E., Manager Planning and Environmental Branch ` SUBJECT: NC 87, From SR 1547 (Routh Road) to US 29 in Reidsville; Alamance Caswell-Rockingham Counties, Federal Aid Project No. F-100-1(10), State Project No. 8.1470501, TIP No. R-2560 The Planning and Environmental Branch of the Division of Highways has begun studying the proposed improvements to the highway segment described above. The project is included in the 1994-2000 North Carolina Trans- portation Improvement Program and is scheduled for right of way acquisition in fiscal year 1997 and construction in fiscal year 1999. The Transportation Improvement Program calls for widening the existing two-lane section to a four-lane, median divided section. In areas where residential and commercial impacts will be extensive, a five-lane section may be utilized. The segment of NC 87 between SR 1558 (Old NC 87) and SR 1002 (Altamahaw-Union Bridge Road) is a designated bike route, therefore bike lanes will need to be accommodated in the design. Transitioning will occur from a four-lane median divided section to a five-lane section at the bridge over US 29 overpass. The bridge is wide enough to accommodate a five-lane section, therefore it will be striped for five lanes. The five-lane section will then be tapered to match the existing cross section on NC 87, north of the bridge over US 29. We would appreciate any information you might have that would be helpful in evaluating potential environmental impacts of the project. If applicable, please identify any permits or approvals which may be required by your agency. Your comments will be used in the preparation of a federally funded Environmental Assessment. This document will be prepared in accordance with the National Environmental Policy Act. The purpose of the meeting was to determine the scope of the project and determine recommendations concerning the project. The cross section throughout the majority of the project will be a four-lane divided highway, with a 14-meter (46-foot) median. In areas where residential and commercial impacts will be extensive, a five-lane curb and gutter facility will be utilized. 2. The bridge over the Mill Run Creek will be reconstructed as a box culvert. ??4 ? i. December 8, 1993 Page 2 3. As a consideration to the proposed widening, the culvert over Travis Creek may be extended. 4. It has been determined that Travis Creek and the Mill Run Creek drain into High Quality Waters. Special erosion control measures that may be required will be addressed in the environmental report. In addition, the aforementioned creeks and the Haw River are regulated floodways. 5. There are two dams located west of NC 87 on the Mill Run Creek and the Haw River. These dams should be avoided if possible. 6. Coordination with Glen Raven Mills needs to occur to determine if the firepond located next to NC 87 is still being used by the mill. 7. Because the segment of NC 87 between SR 1558 (Old NC 87) and SR 1002 (Altamahaw-Union Bridge Road) is a designated bike route, bike lanes need to be provided. 8. It has been determined that there are no problems with underground storage tanks (UST's) along the project. 9. The bridge over US 29, at the northern terminus of the project, is 23.2 meters (76 feet) wide and will be striped for five-lanes. This will ease the transition to four-lanes on NC 87 north of the US 29 bridge. 10. Although the project will be done in stages, it is anticipated that the Environmental Assessment will be done for the entire section. 11. SHPO listed one site along the project which is listed on the National Register of Historic Places. - Altamahaw Mill Office, just south of SR 1002 Although no other properties are listed on the National Register, there are five other potentially historic properties and one recorded archaeological site along the project. SHPO has stated that it will provide a detailed report of these properties at a later date. Paylor Planning and Environmental Following a brief description of the proposed project, including the current TIP schedule, these major points were discussed: 1. Because the segment of NC 87 between SR 1558 (Old NC 87) and SR 1002 (Altamahaw-Union Bridge Road) is a designated bike route, bike lanes need to be provided along this portion of the project. R10 ?4 February 17, 1995 Page 2 The bike lanes would be 4.2 m (14-foot) outside lanes or 1.2 m (4-foot) paved shoulders, depending on the recommended cross section. 2. The Statewide Planning Branch (SPB) has coordinated with the Rockingham County Planner, Patric Zimmer. According to the SPB, Mr. Zimmer is in favor of multi-lane widening either on existing location or construction on new location west of the existing alignment. The SPB has also developed some preliminary recommendations for improving NC 87 along the existing alignment (see Figure 2). These recommendations were based on capacity analyses that the SPB performed along the studied segment. If the recommendations made by the SPB cannot be implemented, then the SPB favors construction on new location. 3. The feasibility of widening SR 1504 (Elon-Ossipee Road) to a multilane facility from SR 1558 (Old NC 87) to Elon College Bypass or Cook Road instead of widening NC 87 from SR 1558 to SR 1547 (Routh Road) was discussed. It was agreed upon that widening along SR 1504 would require additional study, but it is feasible. It was determined that if widening along this route is to be studied, close coordination with the project engineer(s) of U-2406 (Elon College Bypass) and U-3110 (Cook Road) will be necessary because SR 1504 intersects the terminals of both of these projects. 4. In the opinion of the meeting attendees, three separate projects exist within the current project corridor. They are as follows: - Multilane widening or construction improvements to the two lane roadway from either SR 2594 at U-2418 (Reidsville Southern Loop) or further south to NC 150; - Multilane widening or construction improvements to the two lane roadway from either SR 2584 at U-2418 (Reidsville Southern Loop) or NC 150 in Rockingham County to SR 1558 (Old NC 87) at Ossipee in Alamance County. - Multilane widening of NC 87 in Alamance County from SR 1558 at Ossipee southward to SR 1547 (Routh Road) or widening SR 1504, with some new location, from SR 1558 southward to the proposed intersection of Elon College Bypass and Shallowford Church Road. Some of the meeting attendees felt that further study needs to be completed on the "middle section" (segment between SR 1558 and NC 150) before decisions on selecting a typical section can be made. 5. A discussion ensued as to whether improvements could be made to "trouble spots" (i.e. poor horizontal and vertical alignment) along the existing alignment. It was suggested that short segments of new location improvements, where sharp curves exist, should remain under consideration in the planning study. It was also noted that February 17, 1995 Page 3 improvements to the existing route's vertical alignment may necessitate total reconstruction of the roadway; this would be very difficult to construct due to traffic maintenance considerations. 6. It was suggested that a meeting with Program Development, the SPB, and the Planning and Environmental Branch may be necessary to confirm the scope of the project. 7. If multilane widening is determined to be the course of action in the area of SR 1002 (Altamahaw-Union Ridge Road), coordination with Glen Raven Mills needs to occur to determine if the firepond located next to NC 87 is still being used by the mill. A short structure is located near the firepond. This structure is not on the state system but would need to be improved/replaced under multilane widening considerations. 8. SHPO has only conducted historic architecture studies for Alamance County. Only one site along the project in Alamance County is listed on the National Register of Historic Places: Altamahaw Mill Office located just south of SR 1002 (Altamahaw-Ossipee Road).
