed to be satisfied with Mr. Rahmani's explanation of why the old channel would continue to function by rising and falling with the tides. 2) Water Quality/ Tidal Flushing concerns Eric Galamb and Jim Gregson of DEM brought up the issues of tidal flushing and water quality. They indicated that this area had poor water quality which is possibly due to the fact that the causeway prevents complete tidal flushing. Both agreed that the 72" CSP paired with the box culvert would help with allowing the marsh to fill and drain more efficiently. It is possible that we may use a few smaller pipes rather than one larger one. No one had any objections and some were in support of this because it might aid further in tidal flushing. While Jim Gregson of DEM agreed that the pipes would help with tidal flushing, he requested serious consideration of taking out the causeway and spanning the area with a bridge in hopes of improving the water quality in the area. NCDOT agreed to evaluate the option as described in concern #5 below. Upon further consultation with Abdul Rahmani, he indicated that some new information from the geotechnical unit may not'require as much berm into the creek area as before. Consequently, this may not require a cut section for the pipes at all. He will evaluate this option to determine if this is possible. 3) Maintaining existing navigational clearance CAMA and NCWRC raised the issue of navigational clearance. The current plans show a decrease in clearance. However, Abdul Rahmani has agreed to try to come as close to the existing clearance as possible. We will not be able to raise the clearance because it would require filling into the channel even further than the present plan. Doing so would consequently require excavation of marshland on the outside of the channel. This would defeat one of the major objectives of this project which is to avoid excavating marshland. 4) Avoid excavation of marshlands on the outside of the channel All parties involved wish to avoid any more excavation of marsh than absolutely necessary. For that reason, Abdul Rahmani has agreed to try to eliminate or at least minimize excavation, especially along the outside of the channel where the marsh grasses flourish. 5) Evaluate taking out the causeway and building a bridge to span the area. For comparison, NCDOT will evaluate the removal of a large portion of the causeway and spanning it with a bridge. The details of this study will be shared with all who were involved with this meeting in addition to FHWA. If this proves to be a reasonable alternative, we will consider implementation. However, if it does not prove reasonable then we will proceed with the culvert option described below. RESOLUTION As a result of the meeting NCDOT proposes to analyze modification of the project in the following ways. A channel cut may be made containing Corrugated Steel Pipe(s) whose flowline will be such that no water flows through at lowtide. A box culvert will be placed in the position of the present bridge such that the bottom ..& of the culvert is buried under one foot of silt and will maintain the current navigational clearance as closely as possible. Excavation of marsh on the outside of the channel will be avoided as much as possible. An evaluation of a bridge option will be completed yielding approximate costs and feasibility. The results will be shared through documented with all agencies involved through an expanded version of these minutes detailing the engineering quantities and impacts . Our basic concern is that if the 700 foot length of stream channel is cut off then this area of channel will experience water quality problems (primarily low dissolved oxygen) and loss of aquatic life use. At the same time, we recognize your valid safety and erosion-related concerns at this location. Please address the following two alternatives which would answer the water quality/aquatic life concerns as well as safety/erosion concerns. Alternative 1 would be to remove the entire causeway built in the floodplain of Bekkie's Creek (Mullet Run) and replace it with a bridge spanning the floodplain. The erosion concerns would become moot as would water quality problems. An additional benefit would be the use of the causeway area as a mitigation site and restoration of natural flow to the system. Alternative 2 would be to stabilize the existing causeway banks, replace the existing (structurally deficient) bridge with another bridge and build a new bridge at the cut-though location. This should ensure flow through the 700 foot long truncated channel yet direct the higher energy flows past the causeway to negate the need for marsh excavation. Please advise as to the practicality (cost, environmental impact, etc.) of these alternatives. As you are aware, the North Carolina Department of Transportation (NCDOT) intends to replace the bridge over Bekkie's Creek on SR 1561 in Pender County. The NCDOT has received your letter of May 2, 1994 requesting additional information on this project. The NCDOT began correspondence with the Division of Coastal Management on June 21, 1993 with our initial application. Since that time, a great deal of coordination has taken place and the application has been modified several times. In your letter, you specifically requested additional information to justify the selection of he proposed alternative. In an attempt to minimize adverse impacts, two alternatives were considered for this project. The first involves replacing the bridge at its present location and the second involves replacement south of the present bridge site at a channel change. Both alternatives would detour traffic off-site via US 17 and SR 1563 during the estimated eight- month construction period of the project. Alternate 1 requires replacement with a 90-foot