NOTICE OF A PRE-HEARING OPEN HOUSE AND FORMAL DESIGN PUBLIC
HEARING ON THE PROPOSED TRANSPORTATION IMPROVEMENTS TO
SR 1604 (HUNTER HILL ROAD) FROM SR1613 (NORTH WINSTEAD AVENUE) TO
NC 43-48 (BENVENUE ROAD)

The North Carolina Department of Transportation (NCDOT) will hold a Pre-
Hearing Open House on July 23, 2007 between the hours of 4:00 p.m. and 6:30 p.m. in
the multi-purpose room of Winstead Avenue Elementary School located at 991 South
Winstead Avenue, Rocky Mount, 27804.
NCDOT representatives will be available in an informal setting at the pre-hearing
open house during the hours indicated above to answer questions and receive
comments relative to the proposed project. The opportunity to submit written comments
or questions will also be provided. Interested citizens may attend at any time during the
above mentioned hours.
A formal presentation will begin at 7:00 p.m. The presentation will consist of an
explanation of the proposed location, design, the state - federal relationship, and right of
way and relocation requirements and procedures. The hearing will be open to those
present for statements, questions and/or comments. Additional comments may be
submitted up until August 23, 2007.
NCDOT proposes to widen SR 1604 (Hunter Hill Road) from SR 1613 (North
Winstead Avenue) to NC 43-48 (Benvenue Road). The widening will convert Hunter Hill
Road from a two-lane roadway to a four-lane, median divided roadway. The project will
include the replacement of Bridge No. 181 (over the US 301 Bypass) with a new bridge
with sidewalks. In addition, the project proposes to close access onto Hunter Hill Road at
Hillcrest Road and Helm Street. New roadway connections will be constructed from
Hillcrest Road to Kirby Street and from Helm Street to Memory Lane. Two alternatives
will be presented at the hearing. The purpose of the project is to reduce congestion while
improving route connectivity and safety. The project is about 2.4 miles long. Additional
right of way and the relocation of homes and businesses will be required for this project.
A map showing the location of the project and a copy of the environmental
document- Environmental Assessment and Programmatic Section 4(f) Evaluation -.are
available for public review at the Rocky Mount Engineering Department located on the
second floor of City Hall, 331 South, Franklin Street, Rocky Mount, 27802 and at the
NCDOT District Engineer's Office located at 3013 US 64A, Nashville, 27856.
