Upon review of your request for 401 Water Quality
Certification to place fill material in 0.04 acres of wetlands or
waters which are tributary to Brushy Fork Creek for culvert
replacement located at SR 1110 in Watauga County, we have
determined that the proposed fill can be covered by General Water
Quality Certification No. 2735 issued January 21, 1992. A copy of
the General Certification is attached. This Certification may be
used in qualifying for coverage under Corps of Engineers' General
Permit No. 031.

Dear Mr. Catea:
Referonco your December 29, 1992 application for Department of the Army
authorization to do emergency repair work on a culvert located on SR 1110 in
an unnamed tributary of Brushy Fork, near Adams in Watauga County, North
Carolina. The exieting 30-inch diameter, 111-foot long culvert continually
gets clogged and cannot handle the drainage area behind it thereby causing
flooding on the road and on an adjacent driveway. A 60-inch diameter,
111-foot culvdrt will ba installed on top of tha old culvert in order to
alleviate the drainage problem. No wetlands will be impacted by the work and
less than 0.1 acre of stream channel will be impacted. This project has been
coordinated with the NC Wildlife Resources commission (WRC).
on January 1, 1992, we renewed general permit no. 198200031, (copy
ericlouQd), that authoriaos the placument of fill material asaociatod with the
construction, repair, or replacement of bridges across navigable waters and
waters of the United states in r1orth Carolina, including cofferdams,
abutmants, foundation Teals, piers, temporary construction and access fills,
approach fills, detour fills, and box culvert installation, as part of work
conducted by or in full compliance with the standards and specifications of
the North Carolina Department of Transportation (NCDOT).
Your proposed work to authorized provided it io accompliolied in strict
accordance with the enclosed conuitiona. Pleaae read the enclosed permit to
prevent an unintentional violation of Federal law. As this Department of the
Army general permit does not relieve you of the responsibility to obtain any
other required approvals, you should contact appropriate State and local
agencies before beginning work. You should contact Mr. John Dorney, North
Carolina Division of Environmental Management, [phone], to obtain the
neceaeary Section 401, water Quality Certification prior to starting work.