long bridge at the present structure site and widening SR 1561 between the vicinity of the present bridge site and a point about 400 feet south. The proposed roadway widening requires filling part of the existing 35-foot wide Bekkie's Creek channel immediately adjacent to both sides of the road south of the bridge. The roadway will be widened to a minimum 22- foot pavement with six-foot graded and stabilized shoulders. This width is required by current design standards for collector roads with this level of traffic. This will also ?? i ?r correct the erosion problem that the shoulders are currently experiencing. The combination of widening the road and replacing the structure at its existing location will also require widening of the channel by excavating in the adjacent marsh. Alternate 2 involves placement of a triple barrel box culvert with each barrel at 10' x 8' about 350 feet south of the present bridge site. A short channel change will divert the main flow of Bekkie's Creek through this culvert. A 72" corrugated steel pipe will be placed at the present bridge site. The bottom of these structures is to be submerged below ground levels of the respective channels. Length of the culvert and pipe are sufficient to accommodate the roadway widening. Alternative 2 will require widening of SR 1561 similar in scope to that proposed for Alternate 1 between the vicinity of the existing bridge site and a point just south of the channel change. Both alternatives require the widening of the roadway shoulders. This widening will correct the eroding shoreline and bring the roadway width to modern standards. The necessity of this widening led to the rejection of Alternate 1. Widening the road for this alternative would require fill in the main channel of Bekkie's Creek. To maintain hydrologic equilibrium, the existing channel would have to be widened. This would result in the disturbance of 5400 square feet of marshland, and about 900 cubic yards of excavation in wetlands. In contrast, Alternate 2 will involve disturbance of 4300 square feet of marshland and about 700 cubic yards of excavation in wetlands. The relocated channel utilized in Alternate 2 will compensate for the amount of channel filled by the roadway widening so that less disturbance will have to occur to maintain hydrologic equilibrium. Consequently, it was determined that Alternate 2 was the least environmentally damaging option. implementation of all standard procedures and measures will be undertaken to further minimize environmental impacts of this project. This will include utilization of best management practices and the implementation of NCDOT's Erosion and Sedimentation Control Plan. A. healthy mixed marsh borders the creek and consists mostly of $par ing, Juncus, and jyp4. The creek provides a very productive nursery for the early development of many estuarine species such as spot, croaker, menhaden, flounders, blue crabs, and three species of shrimp. The proposed project would cut-off approximately 700 feet of the creek from the main flow of the creek and 5000 square feet of marsh would be destroyed (excavated). This is likely to have negative effects upon the nursery. The part of the creek cut off from the main flow will likely experience water quality problems and increased siltation thus reducing its effectiveness as a nursery area. The daily inundation of the marsh by the tides flushes nutrients out of the marsh which many estuarine organisms rely upon as a food source. It is likely the excavation of 5000 square feet would have a negative impact on these organisms. Is this project, as described, necessary? Division staff have visited the site on several occasions and found little evidence of the need for this work. Traffic is minimal. Two field visits to the proposed project site indicate that traffic is very minimal. PROJECT DESCRIPTION 4/04/94 The project site is located adjacent to and crossing Mullet Run, locally called Bekkie's Creek. This is the southernmost run of Virginia Creek in Pender County. State Road 1561 crosses the creek with a 35.5' long bridge over a channel of the same width. The roadway here is 23' wide. The channel averages 3.5' mlw on the north side of the bridge, and 5.5' mlw on the south side. The tidal amplitude in this area is approximately 1'. At mean high water there is presently approximately 1.5' of clearance under the bridge; at mean low water the clearance is approximately 2.5'. Bekkie's Creek meanders through a healthy mixed marsh, consisting mostly of Spartina alterniflora, Juncus roemerianus, and lypha latifolia. The creek averages 25' - 50' in width, and joins Virginia Creek approximately 2150' north of the project site. The waters of Bekkie's Creek are classified SA by the Division of Environmental Management. The area is designated Primary Nursery by the Division of Marine Fisheries, and is closed to the taking of shellfish. The Pender County Land Use Plan classifies the area as Conservation. The North Carolina Department of Transportation plans to replace the Bekkie's Creek crossing of State Road 1561 because of the poor condition of the structure. The intent is to increase the load bearing capacity of this roadway, as well as increasing safety. In order to accomplish this, DOT proposes a minimum 22' roadway with 6' graded shoulders. Two alternatives were considered. The first involved replacing the bridge in its present location to a length of 90'. This would require widening of the roadway for 400' to the east of the bridge, with some fill in wetlands. This widening and concurrent fill will also result from alternative 2. The first alternative, according to DOT, would require the widening of the existing channel, resulting in the loss of 5400 square feet of marsh. I cannot confirm these numbers. I have