A copy of the General Certification is attached. This Certification may be used in qualifying for coverage under Corps of Engineers' Nationwide Permit No. 14. STATE HIGHWAY ADMINISTRATOR SUBJECT: Buncombe County, Replacement of Bridge No. 176 over Broad River on NC 9 (8.1840501, B-1064) Dear Sir: The North Carolina Department of Transportation (NCDOT) proposes to replace the above mentioned bridge in Buncombe County. Over the past year, NCDOT has coordinated with the N.C. Wildlife Resources Commission (WRC) regarding our plans for this project. Initially, NCDOT proposed replacing the bridge with a standard culvert structure. However, the WRC indicated by letter dated November 19, 1991 that the Broad River provides high quality habitat for wild trout, and that they opposed the proposed culvert design. The NCDOT has completed an analysis of different spanning structure alternatives for this project, summarized below: Structure Type Cost Streambed Disturbance --------------------------------------------------------------- Pre-cast bottomless culvert $117,300 1 Footing Bottomless, cast-in-pe, 3 @ 11' x 6' culvert $91,000 2 Footings Brdgi $194,000 - An Equal Opportunity/Affirmative Action Employer i R` W'[ All of the alternatives would utilize a temporary detour constructed of granular fill material with 2 @ 95" x 67" corrugated metal pipe arches. After consulting with the WRC, the NCDOT is proposing to construct the bottomless, cast-in-place 3 @ 11' x 6' culvert on footings with the temporary detour. It is NCDOT's position that this is the least damaging, most practicable alternative. The NCDOT hereby submits the permit application and plan drawings to the WRC for their final approval. Our personnel are available to assist in any manner and will be happy to accompany your staff to the project site if necessary. Region Coordinator Habitat Conservation Program DATE: November 25, 1992 SUBJECT: Review of 404 application by NCDOT to replace Bridge #176 over the Broad River on NC 9 (State Project #8.1840501,' TIP B-1064) The North Carolina Department of Transportation (NCDOT) is requesting a letter of concurrence from the North Carolina Wildlife Resources Commission (NCWRC) to obtain a 404 permit from the U. Army Corps of Engineers. The NCWRC has reviewed information provided by the applicant, and I conducted a site vipit on November 6, 1991. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U. S. C. 661-667d). The North Carolina Department of Transportation (NCDOT) proposes to replace the existing bridge with a bottomless cast- in-place 3-cell 11' x 6' culvert with two footings. The Broad River (or Rocky Broad River) is Designated Public Mountain 'T'rout Water in a section downstream of the bridge. The river has a bankfull width of 15-20 feet at the bridge and substrate of sand, gravel, and cobble. The river provides high quality habitat for wild rainbow trout in this area. The NCWRC does not object to this project, provided the NCDOT follows these stipulations: 1) The temporary detour structure should not be in the stream during the rainbow trout spawning period of January 1 to April 15. r V w v, ,?) Temporary pipes should ngt_ be buried 12" into the substrate. ,1) (_:AInstr(AcLion must be accomplished so that wet concrete does not contact stream water. This will lessen the chance of altering the stream's water chemistry and causing a :fish kill. 4) Temporary ground cover (e.g. hardwood mulch, straw, etc.i must be placed on all bare soil during construction. Permanent vegetation in these same areas must be established within 15 days of ground disturbing activities to provide long term erosion control.
