PROJECT DESCRIPTION I - The project site is located on S.R. 1103 over Shelter Creek in Onslow County. This road is unimproved and is located off N.C. 50. The existing creek at this point is approximately 35' wide. The existing bridge is failing and will eventually become unsafe for p blic use. The applicants propose to install a core slab bridge unit. This structure will be approximately 80' long x 25' wide. In order to properly install the new bridge structure it will be necessary to excavate two highground pockets approximately 29' wide x 32' long on either side of the creek. Also a total of approximately 230 linear feet of toe-of-bank fill approximately 2' wide will be placed along side the bridge approaches adjacent to the creek. Erosion control measures will be implemented. 10. ANTICIPATED IMPACTS If constructed as proposed no long to anticipated. significant adverse impacts are Submitted by: C. Box 27687 Raleigh, North Carolina 27611 ATTENTION: Mr. John Parker Dear Sir: DIVISION OF HIGHWAYS WILLIAM G. MARLEY, JR_ P.E. STATE HIGHWAY ADMINISTRATOR SUBJECT: Onslow County, Proposed Replacement of Bridge 185 on SR 1103. The North Carolina Department of Transportation proposes to replace bridge 185 over Shelter Swamp Creek on SR 1426 in Onslow County. The proposed action will involve replacing the existing bridge structure with a 80' prestressed cored slab bridge. This bridge replacement will take place on existing alignment, and no on-site detour is proposed. The new structure will span from bank to bank. In order to facilitate a slightly wider bridge structure, NCDOT proposes that a small amount of fill (0.0108 acres total) be placed in wetlands adjacent to the existing toe of fill lines along the approaches (see permit sheet 2 of 3). No fill is proposed below ordinary high water. Approximately 100 cubic yards of highground excavation is also proposed. This excavation will allow for a wider opening beneath the bridge, and may also provide an opportunity for a small amount of natural wetland revegetation to take place. Best management practices will be implemented to minimize any adverse effects which may be caused by project related sedimentation. NCDOT is requesting that the proposed work be authorized under the appropriate Coastal Area Management Act (CAMA) permit. By copy of this letter, we are also requesting issuance of a 401 Water Quality Certification from the N.C. An Equal Opportunity/Affirmative Action Employer 1L•?? We have been informed by the N.C. Division of Coastal Management that this project will require a permit from the N.C. Division of Coastal Management. We cannot continue to process your application until the Division of Coastal Management (DCM) begins the permitting process. Therefore I must. hereby place this project on indefinite hold until you and the Division of Coastal Management gather the necessary information to develop an acceptable DCM permit application. Also by copy of this letter, I am also notifying the U.S. Army Corps of Engineers that this project will need processing by the Division of Coastal Management. MARTIN GOVERNOR THOMAS J.HARRELSON September 1, 1992 SECRETARY Office of Coastal Management Department of Environment, Health and Natural Resources P.O. Box 27687 Raleigh, North Carolina 27611 ATTENTION: Mr. John Parker Dear Sir: DIVISION OF HIGHWAYS WILLIAM G. MARLEY, JR., P.E. An Equal Opportunity/Affirmative Action Employer trj . , .? Division,of Environmental Management and a Section 404 Permit from the Army Corps of Engineers. Included for your information is a permit application and permit drawings (3 pages). A processing fee of $250 will be forwarded to your office within the next week. If we may be of further assistance, or if you require any additional information, please contact Doug Huggett at (919) 733-9770. Sincere/?(l\?y?///l, t B?. SECRETARY STATE HIGHWAY ADMINISTRATOR Office of Coastal Management Department of Environment, Health and Natural Resources P.O. Box 27687 Raleigh, North Carolina 27611 ATTENTION: Mr. John Parker Dear Sir: I?? R SUBJECT: Onslow County, Proposed Replacement of Bridge 185 N (,? on SR 1103. u^f al The North Carolina Department of Transportation proposes ??D to replace bridge 185 over Shelter Swamp Creek on SR 1426 in Onslow County. The proposed action will involve replacing the existing bridge structure with a 80' prestressed cored slab bridge. This bridge replacement will take place on 'v/y existing alignment, and no on-site detour is proposed. N NCDOT is requesting that the proposed work be authorized under the annrnnriata Coastal Area ManAnpmant Art. I AMA)
