FIELD REPORT
Highway 64/264 runs through the Town of Manteo and crosses the Roanoke Sound in
route toward its intersection with NC 12 and the Outer Banks. Hwy 64/264 crosses several
large areas of coastal wetlands as it leaves Roanoke Island and heads east across the Manteo-
to-Nags Head Causeway. Between NC 345 and Pirates Cove Development, a large area of
black needle rush Uuncus roemerianusl marsh exists on both sides of Hwy 64/264. On the
north side of Hwy 64/264 and between NC 345 and Pirates Cove Development, an
approximately 15-foot wide man-made canal exists which connects to the man-made canal
system which meanders through the Pirates Cove Development and connects to the SA
waters of Roanoke Sound. An 8 to 12-foot wide fringe of black needle rush exists between
the shoulder of Hwy 64/264 and the man-made canal. On the north side of the man-made
canal an extensive, monospecific stand of black needle rush marsh exists. The substrate
elevation of this marsh allows it to be regularly flooded by waters from Shallowbag Bay and
Roanoke Sound.
NC DOT has recently begun construction on a bicycle pathway through the Town of
Manteo adjacent to Hwy 64/264. This bicycle pathway is planned to ultimately connect the
William B. Umstead bridge over Croatan Sound to the Washington Baum bridge over the
Roanoke Sound. The pathway through Manteo and toward the William B. Umstead Bridge
consists of a 4-foot wide pathway of asphalt. At the pathway leaves the intersection of NC
345 and Hwy 64/264, it stops short of the coastal wetlands on the north side of Hwy 64/264.
To reduce the impacts to the black needlerush marsh along the 4000 feet of highway between
the existing pathway and Pirates Cove adjacent the Washington Baum bridge, NC DOT
proposes to construct an elevated, 8-foot wide, wooden boardwalk over the black needle rush
marsh. The boardwalk is proposed to cross the existing man-made canal on the north side of
Hwy 64/264 near the canal's western terminus. The boardwalk will then parallel the man-
made canal on its north side 10 to 12 feet away from the waters of the canal. The boardwalk
is proposed to be elevated 48 inches above the substrate of the marsh. Near the approximate
center of the 4060-foot long boardwalk, NC DOT proposes to construct an observation tower
over the marsh. A 12' by 12' observation platform would be elevated 10' above the
elevation of the boardwalk and be connected to the boardwalk by a 4' wide stairs and a
platform with benches directly off of the boardwalk. Toward its eastern end and as it
approaches Pirates Cove Development, the boardwalk would recross the man-made canal and
end. A four-foot wide asphalt pathway would continue on toward the Washington Baum
bridge and end at the entrance into Pirates Cove Development. NC DOT has not proposed
elevating the boardwalk over the man-made canal so as to allow passage of small vessels
along the man-made canal.
ANTICIPATED IMPACTS
No wetlands will be filled or excavated for the proposed boardwalk. Approximately
31,272 square feet of coastal wetlands will be shaded by the proposed boardwalk and
observation tower. Six hundred and eighty square feet of navigable, man-made canal waters
will be covered by the boardwalk. Navigation along the canal will be blocked by the
boardwalk as it will continue across the canal at an elevation of 48 inches above the substrate
of the marsh.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a cop), of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 1 l white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.

Dear Mr. Griffin:
This is in reference to our earlier conversation and your letter
received April 4, 1991 regarding additional information needed to
process the major CAMA permit submitted March 25, 1991 for the
construction of an 8' wide elevated timber walkway along the north side
of US 64/26.1 from Pirate's Cove extending approximately 1000' west..
Please find attached twenty-four (24) sets of plans showing the
revised location of the walkway. You will note that the location of
the walkway is now proposed on the north side of the canal rather than
between the roadway and canal as previously submitted. This
is necessary to allow the walkway to be constructed far enough from the
canal so that it will not be a safety hazard for individuals using the
facility.
The elevation of t: lie structure will be approximately 48" al),)ve the
mudline. This will be high enough to n1l.ow stmlight to reach the
vegetation below. The spans of the structure will be increased to 10'
centers to also minimize disturbance to the marsh.
We are proposing a Rest Area/Observation Platform to be located
approximately midway along the structure. This will be constructed to
the dimensions and elevation as previously submitted. If this portion
of the structure will in anyway hold up approval. of the entire project,
please consider it a separate issue so that we may proceed with the
walkway i.f possible.