requested the calculations from which this total was derived, but have not received them. Alternative 2 would result in the excavation of approximately 5000 square feet of this same marsh. This was the alternative chosen by DOT and is the subject of this report. Alternative 2 involves the rechannelization of the creek approximately 350' to the south of the present bridge and channel site. The present channel would be filled, and replaced with a 72" corrugated steel pipe. The roadway would have to be widened as in alternative 1, and a new channel would be cut through coastal marsh. The new channel is proposed to be excavated to a bottom width of 30', sloping back to a top cut of 501. The channel depth is proposed for -5' mean low water. The new channel would involve the excavation of approximately 100' x 50' of mixed Spartina patens, Juncus roemerianus, and 1 pha latifolia, and approximately 50' x 50' of existing roadway. This excavation results in the removal of approximately 1000 cubic yards of wetland vegetation and substrate. In place of a bridge, DOT proposes to place 3 box culverts, 10' in width, and 8' in height. This structure would-be. 50' long as it crosses from one side of the roadway to the other. This structure is to be buried into the substrate to 3'. This leaves approximately 5' x 10' for navigation. With this structure, there is no navigation at high tide, and only l' at mean low tide. Though the flow area is only reduced from a width of 35.5' to 30', it is also reduced to some degree by the friction and resulting drag presented by the obstacles dividing this width into three barrels. This project would require the filling of 25 square feet of Aster tenuifolius, 185 square feet of S artina alterniflora, 300 square feet of mixed high marsh S artina ap tens, 'uncus roemerianus. Borrichia frutescens and 6185 square feet of shallow bottom for fill and rip rap to stabilize the shoulders (approximately 175' x 7' on the north side and 265' x 10' on the south side) and the filling of the existing channel. This is anticipated to require approximately 1000 cubic yards of rock. Approximately 5000 square feet of mixed S artina alterniflora, Juncus roemerianus, and Typha latifoli a would be excavated for the new channel, along with approximately 2500 square feet of high ground. Best Management Practices will be employed to control sediment runoff during and after construction. A portion of this work is to be accomplished within the existing right-of-way. Additional right-of-way is being purchased. The method of dredging, the location of the spoil site, the method of containing the spoil on site, as well as any necessary authorizations are the responsibility of the contractor receiving the bid for this work, and have not been addressed further in this application. 10. ANTICIPATED EMPACTS The direct impacts from this project would be the filling of approximately 510 square feet of mixed wetland species; the excavation of approximately 5000 square feet of mixed Spartina alterniflora, Juncus roemerianus, and Typha latifolia; the filling of approximately 6185 square feet of open water; the excavation of approximately 2500 square feet of high ground; and the filling of approximately 33,320 square feet of high ground. This does not include any impacts to be incurred by the placement of the spoil. The indirect impacts may be more important with this project, and have more potential for long term effects. The project as proposed would take a stable meander of Bekkies Creek that stretches for approximately 1000', and truncate it to approximately 150'. In so doing, circulation patterns are sure to be changed. The ecosystem that has established some level of equilibrium will be destabilized. It can be expected to take years to recover this level of stability in the immediate area. One can only speculate how far from the project site the effects will be felt. While the shorter, straighter channel may improve flushing upstream, there has been concern expressed by DEM that this will allow for less treatment of stormwater moving into the system. Concern has been expressed by DMI, DMF, and Spencer Rogers of Seagrant as to the potential short term detriments of this project on the estuarine system. Water quality may also be effected by the division of a 30' channel into three boxes, and the drag presented on the flow. Lastly, the proposal reduces the navigability of the creek. Presently, navigation is hindered by the elevation of the bridge constructed in the 1950's. At high tide, there is only 1.5' of clearance, and at low tide 2.5'. However water depths in the creek provide a very navigable system. Replacement of this bridge is a good opportunity to increase the navigability in accordance with the management objective expressed in T15A: 07H .0207 (c). Though the area south of the bridge is undeveloped presently, it does have the potential for development, and thus, public trust rights must be preserved for this area. The proposed project would restrict navigation to three separate boxes, 10' wide with 5' of the box above substrate, with no clearance at high tide and 1' of clearance at low tide. Submitted by: T. The North Carolina Department of Transportation (NCDOT) intends to replace the structurally deficient bridge over Bekkie's Creek on SR 1561 in the general vicinity of its present location. The primary purposes for the replacement are to improve safety and load carrying capacity on this section of SR 1561. Overall poor condition of the bridge is due to aging of the treated timber members and substandard design. In an attempt to minimize adverse impacts, two alternatives were considered for this project. The first involves replacing the bridge at its present location and the second involves replacement south of the