CLAY COUNTY SR 1101 Mr. Bob Johnson U.c. Army Corps of Engineers Peg. Field Office Rm. 75, Grove Arcade Building 37 Battery Park Avenue Asheville, N. C. 28801-2714 Dear Mr. Johnson: qq o a? SAM HUNT SECRETARY WA The North Carolina Department of Transportation is proposing to widen and pave SR 1.101, Pinelog Road, in Clay County. In order to construct this project in accordance with our current standards it will be necessary to extend pipe culverts in four (4) locations and upgrade or replace pipe culverts in two (2) locations. At survey station 11+61 the existing 36" CMP is to be extended 10,L.F. on the outlet end. At survey station 80+34 the existing 18" CMP is to be extended 5 L.F. on each end. At survey station 85+13 the existing 60'' CMP is to be extended 10 L.F on the outlet end. At survey station 92+93 the existing 18" CMP is to be extended 10 L.F. on the inlet end. At survey station 60+89, the existing 24" CMP is to be removed and replaced with 40 L.F. of 24" CMP. At survey station 62+40 the existing 18" CMP and 24" CMP are to be replaced with 60 L.F. of 36" CMP. All pipe culverts are to be installed slightly below the existing streambed elevations to minimize impacts to wildlife habitat and allow the existing stream gradients to remain as unchanged as is physically possible. The affected streams are Pinelog Creek and some of its tributaries. Pinelog Creek carries a North Carolina Division of Environmental Management. classification of Class C. The best management practices will be used to minimize and control erosion and sedimentation on this project. The construction foreman will review all erosion control measures daily to ensure erosion and sedimentation are being effectively controlled. If the planned devices are not functioning as intended, they will immediately be replaced ?c Mr. Bob Johnson Page 2 December, 22, 1993 with better devices. The rock silt screens and other erosion control devices will be in place prior to pipe culvert construction and will remain in place until the project is stabilized. ,By copy of this letter, we are requesting the N. C. Wildlife Resources Commission to comment to you concerning our request. Also, by copy of this letter to the N. C. Division of Environmental. Management, we are requesting authorization under Section 401 of the Clean Water Act. Enclosed are a location map, straight-line diagram, plan/profile sheets, erosion control plans and details, and a U.S.G.S. map indicating project area and location of proposed pipe culverts along the road. Please review this request for authorization under Section 404 of the Clean Water Act. If you have any questions concerning this application, please contact me at (704) 321-4105. Sincerely, 0.T 4-4^?