An easement is being acquired from the adjoining property nwner to
allow construction of the wa.l}:iaav. A copy of the sighed easement t;i 11
be forwarded. A copy of the adjacent riparian property owners
notification is also being forwarded.
Due to the minimal environmental. .impact, a State Encironment:al.
Policy Act Document should not be required for this project.
This walkway is an integral part of the Pedestrian/Bicycle Path
currently under construction on Roanoke Island. This project will link
the Washington Baum Bridge to the William B. Umstead Bridge for
pedestrians and bicyclists without having to travel on the highway.
However, we also consider this project a water dependent, use because it..
will allow access to the canal and marsh. The walkway and observation
platform will provide areas for wildlife viewing and bird watching.
Attached you will find check :61771.6 in the amount of 4250 for the
application fee.

north side of Hwy 64/264 and between NC 345 and Pirates Cove Development, an
approximately 15-foot wide man-made canal exists which connects to the man-made canal
system which meanders through the Pirates Cove Development and connects to the SA
waters of Roanoke Sound. An 8 to 12-foot wide fringe of black needle rush exists between
the shoulder of Hwy 64/264 and the man-made canal. On the north side of the man-made
canal an extensive, monospecific stand of black needle rush marsh exists. The substrate
elevation of this marsh allows it to be regularly flooded by waters from Shallowbag Bay and
Roanoke Sound.
NC DOT has recently begun construction on a bicycle pathway through the Town of
Manteo adjacent to Hwy 64/264. This bicycle pathway is planned to ultimately connect the
William B. Umstead bridge over Croatan Sound to the Washington Baum bridge over the
Roanoke Sound. The pathway through Manteo and toward the William B. Umstead Bridge
consists of a 4-foot wide pathway of asphalt. As the pathway leaves the intersection of NC
345 and Hwy 64/264, it stops short of the coastal wetlands on the north side of Hwy 64/264.
To reduce the impacts to the black needlerush marsh along the 4000 feet of highway between
the existing pathway and Pirates Cove adjacent the Washington Baum bridge, NC DOT
proposes to construct an elevated, 8-foot wide, wooden boardwalk over the black needle rush
marsh. The boardwalk is proposed to cross the existing man-made canal on the north side of
Hwy 64/264 near the canal's western terminus. The boardwalk will then parallel the man-
made canal on its north side 10 to 12 feet away from the waters of the canal. The boardwalk
is proposed to be elevated 48 inches above the substrate of the marsh. Near the approximate
center of the 4060-foot long boardwalk, NC DOT proposes to construct an observation tower
over the marsh. A 12' by 12' observation platform would be elevated 10' above the
elevation of the boardwalk and be connected to the boardwalk by a 4' wide stairs and a
platform with benches directly off of the boardwalk: Toward its eastern end and as it
approaches Pirates Cove Development, the boardwalk would recross the man-made canal and
end. A four-foot wide asphalt pathway would continue on toward the Washington Baum
bridge and end at the entrance into Pirates Cove Development. NC DOT has not proposed
elevating the boardwalk over the man-made canal so as to allow passage of small vessels
along the man-made canal.
ANTICIPATED IMPACTS
No wetlands will be filled or excavated for the proposed boardwalk. Approximately
31,272 square feet of coastal wetlands will be shaded by the proposed boardwalk and
observation tower. Six hundred and eighty square feet of navigable, man-made canal waters
will be covered by the boardwalk. Navigation along the canal will be blocked by the
boardwalk as it will continue across the canal at an elevation of 48 inches above the substrate
of the marsh.
