No. B-2827B. Attached for your information are three copies of the project planning report for the subject project. The project is being processed by the Federal Highway Administration as a "Categorical Exclusion" in accordance with 23 CFR 771.115(b). Therefore, we do not anticipate requesting an-.,individual permit but propose to proceed under a Nationwide Permit in accordance with 33 CFR 330 Appendix A J B-23) issued November 22, 1991, by the Corps of Engineers. The provisions of Section 330.4 and Appendix A (C) of these regulations will be followed in the construction of the project. We anticipate that 401 General Certification No. 2745 (Categorical Exclusion) will apply to this project, and are providing one copy of the CE document to the North Carolina Department of Environment, Health and Natural Resources, Division of Environmental Management, for their review. No. B-2827 (Part), Programmatic Categorical Exclusion (CE) The North Carolina Department of Transportation (NCDOT) is notifying the Federal Highway Administration (FHWA) that the subject project is being processed as a Programmatic Categorical Exclusion. This project is a federal-aid rehabilitation project which involves improvements that do not have an adverse impact on the environment. The project consists of deck replacement and widening to the median side of each bridge approximately 5 feet for a total face to face width of 45 feet. It may be necessary to temporarily close certain ramps in the project area during construction. Traffic control plans will-be developed by the Traffic Engineering Branch. Close coordination between Roadway Design and Traffic Engineering will continue through the design process to assure proper construction phasing and maintenance of traffic. The current traffic volume of 49,700 VPD is expected to increase to 14900 VPD by the year 2015. The project length is approximately 0.2 miles and is estimated to cost -- $1,422,000. Types of construction activities and installations associated with rehabilitation projects which experience has shown do not have a substantial environmental impact are listed in the Programmatic Categorical Exclusion for Federal Aid Rehabilitation Projects, CE No.-90-1. This document was jointly approved by the NCDOT and the FHWA on January 22, 1990. These types of land acquisition qualify for a CE only where the acquisition will not limit the evaluation of alternatives, including shifts in alignment for planned construction projects, which may be required in the NEPA process. Special Project Information: (Include ENVIRONMENTAL COMMITMENTS) The project will require additional right of way to be obtained from a service station located in the southeast* quadrant of the interchange. To'avoid any hazardous or contaminated material, soil samples will be taken from this area prior to right of way acquisition. 5 Date: 1/93 E. Threshold Criteria If any Type II actions are involved in the project, the following evaluation must be completed. If the project consists only of Type I improvements, the following checklist does not need to be completed.
