HomeMy WebLinkAboutGC 1665~~ENEI~~l~ CERTIFICATION `I'~~IS GENERAL CERTIFICATION is issued in conformity with the requirements of Section 401 of Public Laws 92-500 and 95-217 of the United States and subject to the North Carolina Division of Environmental Management Regulations ire 15 NCAC 2H, Section .0500 for the category of activity as specified below i_n the waters or adjacent wetlands of the State . THIS GENERAL CERTIFICATION is valid for the category of activity which is incidental to the construction of bridges in the waters or adjacent wetlands of the State of North Carolina pursuant to Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act. The activity includes cofferdams, abutments, foundation seals, piers, and temporary construction and access fills . This general certification does not amply to causeways and approach fills. The State of North Carolina certifies that this activity will not violate Section 301, 302, 303, 306, 307 of PL 92-500 and PL 95-217 if conducted in accordance with the conditions hereinafter set forth. Conditions of Certification 1. That upon completion of the bridge project, all such fills covered by this General Certification must be completely removed and preconstruction bottom contours restored. 2. That where cast-in-place concrete construction is used, concrete shall not be poured except into completely de-watered forms. 3. That erosion control measures shall be properly maintained and constructed prior to any earth movement related to highway construction . 4 . That the contractor notify the Division of Environmental Management in writing prior to the start of the work and after the work has been completed. 5. That there will be no unreasonable interference with water flow or navigation by the existence or use of the activity 6. That the turbidity of the water, outside of a suitable mixing zone, not exceed a. 25 NTU where activities occur in tidal salt waters . b. 50 NTU where activities occur in fresh waters not designated as trout waters . c. 10 NTU where activities occur in designated trout waters . The Director of t~~e North Carolina Division of Environmental Management may require submission of a formal application for certification for any project of this type, if it is determined that the project will exert a slgnlficant adverse cif fcct upon ~ti~ater qualit}~. General C'ertificatior~ page 2 Non-compliance with or violations of the terms and conditions herein set forth shall result in revocation of this Certification. This the I9th day of September, 1983.
