Reference your May 20, 1993 application for Department of the Army
authorization to pave and widen S.R. 1144 (Hensley Road) along Bridge Branch,
near Marion, in II1-County,,Korth Carolina. As part of the project, a
54-inch-diameter culvert in the creek will be replaced and extended. No
wetlands will be impacted by the work. This project has been coordinated with
the N.C. Wildlife Resources Commission (WRC).
On January 1, 1992, we renewed general permit no. 198200031, (copy
enclosed), that authorizes the placement of fill material associated with the
construction, repair, or replacement of bridges across navigable waters and
waters of the United States in North Carolina, including cofferdams,
abutments, foundation seals, piers, temporary construction and access fills,
approach fills, detour fills, and box culvert installation, as part of work
conducted by or in full compliance with the standards and specifications of
the North Carolina Department of Transportation (NCDOT).
Your proposed work is authorized provided it is accomplished in strict
accordance with the enclosed conditions. Please read the enclosed permit to
prevent an unintentional violation of Federal law. As this Department of the
Army general permit does not relieve you of the responsibility to obtain any
other required approvals, you should contact appropriate State and local
agencies before beginning work.

Upon review of your request for 401 Water Quality Certification to place fill material in
0.01 acres of wetlands or waters which are tributary to Cove Creek for road improvement
located at SR 1144 in McDowell County, as described in your submittal dated 20 May 1993,
we have determined that the proposed fill can be covered by General Water Quality
Certification No. 2732 issued January 21, 1992. A copy of the General Certification is
attached. This Certification may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 14.

Proposed 1993-1994 Rural Paving Priority
Dear Mr. Lund:
I am attaching a straight line diagram with erosion
control plan, an application form for a nationwide permit,
and a county map section relative to the paving of SR 1144
Hensley Road in McDowell County.
Hensley Road is present=ly 16 feet wide. We propose to
pave the road 18 feet wide and increase the typical section.
The proposed typical section is also attached. Grading wt1.1.
be light to moderate.
We propose to upgrade/extend the 54" pipe at survey
station 0 + 59 with one (1) line of 65" x 40" CSPA.
With a copy of this letter, I am requesting Chris
Goudreau, North Carolina Wildlife Resources Commission
District Fisheries Biologist, to comment directly to you
concerning the nationwide permit request.
