A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 26. The North Carolina Department of Transportation proposes to widen US 1 from a two-lane highway to a multilane facility, beginning 0.5 miles north of the Tar River and ending at US 1 Business south of Henderson in Vance County. The project is scheduled to be let to contract in January, 1994. All wetland impacts related to this project are authorized under Corps of Engineers Nationwide Permit 26 (above headwaters). The impacts to wetlands at each separate and individual impact site are less than one acre in size, and therefore do not require Corps of Engineers notification according to the "Notification" general condition of 33 CFR 330.6(C13). However, three sites involve impacts greater than one third acre, and will require notification to the Division of Environmental Management. All three of these sites involve impacts to bottomland hardwood systems in areas where existing culverts underneath US 1 are to be extended. Site 1 is approximately 800 feet south of the intersection of US 1 and SR 1114 (Mitchell Road) on the west side of existing US 1 (see enclosed map and directions). 0.39 acres of wetland habitat will be impacted at this site. Site 2 is immediately south of the intersection of US 1 and SR 1114 (Mitchell Road) on the west side of existing US (see enclosed map and directions). 0.51 acres of wetland r ' habitat will be impacted at this site. Site 3 is approximately 0.8 miles north of the intersection of US 1 and SR 1114 (Mitchell Road) on the west side of existing US 1 (see enclosed map and directions). 0.35 acres of wetland habitat will be impacted at this site. With the above information in mind, NCDOT requests that the subject project be authorized under General Water Quality Certification 2671. Included for your information are a site map and set of drawings showing the proposed work at each site, as well as a pre-discharge notification application. Site Locations Site 1 The site is on the west side of existing US 1, approximately 800 feet south of the intersection of existing US 1 and SR 1114 (Mitchell Road). The culvert pipe to be extended at this site is not readily visible from the roadway shoulder on the west side, but can be seen from the roadway shoulder on the east side of US 1. This pipe is 190 feet south of a driveway on the east side of US 1. Site 2 This site is west of the roadway immediately south of the intersection of US 1 and SR 1114 (Mitchell Road). The culvert pipe to be extended is easily seen from the roadway shoulder. Site 3 This site is approximately 0.8 miles north of the intersection of US 1 and SR 1114 (Mitchell Road). The site, which is associated with a small stream crossing, is west of the roadway. The culvert pipe to be extended at this site is not easily visible from the roadway shoulder on the west side, but can be seen from the roadway shoulder on the east side of US 1.
