Upon review of your request for Water Quality Certification
to place fill material in less than one-third acre of wetlands
for pipe replacement located at SR 1357 in Watauga County, we
have determined that the proposed fill can be covered by General
Water Quality Certification No. 2671 issued January 21, 1992. A
copy of the General Certification is attached. This
Certification may be used in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 26.

The Department of Transportation is requesting
permission to install a new 42 inch pipe under SR 1357 Old NC
60 in Watauga County. The present drainage system is
inadequate to handle the water. The property owner, Mr. Mack
Brown, has agreed to perform a channel change. We are only
requesting a No. 26 Headwaters and Isolated Waters Discharge
Permit to install the 42 inch pipe under SR 1357. This
stream is not shown on the USGS quad map.
I am sending a sketch of the existing drainage system
and proposed drainage system, cross sectional view of
proposed pipe with proposed erosion control, erosion control
standards, and a marked map.
By copy of this letter, I am requesting Mr. Joseph H.
Mickey, Jr., N.C. Wildlife Resources Commission Biologist to
review this project and send his comments to you. Also by
copy of this letter, I am requesting a waiver from Mr. John
Dorney of the N.C. Division of Environmental Management,
since less than one third of an acre would be impacted.
We would like to begin construction as soon as possible.
If further information is required, please let me know. Your
early review and consideration will be greatly appreciated.