present bridge site at a channel change. Both alternatives would detour traffic off-site via US 17 and SR 1563 during the estimated eight- month construction period of the project. Alternate 1 requires replacement with a 90-foot long bridge at the present structure site and widening SR 1561 between the vicinity of the present bridge site and a point about 400 feet south. The proposed roadway widening requires filling part of the existing 35-foot wide Bekkie's Creek channel immediately adjacent to both sides of the road south of the bridge. The roadway will be widened to a minimum 22- foot pavement with six-foot graded and stabilized shoulders. This width is required by current design standards for collector roads with this level of traffic. This will also correct the erosion problem that the shoulders are currently experiencing. The combination of widening the road and replacing the structure at its existing location will also require widening of the channel by excavating in the adjacent marsh. Alternate 2 involves placement of a triple barrel box culvert with each barrel at 10' x 8' about 350 feet south of the present bridge site. A short channel change will divert the main flow of Bekkie's Creek through this culvert. A 72" corrugated steel pipe will be placed at the present bridge site. The bottom of these structures is to be submerged below ground levels of the respective channels. Length of the culvert and pipe are sufficient to accommodate the roadway widening. Alternative 2 will require widening of SR 1561 similar in scope to that proposed for Alternate 1 between the vicinity of the existing bridge site and a point just south of the channel change. Both alternatives require the widening of the roadway shoulders. This widening will correct the eroding shoreline and bring the roadway width.to modern standards. The necessity of this widening led to the rejection of Alternate 1. Widening the road for this alternative would require fill in the main channel of Bekkie's Creek. To maintain hydrologic equilibrium, the existing channel would have to be widened. This would result in the destruction of more marsh habitat than will be taken by Alternate 2. The relocated channel utilized in Alternate 2 will compensate for the amount of channel filled by the roadway widening. Consequently, it was determined that Alternate 2 (recommended) was the least environmentally damaging option. Implementation of all standard procedures and measures will be undertaken to further minimize environmental impacts of this project. As you are aware, the North Carolina Department of Transportation (NCDOT) intends to replace the bridge over Bekkie's Creek on SR 1561. An application for this project was submitted June 21, 1993, and was found to be incomplete. A site meeting was held with Tere Barrett of your Wilmington office to discuss the application. At the meeting, she requested several items of additional information which were submitted by certified mail June 26, 1993. On August 17, 1993, Ms. Barrett requested additional revisions by telephone. Enclosed you will find a revised permit application that includes the requested corrections. On plan sheet 2 of 6, the NCDOT right of way has been shown. Lines which denoted the channel banks of the proposed 30' base channel have been removed to avoid confusion of them being considered as fill in wetland symbols. The channel base and top width have also been shown more clearly. The channel excavation quantity has been corrected from 1000 +/- cubic yards to 700 +/- cubic yards to correct an error discovered in the revision process. This correction is also shown on plan sheet 3 of 6 which shows the amount of excavation in wetlands. On sheet 4 of 6, section -A- has been redrawn correctly. The mean low tide water surface elevation has been shown on both Section -A- and Section -B- views. On Section -B- the proposed 72" CSP incorrectly labeled as a 72" reinforced concrete pipe (R.C.P.) with headwalls has been changed to reflect the proposed 72" corrugated steel pipe (C.S.P.). Ms. Barrett also asked if the existing channel was the natural channel or if it was a channel change. The old bridge survey report could not be found, but it is believed that the existing channel is the natural channel due to its meandering nature. Design alternatives considered for this project were discussed in our June 21, 1993 application. Additional information was requested to verify that Alternate 2 was the least environmentally damaging option. The following information is provided: Alternate 2 causes less detrimental impacts to the environment. The proposed channel change in Alternate 2 involves disturbing 4300 square feet of marsh and +/- 700 cubic yards of excavation in wetlands while Alternate 1 requires widening of the existing channel which would involve disturbing 5400 square feet of marsh and +/- 9000 cubic yards of excavation in wetlands. PROJECT SUMMARY: NC DOT proposes to widen State Road 1561 and replace the bridge crossing Bekkies Creek (Mullet Run). The plan involves re-channelizing Bekkies Creek. NC DOT SR 1561 Page 2 9. PROJECT DESCRIPTION 4/04/94 The project site is located adjacent to and crossing Mullet Run, locally called Bekkie's Creek. This is the southernmost run of Virginia Creek in Pender County. State Road 1561 crosses the creek with a 35.5' long bridge over a channel of the same width. The roadway here is 23' wide. The channel averages 3.5' mlw on the north side of the bridge, and 5.5' mlw on the south side. The tidal amplitude in this area is approximately 1'. At mean high water there is presently approximately 1.5' of clearance under the bridge; at mean low water the clearance is approximately 2.5'. Bekkie's Creek meanders through a healthy mixed marsh, consisting mostly of Spina alterniflora, Juncus