Reference your application of July 12, 1993, for Department of the Army
(DA) authorization to replace Bridge No. 154, on S.R. 2145 over George's
Creek, south of Pittsboro,-Chatham tount?A, North Carolina [TIP No. B-2014,
State Project No. 8.2520501, Federal-Aid Project No. BRZ-2145(1)].
For the purposes of the U.S. Army Corps of Engineers' Regulatory Program,
Title 33, Code of Federal Regulations (CFR), Part 330.6, published in the
Federal Register on November 22, 1991, lists nationwide permits (NWP).
Authorization, pursuant to Section 10 of the Rivers and Harbors Act of 1899
and Section 404 of the Clean Water Act, was provided for activities
undertaken, assisted, authorized, regulated, funded or financed, in whole or
in part, by another Federal agency or department where that agency or
department has determined, pursuant to the CEQ Regulation for the Implementing
the Procedural Provisions of the National Environmental Policy Act, that the
activity, work or discharge is categorically excluded from environmental
documentation because it is included within a category of actions which
neither individually nor cumulatively have a significant effect on the human
environment, and the Office of the Chief of Engineers has been furnished
notice of the agency's or department's application for the categorical
exclusion and concurs with that determination.
Your proposed bridge replacement is authorized by this NWP provided it is
accomplished in strict accordance with the enclosed conditions and provided
you receive a Section 401 water quality certification from the North Carolina
Division of Environmental Management (NCDEM). You should contact Mr. John
Dorney, telephone (919) 733-1786, regarding water quality certification. This
NWP does not relieve you of the responsibility to obtain other required State
or local approval.

This verification will be valid for 2 years from the date of this letter
unless the nationwide authorization is modified, reissued, or revoked. Also,
this verification will remain valid for the 2 years if, during that period,
the NWP authorization is reissued without modification or the activity
complies with any subsequent modification of the NWP authorization. If during
the 2 years, the NWP authorization expires or is suspended or revoked, or is
modified, such that the activity would no longer comply with the terms and
conditions of the NWP, activities which have commenced (i.e., are under
-construction) or are under contract to commence in reliance upon the
NWP will remain authorized provided the activity is completed within 12 months
of the date of the NWP's expiration,_modification or revocation, unless
discretionary authority has been exercised on a case-by-case basis to modify,
suspend, or revoke the authorization.

State Project No. 8.2520501, Federal-Aid Project
No. BRZ-2145(1).
Attached for your information is a copy of the project
planning report for the subject project. The project is
being processed by the Federal Highway Administration as a
"Categorical Exclusion" in accordance w.i 1- R 771.115(b).
Therefore, we do not anticipate requesting an nnclIvidual
permit but propose to proceed under a Nationwide Permit in
accordance with 33 CFR 330 Appreer x A (B-23) issued November
22, 1991, by the Corps of Engi The pr-ovisions of
Section 330.4 and Appendix A ( of e- se regulations will be
followed in the construction of the_project.
We do not anticipate that a permit application or
notification to the North Carolina Department of Environment,
Health and Natural Resources, Division of Environmental
Management, will be required for this project.

COUNTY ON SR 2145 OVER GEORGE'S CREEK. BRIDGE NO. 154
WILL BE REPLACED WITH A BRIDGE APPROXIMATELY 130 FEET
LONG AND 28 FEET WIDE. THE BRIDGE WILL PROVIDE A 22-FOOT
TRAVELWAY WITH A 3-FOOT OFFSET ON EACH SIDE. SR 2145
WILL BE CLOSED DURING CONSTRUCTION, AND TRAFFIC WILL BE
DETOURED ALONG EXISTING SECONDARY ROADS.
NOTE: Refer to Section D, "Special Project Information,"
for list of ENVIRONMENTAL COMMITMENTS.
B. Purpose and Need: BRIDGE NO. 154 HAS A SUFFICIENCY
RATING OF 21.3 ON A SCALE OF 100.0 AND AN ESTIMATED
REMAINING LIFE OF LESS THAN FIVE YEARS. THE DETERIORATED
CONDITION AND LIMITED LIFE-SPAN NECESSITATE REPLACEMENT.
C. Proposed Improvements:

and bus buildings and ancillary facilities where
only minor amounts of additional land are required
and there is not a substantial increase in the
number of users.
10. Construction of bus transfer facilities (an open
area consisting of passenger shelters, boarding

areas, kiosks and related street improvements) when'
located in a commercial area or other high activity
center in which there is adequate street capacity
for projected bus traffic.
11. Construction of rail storage and maintenance
facilities in areas used predominantly for
industrial or transportation purposes where such
construction is not inconsistent with existing
zoning and where there is no significant noise
impact on the surrounding community.
12. Acquisition of land for hardship or protective
purposes, advance land acquisition loans under
section 3(b) of the UMT Act. Hardship and
protective buying will be permitted only for a
particular parcel or a limited number of parcels.
These types of land acquisition qualify for a CE
only where the acquisition will not limit the
evaluation of alternatives, including shifts in
alignment for planned construction projects, which
may be required in the NEPA process. No project
development on such land may proceed until the NEPA
process has been completed.
D. Special Project Information: (Include ENVIRONMENTAL
COMMITMENTS)
ENVIRONMENTAL COMMITMENTS:
HIGH QUALITY WATERS EROSION CONTROL METHODS WILL BE
IMPLEMENTED DURING CONSTRUCTION.
1. The new bridge will use the existing interior piers
with longer end spans. Drilled shafts will be
constructed beh.ind the existing abutments, which will
not be removed until the drilled shafts are in place.
If the interior piers cannot be used, the new bridge
will span the entire stream, and the interior piers
will be cut to the surface water level.
2. Stone rip-rap will be placed on the front slope of
both ends of the bridge.
3. Widening of the roadway approaches will be done with
stone.
4. Equipment will work off the existing bridge and
roadway.

ENDANGERED CAPE FEAR SHINER. NCDOT BIOLOGISTS HAVE
CONCLUDED THAT THIS HABITAT IS SUITABLE FOR THE
SPECIES. NO SPECIMENS WERE COLLECTED IN THE PROJECT
AREA DURING SURVEYS CONDUCTED IN 1984. HQW EROSION
CONTROL METHODS WILL BE IMPLEMENTED TO PROTECT THIS
SPECIES AT A DOWNSTREAM LOCATION, OUTSIDE THE PROJECT
AREA. THE ENVIRONMENTAL COMMITMENTS SPECIFIED IN
SECTION D WILL PREVENT ADVERSE EFFECTS TO THE CAPE
FEAR SHINER. THE U.S. FISH AND WILDLIFE SERVICE HAS

Based on our records, there are no Federally-listed endangered or
threatened species which may occur within the project impact area.
The attached page(s) list(s) the Federally-listed species which
may occur within the project impact area.
If the proposed project will be removing pines greater than or equal
to 30 years of age in pine or pine/hardwood habitat, surveys should
be conducted for active red-cockaded woodpecker cavity trees in
appropriate habitat within a 1/2 mile radius of project boundaries.
If red-cockaded woodpeckers are observed within the project area or
active cavity trees found, the project has the potential to adversely
affect the red-cockaded woodpecker, and you should contact this
office for further information.
XXXX Concur - Is not likely to adversely affect Federally-listed
endangered or threateded species.
Staffing limitations prevent us from conducting a field inspection
of the project site. Therefore, we are unable to provide you
with site specific recommendations at this time.
