The application information does not include information that the DWQ requires in order to make an informed decision regarding this project, and therefore cannot issue a 401 Water Quality Certification until the requested information is received. In order to fully process your application, we will require the following: • The avoidance and minimization discussion is limited, and should be expanded. For example, are the slopes being constructed at 3:1? Can any of the wetlands be reclaimed by moving the roadbed? • It is unclear if any type of environmental assessment documentation is required. If not, then it should be stated. If so, then the required documentation will need to be submitted. • A complete set of roadway plans. • A complete set of permit drawings (the drawings supplied are not for the complete project length). • The permit drawings indicate that the PVC waterline shown on the plans will be relocated to the north side of the road. The new location is not indicated on plans provided to the DWQ. If the waterline is going to be kept out of wetland areas, then this needs to be indicated; if not then the impacts from the relocation need to be included in the impacts. • Impacts need to be broken down by site, with the various impacts listed by site, preferably in table form. This should include both permanent and temporary impacts to wetlands, streams, and protected riparian zones created by fill, excavation, clearing, etc. • The drainage effects of the new ditches in wetlands need to be quantified. If the requested information is not received by the end of next week (2/2) then the application will either be put on hold or sent back as incomplete.