roemerianus, and Typha latifolia. The creek averages 25' - 50' in width, and joins Virginia Creek approximately 2150' north of the project site. The waters of Bekkie's Creek are classified SA by the Division of Environmental Management. The area is designated Primary Nursery by the Division of Marine Fisheries, and is closed to the taking of shellfish. The Pender County Land Use Plan classifies the area as Conservation. The North Carolina Department of Transportation plans to replace the Bekkie's Creek crossing of State Road 1561 because of the poor condition of the structure. The intent is to increase the load bearing capacity of this roadway, as well as increasing safety. In order to accomplish this, DOT proposes a minimum 22' roadway with 6' graded shoulders. Two alternatives were considered. The first involved replacing the bridge in its present location to a length of 90'. This would require widening of the roadway for 400' to the east of the bridge, with some fill in wetlands. This widening and concurrent fill will also result from alternative 2. The first alternative, according to DOT, would require the widening of the existing channel, resulting in the loss of 5400 square feet of marsh. I cannot confirm these numbers. I have requested the calculations from which this total was derived, but have not received them. Alternative 2 would result in the excavation of approximately 5000 square feet of this same marsh. This was the alternative chosen by DOT and is the subject of this report. Alternative 2 involves the rechannelization of the creek approximately 350' to the south of the present bridge and channel site. The present channel would be filled, and replaced with a 72" corrugated steel pipe. The roadway would have to be widened as in alternative 1, and a new channel would be cut through coastal marsh. The new channel is proposed to be excavated to a bottom width of 30', sloping back to a top cut of 50'. The channel depth is proposed for -5' mean low water. The new channel would involve the excavation of approximately 100' x 50' of mixed Spina patens, Juncus roemerianus, and Typha latifolia, and approximately 50' x 50' of existing roadway. This excavation results in the removal of approximately 1000 cubic yards of wetland vegetation and substrate. In place of a bridge, DOT proposes to place 3 box culverts, 10' in width, and 8' in height. This structure would be 50' long as it crosses from one side of the roadway to the other. This structure is to be buried into the substrate to 3'. This leaves approximately 5' x 10' for navigation. With this structure, there is no navigation at high tide, and only l' at mean low tide. Though the flow area is only reduced from a width of 35.5' to 30', it is also reduced to some degree by the friction and resulting drag presented by the obstacles dividing this width into three barrels. This project would require the filling of 25 square feet of Aster tenuifolius, 185 square feet of S artina alterniflora, 300 square feet of mixed high marsh S artina patens, 'u? ncus roemeri anus, Borrichia frutescens and 6185 square feet of shallow bottom for fill and rip rap to stabilize the shoulders (approximately 175' x 7' on the north side and 265' x 10' on the south side) and the filling of the existing channel. This is anticipated to require approximately 1000 cubic yards of rock. Approximately 5000 square feet of mixed SSpartina alterniflora, Juncus roemerianus, and Tvna latifolia would be excavated for the new channel, along with approximately 2500 square feet of high ground. Best Management Practices will be employed to control sediment runoff during and after construction. A portion of this work is to be accomplished within the existing right-of-way. Additional right-of-way is being purchased. The method of dredging, the location of the spoil site, the method of containing the spoil on site, as well as any necessary authorizations are the responsibility of the contractor receiving the bid for this work, and have not been addressed further in this application. 10. ANTICIPATED EVIPACTS The direct impacts from this project would be the filling of approximately 510 square feet of mixed wetland species; the excavation of approximately 5000 square feet of mixed SSpartina altemiflora, Juncus roemerianus, and Typha latifolia; the filling of approximately 6185 square feet of open water; the excavation of approximately 2500 square feet of high ground; and the filling of approximately 33,320 square feet of high ground. This does not include any impacts to be incurred by the placement of the spoil. The indirect impacts may be more important with this project, and have more potential for long term effects. The project as proposed would take a stable meander of Bekkies Creek that stretches for approximately 1000', and truncate it to approximately 150'. In so doing, circulation patterns are sure to be changed. The ecosystem that has established some level of equilibrium will be destabilized. It can be expected to take years to recover this level of stability in the immediate area. One can only speculate how far from the project site the effects will be felt. While the shorter, straighter channel may improve flushing upstream, there has been concern expressed by DEM that this will allow for less treatment of stormwater moving into the system. Concern has been expressed by DEM, DMF, and Spencer Rogers of Seagrant as to the potential short term detriments of this project on the estuarine system. Water quality may also be effected by the division of a 30' channel into three boxes, and the drag presented on the flow. Lastly, the proposal reduces the navigability of the creek. Presently, navigation is hindered by the elevation of the bridge constructed in the 1950's. At high tide, there is