Rockfish Creek on the Pender/Duplin County lines.

9. PROJECT DESCRIPTION 11/5/93
Big Rockfish Creek is a branch of the Northeast Cape Fear River that crosses US 117 at the
Pender/Duplin County line. The North Carolina Department of Transportation proposes replacing the
bridge spanning the creek.
The current bridge is approximately 240' x 30', and crosses Big Rockfish Creek approximately 12'
above the normal water level. The tract of land averages 21' above mean sea level at this location, and
there are no wetlands present. The creek is approximately 45' in width and 11' in depth at the bridge
location.
Big Rockfish Creek is classified C-Swamp by the Division of Environmental Management. The
Division of Marine Fisheries has not designated the area Primary Nursery, and there is no shellfish
resource. Pender County classifies this area as Rural in their Land Use Plan.
The proposal is to replace the structure in the existing location. There is an area that averages
approximately 304' x 16' on the northwest side of the bridge that will be graded for a new guardrail.
The new bridge will be approximately 25' shorter in length, or approximately 215'. The area between
the new bridge approach and the old bridge approach will be graded and lain with rip rap to stabilize.
This area totals 175' x 25'. The width of the structure will remain the same. There are four pilons
for the existing structure; the new bridge will utilize three pilons. These will stagger the navigable
channel. Bridge materials consist of the standard asphalt and concrete. At each approach there will
be an area approximately 18' x 25' to be graded and filled.
The project is within the DOT right of way. Standard DOT sedimentation/erosion control measures will
be employed.
10. ANTICIPATED IMPACTS
The bridge will shade approximately 7200 square feet of open and navigable water. The high ground
fill for the guardrail, approaches, and rip rap will total approximately 7951 square feet of high ground
fill. The creek will have a net increase in navigability due to the lessening and relocation of the bridge
pilons.

only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 3 high
quality copies are provided by applicaM (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.

SUBJECT: Duplin/Pender Counties; Replacement of Bridge No.
19 over Rockfish Creek and approaches on US 117 South of
Wallace; TIP No. B-1319; State Project No. 8.1270201.
The North Carolina Department of Transportation proposes
to replace the existing Bridge No. 19 over Rockfish Creek on
US 117 with a segmented pre-stressed girder bridge and to
make grade and pavement improvements approximately 300 feet
along the northwest side of US 117. Further review has shown
that no fill will occur in wetlands as a result of the
construction of this project.
Please note that the original application, dated August
3, 1993, is no longer valid due to the change in scope.
Because no fill will take place in special aquatic sites,
including wetlands, formal notification to the U.S. Army
Corps of Engineers or the N.C. Division of Environmental
Management will not be required. We are therefore providing
one copy of this application package to the Corps of
Engineers for information purposes only. The N.C. Division
of Coastal Management, upon accepting this application
package as complete, will solicit comments from the N.C.
Division of Environmental Management. NCDOT is requesting
that the proposed work be authorized under the appropriate
Coastal Area Management Act (LAMA) permit.
Included in this package are corrected application and
permit drawings. If you require any additional information,

Rockfish Creek on the Pender/Duplin County lines.

9. PROJECT DESCRIPTION 11/5/93
Big Rockfish Creek is a branch of the Northeast Cape Fear River that crosses US 117 at the
Pender/Duplin County line. The North Carolina Department of Transportation proposes replacing the
bridge spanning the creek.
The current bridge is approximately 240' x 30', and crosses Big Rockfish Creek approximately 12'
above the normal water level. The tract of land averages 21' above mean sea level at this location, and
there are no wetlands present. The creek is approximately 45' in width and 11' in depth at the bridge
location.
Big Rockfish Creek is classified C-Swamp by the Division of Environmental Management. The
Division of Marine Fisheries has not designated the area Primary Nursery, and there is no shellfish
resource. Pender County classifies this area as Rural in their Land Use Plan.
The proposal is to replace the structure in the existing location. There is an area that averages
approximately 304' x 16' on the northwest side of the bridge that will be graded for a new guardrail.
The new bridge will be approximately 25' shorter in length, or approximately 215'. The area between
the new bridge approach and the old bridge approach will be graded and lain with rip rap to stabilize.
This area totals 175' x 25'. The width of the structure will remain the same. There are four pilons
for the existing structure; the new bridge will utilize three pilons. These will stagger the navigable.
channel. Bridge materials consist of the standard asphalt and concrete. At each approach there will
be an area approximately 18' x 25' to be graded and filled.
The project is within the DOT right of way. Standard DOT sedimentation/erosion control measures will
be employed.
10. ANTICIPATED IMPACTS
The bridge will shade approximately 7200 square feet of open and navigable water. The high ground
fill for the guardrail, approaches, and rip rap will total approximately 7951 square feet of high ground
fill. The creek will have a net increase in navigability due to the lessening and relocation of the bridge
pilons.
