Dear Mr. Q'Quinn:
Reference your letter dated September 29, 1993, regarding your plans to
replace Bridge No. 19 over Rockfish Creek and modify approaches to US 117
south of Wallace in Pender and Duplin Counties, North Carolina. (TIP No. B-
1319: State Project No. 8.1270201)
Based on the submitted plans, we concur with your finding that, since no
fill will occur in wetlands as a result of the construction of this project, a
Department of the Army Section 404 permit is not needed for the work.
Construction may begin at your convenience provided all other necessary
permits are obtained.

SUBJECT: Duplin/Pender Counties; Replacement of Bridge No.
19 over Rockfish Creek and approaches on US 117 South of
Wallace; TIP No. B-1319; State Project No. 3.1270201.
The North Carolina Department of Transportation proposes
to replace the existing Bridge No. 19 over Rockfish Creek on
US 117 with a segmented pre-stressed girder bridge and to
make grade and pavement improvements approximately 300 feet
along the northwest side of US 117. The total impact of fill
in wetlands is estimated to be 0.12 acres, due to the
widening of the approaches to the bridge on the northwest
side in order to accomodate proposed guard rails. Design
criteria require the length of the proposed guard rail to
meet minimum safety standards.
NCDOT is requesting that the proposed work be authorized
under the appropr'a astal Area Management Act (CAMA)
permit. This pr j ct was previously authorized by the Army
Corps of Engi e s and epartment of Environmental Management
under Nationw'de' 23 an General Water Quality Certification

In addition to the completed application form, the follow-
ing items must be submitted:
A copy of the deed (with state application only) or other
instrument under which the applicant claims title to the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7J.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant, (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be.sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