only 1.5' of clearance, and at low tide 2.5'. However water depths in the creek provide a very navigable system. Replacement of this bridge is a good opportunity to increase the navigability in accordance with the management objective expressed in T15A: 07H .0207 (c). Though the area south of the bridge is undeveloped presently, it does have the potential for development, and thus, public trust rights must be preserved for this area. The proposed project would restrict navigation to three separate boxes, 10' wide with 5' of the box above substrate, with no clearance at high tide and 1' of clearance at low tide. Submitted by: T. Franklin Vick, P.E., sista anager Planning and Environmental Branch The proposed project is part of the Federal Aid Bridge Replacement Program and is scheduled for construction during federal fiscal year (FFY) 1994 by the North Carolina Department of Transportation's (NCDOT) 1993-1999 Transportation Improvement Program (TIP). It has been classified a Federal "categorical exclusion" (CE). This environmental documentation includes NCDOT's recommendations for the project. Location of the proposed activity including two alternatives are shown on the attached Figures 1 and 2. I. PURPOSE OF PROPOSED PROJECT The North Carolina Board of Transportation is proposing replacement of the structurally deficient Bridge No. 114 in the general vicinity of its present location. Principle purpose of the replacement is to improve safety and load carrying capacity along SR 1561 which is designated a minor collector route. Overall poor condition of the structure is brought about by aging of its treated timber members. And, its clear roadway width is only slightly greater than that of the approach pavement. These less than desirable operating conditions for traffic along the road in the bridge area are reflected by the structure's current low sufficiency rating of 27.4. II. SUMMARY OF RECOMMENDATIONS Dredging a new channel for Bekkie's Creek crossing existing SR 1561 about 350 feet south of the present bridge and construction of a triple barrel box culvert replacement under the road at this Alternate 2 site is proposed. Widening the road and placement of twin pipes at the existing bridge site are proposed in conjunction with such replacement. Traffic is to be detoured off-site via US 17 and SR 1563 during the estimated eight-month construction period of the project. Present estimated total cost is $255,000 compared with $243,000 assessed in the 1993-1999 TIP. The Division 03 office has expressed general concurrence with the above recommendations. III. SUMMARY OF ENVIRONMENTAL COMMITMENTS Implementation of all standard procedures and measures will be undertaken to minimize environmental impacts of this project. Special and/or unique environmental commitments are unnecessary. An area of ' acted wetland is immediately south of the existing bridge site. Na ionwide Section 404 Permit provisions for Minor Road Crossing Fi# - expected to be applicable (33 CFR 330.5[a]). The approxim a -acre 1 s of submerged wetlands for implementation of the recommen Altern 2 pictured on Figure 2 will be mitigated by the following measures; 2 Habitat for submerged aquatic vegetation will be largely restored by the proposed channel change and associated culvert which is proposed to be designed with a submerged bottom Utilization of best management practices incorporated as part of project design in accordance with (33 CFR 330.6) Implementation of NCDOT's Erosion and Sedimentation Control Plan in cooperation with the North Carolina Department of Natural Resources and Community Development (DEHNR) IV. EXISTING CONDITIONS Roadwav and Bridge SR 1561 in the vicinity of the proposed project is a two-lane secondary highway with no control of access (driveways, intersections, and warranted traffic signals are allowed). It is not on the federal aid highway system but is designated a collector route on the functional classification system for Pender County. Pavement width is 18 feet with grass shoulders ranging between three and six feet wide. Profile of the facility is flat in the immediate vicinity of the bridge but the roadway is on a slight upgrade proceeding northward. South of Bridge No. 114 the road and its shoulders are bordered on each side by the main channel of Bekkie's Creek (designated Mullet Run on US Geodetic Survey maps) for about 300 feet. Shoulders are being eroded in this area because of the channel proximity, absence of proper erosion protection, and low elevation of both the pavement and its bordering shoulders. Built during 1950, the two-span treated timber Bridge No. 114 has a total length of 35 feet rendering each span an average of 17.5 feet. Overlain with a 2.5-inch thickness of asphalt wearing surface, the timber deck has a 22-foot, nine-inch clear roadway width. Oriented in a northwest/ southeast direction, the bridge is on vertical and horizontal tangents (flat and straight). It is presently posted at eight tons for single unit vehicles and 14 tons for truck-tractor, semi trailers (TTST) The sufficiency rating of 27.4 during April 1992 compares to a maximum of 100 for a new structure meeting current design standards. This proposed replacement is the only highway related proposal scheduled within the immediate area by North Carolina's present TIP. Development and Utilities Very sparse density development presently exists along SR 1561 in the immediate vicinity of this project. Very little potential presently exists for increased development in the immediate area. This is due to the rural character of the general area plus the presence of salt marsh wetlands south of the bridge adjacent to the meandering Bekkie's Creek. 