PROJECT SUMMARY: NC DOT proposes to place a pyramid sandbag structure along 4800 feet of Hwy 12 on Hatteras Island The structure is proposed to be 201 wide at its base and be located 30' to 115' oceanward of Hw 12. NCDOT - Hatteras Island Dune Stabilization Bio Report Page Two Site Description Running the entire length of Hatteras Island, Highway 12 is the only vehicular access for residents of Rodanthe, Avon, Buxton and Hatteras. Over the years, portions of Highway 12 have been overwashed and covered with sand; this has led to at least one section ("S curves" north of Rodanthe) being relocated landward away from the Atlantic Ocean. Recent storms have severely eroded, overwashed and damaged the dune system that existed between portions of Highway 12 and the Atlantic Ocean. The Halloween Storm of 1991 (Oct 31-Nov 1, 1991) completely destroyed significant portions of the dune system. Sand was pushed landward and deposited on Highway 12 and on Management Areas of the Pea Island National Wildlife Refuge. NC DOT successfully cleared and removed sand from Highway 12 and reconstructed the dune system along the ocean front. A recent Northeaster storm (1/4/92) of average intensity eroded and overwashed one major portion of dune along Highway 12 on Hatteras Island. Again sand was deposited (approximately 21depth) on Highway 12 temporarily closing vehicular travel. NC DOT cleared Highway 12 and reconstructed the dune system between Highway 12 and the Atlantic Ocean. This particular section spans approximately 4000' of shoreline and is located approximately 6 miles south of Oregon Inlet and immediately north of the maintenance office of the Pea Island National Wildlife Refuge. Because of these storms, the shoreline of Hatteras Island has eroded placing the Atlantic Ocean closer to Highway 12. The existing dunes are now unvegetated, unstabilized mounds of sand which will readily erode and move under the influence of wind and wave action. In order to protect the 4000' section of Highway 12, 6 miles south of Oregon Inlet, NC DOT proposes to construct a pyramid sandbag structure along 4800' of Hatteras Island shoreline. The structure will have a 20' wide base and be 4 sandbags tall for a height of 81. The structure is proposed to be located from 30' to 115' from Highway 12. (An emergency LAMA permit was issued to NC DOT on 1/13/92 for the construction of a sandbag pyramid structure with its landward toe being within 20' of the identified threatened section of Highway 12. NC DOT desires to place the sandbag structure in a straight alignment with existing, vegetated dunes on either end of the threatened section. This would require that the structure exceed 20' from and angle away from Highway 12 to a maximum of 115' from Highway 12 on the southern end of the section.) The sandbags will be filled in place hydraulically with sand from the surf zone. Once completed sand will be pushed up onto the sandbags from their landward side. No dune stabilization (vegetation or sand fences) has been proposed at this time. r NCDOT - Hatteras Island Dune Stabilization Bio Report Page Three The Pea Island National Wildlife Refuge has given verbal permission to NC DOT to place the sandbags on refuge property; a Special Use Permit will be issued by the Refuge for the project. NC DOT is studying this and other highway areas vulnerable to erosion and overwash. Long-term solutions are being examined for these areas; NC DOT is examining the possibility of nourishing the Hatteras Island beach adjacent this section of Highway 12. Anticipated Impacts Erosion of the existing, vegetated dune system on either end of the project may be accelerated by the construction of the sandbag structure. Without stabilization of the sand pushed onto the sandbags, sand will continue to move toward Highway 12. CAMA Review The Dare County land use plan expresses strong support for highway improvements. The County's policy for State and Federal Program Support states "State and federally funded water and highway transportation projects shall receive the highest level of support in light of their potential impact on the public safety and economic health of the area." The County identifies roadway improvements to handle summer traffic as being needed, and places greatest importance on improved evacuation routes, the main road(s) running through the unincorporated communities on the Outer Banks, and bikeways for alternative travel. The County's Post-Storm Reconstruction policies speak to this proposal as well, giving priority to those repairs that will restore service to as many persons as soon as possible, and calling for either relocation or strengthened construction of damaged structures. Within the Ocean Hazard AEC however, Dare County policy is for development to be of a limited density and scale, and it should respect the integrity of the