Dear Mr. Moore:
Reference your March 10, 1993 application for Department of the Army
authorization to extend/replace three culverts in unnamed tributaries to
Second Broad River as part of the paving of S.R. 1148, near Marion, in
McDowell County, North Carolina. No wetlands will be impacted by the work.
This project has been coordinated with the N.C. Wildlife Resources Commission
(WRC).
On January 1, 1992, we renewed gGnGral permit no. 191-200031, (copy
enclosed), that authorizes the placement of fill material associated with the
construction, repair, or replacement of bridges across navigable waters and
waters of the United States in North Carolina, including cofferdams,
abutments, foundation seals, piers, temporary construction and access fills,
approach fills, detour fills, and box culvert installation, as part of work
conducted by or in full compliance with the standards and specifications of
the North Carolina Department of Transportation (NCDOT).
Your proposed work is authorized provided it is accomplished in strict
accordance with the enclosed conditions. Please read the enclosed permit to
prevent an unintentional violation of Federal law. As this Department of the
Army general permit does not relieve you of the responsibility to obtain any
other required approvals, you should contact appropriate State and local
agencies before beginning work.

Upon review of your request for 401 Water Quality Certification to place fill material in
0.01 acres of wetlands or waters which are tributary to Beaver Creek for road improvements
located at SR 1148 in McDowell County, as described in your submittal dated 19 March 1993,
we have determined that the proposed fill can be covered by General Water Quality
Certification No. 2732 issued January 21, 1992. A copy of the General Certification is
attached. This Certification may be used in qualifying for coverage under Corps of
Engineers' Nationwide Permit No. 14.

Dear Mr. Chapin:
I am attaching a straight line diagram, an application
form for a nationwide permit, and a county map section
relative to the paving of SR 1148 Beaver Creek Road in
McDowell County.
Beaver Creek Road is presently 14 to 16 feet wide. We
propose to pave the road 18 feet wide and increase the
typical section. The proposed typical section is also
attached. Grading will be light to moderate. We have
existing right of way from SR 1150 for 3,826 feet. The
second portion of the straight line diagram begins at SR 1147
for 2,410 feet to our existing right of way. We will need to
acquire right of way on this portion.
We propose to extend/replace three pipes with live
streams at survey stations 15 + 05 and 26 + 1.0 (existing r/w
portion of straight line diagram) and 17 + 05 (proposed r/w
portion of straight line diagram).
With a copy of this letter, I am requesting Chris
GoUdreau for his comments to be sent directly to you.