3 An overhead wire utility line is carried on timber poles adjacent to the east side of the SR 1561 about 30 feet off the pavement centerline. Utilities are not attached to the present bridge. Existing and Future Traffic Existing 1992 average annual daily traffic (AADT) of slightly greater than 800 vehicles is estimated to increase to 900 vehicles during the currently scheduled construction year of 1994. The daily traffic is somewhat greater during late spring and summer months. The AADT is projected to increase to 1,800 vehicles during the planning year 2014. These volumes include 2% TTST and 4% dual tire trucks (DTT). V. ALTERNATIVES CONSIDERED AND COST ESTIMATES Alternatives The following two alternatives were investigated for the proposed bridge replacement. Both are along the existing SR 1561 alignment, varying only to the degree of location and classification of the proposed replacement structure described as follows: Alternate 1 - Replacement with a bridge at the present structure site and detouring SR 1561 traffic off-site via US 17 and SR 1563 during construction Alternate 2 - Replacement with a triple-barrel box culvert at a (Recommended) proposed channel change south of the present bridge site, and detouring traffic off-site during construction The above described off-site detour can conveniently carry SR 1561 traffic during the estimated construction period for implementing either of the two alternate proposals. Due to this convenience plus the additional cost and potential effects on sensitive wetlands which would result from construction of an on-site temporary detour, such a detour is not considered reasonable in conjunction with either alternate proposition. Additional road user cost for use of the proposed off-site detour during an estimated construction period of about eight months will total approximately $200,000. Replacement of the bridge along relocation alignments in the general area was not considered in detail. This is due to resulting magnitude of permanent impacts on wetlands south of the present bridge site and somewhat inferior alignment compared with that existing. Also, project cost would escalate due to necessary additional roadway approach work and associated right of way costs plus required mitigations for marine wetland loss. Description of Investigated Alternatives Alternate 1 requires replacement with a 90-foot long bridge at the present structure site and widening SR 1561 between the vicinity of the present bridge site and a point about 400 feet south. The proposed 4 roadway widening requires filling of part of the existing approximately 35-foot wide Bekkie's Creek channel immediately adjacent to both sides of the road south of the bridge. Such fill is necessary to widen the narrow pavement and presently eroding narrow shoulders here so that current design standards can be provided in association with the proposed replacement structure. This proposal would require displacement of much more marshland above the water surface than would be the case with Alternate 2 because Alternate 2 does not require widening the existing channel. Alternate 2 involves a short channel change located about 350 feet south of the present bridge site, placement of a new triple barrel box culvert with each barrel at 10 feet by eight feet at the channel change, placement of twin 72-inch pipes at the present bridge site, and widening SR 1561 similar in scope to that proposed with Alternate 1 between the vicinity of the present bridge site and a point just south of the channel change. But unlike with Alternate 1, this roadway widening would not require subsequent channel widening and associated marshland displacement. And, the channel change will serve to reestablish the underwater wetland habitat displaced in association with SR 1561 widening in the area. ENVIRONMENTAL IMPACTS Classification of this project as a Categorical Exclusion is considered appropriate due to its scope and the lack of substantial impacts on the human and natural environments as they presently exist in 5 the project area. This finding is confirmed by preliminary findings of North Carolina environmental review agencies and the Environmental Unit of NCDOT summarized as follows: Displacement of Residences and Businesses Displacement of residences and businesses will not occur in association with the implementation of this proposed project. Impacts on Endangered Species On 16 March 1992, the US Fish and Wildlife Service listed the following 10 federally protected species within Pender County: Red-cockaded woodpecker (Picoides borealis) - Endangered Leatherback sea turtle (Dermochelys coriacea) - Endangered Ridley's sea turtle (Lepidochelys Kempi) - Endangered Cooley's meadowrue (Thalictrum cooleyi) - Endangered Rough-leaved loosestrife (Lysimachia asperulaefolia) - Endangered American chaffseed (Schwalbea americana) - Proposed Endangered Piping Plover (Charadrius melodus) - Threatened Loggerhead turtle (Caretta caretta) - Threatened Green sea toitle (Chelonia mydas) - Threatened American alligator (Alligator mississippiensis)* - Threatened * Although a threatened species, the alligator does not have federally protected status within North Carolina. No impacts to these species will occur from the previously described proposed project activities because habitat zones likely to be impacted are not suitable for the occurrence of any of the species. Further, the North Carolina Natural Heritage Program files were consulted to determine if any State-protected flora or fauna (plants or animals) exist in the project area. There are no records of such species living in the project vicinity. Wetland and Water Quality The project will intensify short-term siltation and sedimentation during wet weather periods in the immediate area of proposed construction of temporary connectors and permanent bridge approach slabs. Potential adverse effects