dune system. In addition, the County supports the CAMA use standards for the Ocean Hazard AEC. The site is classified as conservation in the Dare land use plan, and as such, the County requires that proposed development will not destroy or irretrievably alter certain sensitive areas including frontal dues or beaches, nor encroach upon areas of special flood hazard or oceanfront erosion areas. The proposed sandbag structure constitutes the "strengthened construction", "repair that will restore service", and "a highway improvement with public safety impact" contemplated by Dare NCDOT - Hatteras Island Dune Stabilization Bio Report Page Four County in its land use plan. However, the County also requires that impacts to conservation classed lands/resources be kept to the minimum possible. In addition, Dare County's land use plan calls for "development of a limited scale" in the Ocean Hazard AEC and support for the CAMA use standards in the Ocean Hazard AEC. To be consistent then, with the Dare County land use plan, any sandbag structure must be of a "limited scale," "minimize impacts" and conform with LAMA Ocean Hazard standards as called for by the Dare County land use plan policies noted above. The North Carolina Department of Transportation is investigating various alternatives for stabilizing and protecting highway corridors in dynamic areas along the North Carolina coastline, Highway NC 12 along the outer banks has presented numerous problems in the past, requiring such corrective measures as shifting of alignments or dune replacements at various locations especially vulnerable to erosion and scour. one particular stretch of NC 12, approximately six miles south of Oregon Inlet, has had its protective dune line totally washed away, and the highway has been overwashed several times recently, causing this portion of NC 17 to be closed on several occasions, In that. NC 12 is the only roadway traversing much of Hatteras Island, NCDOT feels that immediate actions must be undertaken to stabilize this stretch of highway to allow for the safety of vehicular traffic. Due to the proximity of this section of roadway to the ocean to the east and highly sptiniti.vp marsh habitat to the west, relocation of the highway doers not appear to be an option. In an effort to prevent the future loss of roadway, NCDOT proposes to place hydraulically filled sandbags along approximately 4800 linear feet of shoreline parallel to the segment of NC 12 approximately six miles south of Oregon An Erlunl Orroltunily/Allintinlivo Aollon Fmpibyer Inlet on Pea Island. The bags would he placed in a three- tiered arrangement, located in the area of the washed out dune line. Sand will be used to cover the bags on their landward side, providing continuity with the existing dune complex. The North Carolina Department of Transportation will take responsibility for maintenance and upkeep of the bags, as well as to monitor the results of this dune stabilization effort. NCDOT is currently in the process of developing a plan that will attempt to identify highway areas vulnerable to coastal erosion statewide, as well as feasible long term engineering solutions to the erosion problem. A draft of this plan has been prepared for NCDOT by The Center for Transportation Studies, Department of Civil Engineering, North Carolina state University, and is currently under internal Department review. The section of NC 12 in question was identified in this report as a vulnerable area, and beach renourishment suggested as the only feasible option. However, it is unknown when implementation of renourishment activities may commence. The North Carolina Department of Transportation has received verbal permission from the Pea Island National Wildlife Refuge to begin the proposed work, and a Special Use permit will be issued by the Refuge as soon as the paperwor)c can be completed. David Griffen of the Elizabeth city office of the Division of Coastal Management issued the Department a General Permit for Emergency Work Requiring a CAMA and/or Dredge and Fill Permit. The regulations of this General Permit require that the sandbags begin not more than 20 feet from the roadway. to order for NCDOT to place the sandbags in the area of the washed out dune line, much of the work will need to begin more than 20 feet from the roadway. Application is hereby made for CAMA authorization to allow work to proceed in the areas not covered under the General Permit. Included for your information are a set of permit drawings and a permit application. A copy of the USrWS Special Use Permit will be forwarded to your office upon receipt. NCDOT is anxious to initiate sandbag placement along this segment of NC 12. The highway currently requir©s constant maintenance due to erosion and sand loss along the shoulders, and future storm action may cause additional damage.