on affected resources will be minimized by the contractor's use of applicable measures of Title 23, Code of Federal Regulations, Part 650, Subpart B (23 CFR 650.8) and/or Article 107-13 ("Control of Erosion, Siltation, and Pollution") of NCDOT's Standard Specifications for Roads and Structures. These regulations include an erosion and sedimentation control program developed by the North Carolina Division of Highways, adopted by the NC Board of 6 Transportation, and approved by the NC Sedimentation Control Commission. In view of these measures and project scope, accidental discharge of dredged or fill materials into the river is not likely. Regional ground water elevations will not be affected adversely due to the very limited scope of this proposed action. Effects on water quality in the project area will be minor with implementation of previously described applicable preventive construction measures. Farmlands The project will have no direct impacts on farmlands. Historical. Architectural. and Archaeological Resources The North Carolina Department of Cultural Resources usually asks for notification if any of the studied alternatives will either displace or be located next to any pre-World War II structures. No such buildings exist in the project area. And, the 42-year old treated timber bridge is not historic. Therefore, structures of historical significance will not be affected. Cultural Resources also advised on 10 January 1992 that there are no known archaeological sites in the proposed project area. Consequently, construction of either of the two alternatives would not affect any significant structures or archaeological remains that are listed in or eligible for the National Register of Historic Places. Use of any off-site borrow area(s) will need prior approval from the NC Department of Cultural Resources (DCR) to minimize the potential for affecting such resources. Additional approval of the use of such site(s) also will be required from the NC Department of Environment, Health, and Natural Resources (DEHNR). Such authorization will assist in protecting the natural environment of such areas. Traffic and Construction Noise Significant traffic and construction noise impacts are unlikely to occur since existing traffic will be moved no closer to any existing receptors in the project area. Construction noise impacts on adjacent properties will not be major in view of existing ambient noise levels precipitated by SR 1561 traffic and the absence of developments in the project area. Also, construction activities are usually conducted only during daylight hours along projects of the nature of this one. Therefore, traffic noise reports are considered unnecessary and noise assessment requirements of 23 CFR 772 should not apply to this proposed action. Additional highway traffic noise reports consequently are unnecessary. Air Quality The project is located in the Southern Coastal Plain Air Quality Control Region. The ambient air quality for Pender County has been determined to be in compliance with the National Ambient Air Quality 7 Standards. Federal conformity procedures of 23 CFR 770 do not apply since this project is located in an area where the State Implementation Plan (SIP) does not contain transportation control measures. This evaluation completes the assessment requirements of 23 CFR 770. Additional reports are not required. VII. RECOMMENDED ALTERNATE The Alternate 2 proposal is recommended in view of its long term design advantages when compared to Alternate 1. It has acceptable design in that present roadway limitations will be improved without having substantial adverse effects on the surrounding environment. Safety will be enhanced by the elimination of a structurally deteriorating and functionally obsolete bridge plus stabilization of deteriorating shoulder conditions south of the present bridge site. Although traffic will be required to detour via other routes in the area during the approximate eight-month construction period, most is not expected to require substantial additional travel time nor distance. The proposed replacement structure is a triple barrel reinforced box culvert with each barrel at 10 feet wide by 8 feet high (3 @ 10' x 8'). Also, twin 72-inch pipes are proposed to be placed at the site of the present bridge upon its removal to maintain channel equilibrium. The bottom of each of these structures is proposed to be submerged below ground levels of the respective channels. Structure sizes may be increased or decreased to accommodate peak flows as determined by final hydraulic studies and subsequent design. Length of the culvert and pipes is to be sufficient to accommodate widening of SR 1561 to a minimum 22-foot pavement with six-foot graded and stabilized shoulders between a point just north of the existing bridge site and a point south of the proposed channel change. This width is required by present design policy for collector routes estimated to carry the traffic volumes indicated earlier. VIII. PERMITS AND APPROVALS A copy of the preliminary hydraulic design plan was sent by the Hydrographics Unit to the Coastal Area Management Act (CAMA) agency for review and comments. Concurrence with the Alternate 2 proposal for this project has been received by the Unit. An individual permit under Section 404 of the Clean Water Act of 1977 is not expected to be required from the Corps of Engineers of the US Department of the Army for this project. A Nationwide permit is expected to be appropriate. This is due to the fact that only a small amount of wetland will be displaced. 8 A Section 401 Water Quality Certification will be necessary from DEHNR. On the basis of information presented, it is concluded that no adverse environmental effects will result from implementation of this project.
