Construction of a bridge maintenance facility in Currituck County. The existing bridge maintenance yards in Currituck and Dare counties will be consolidated into one seven acre site in Currituck County near Harbinger. Approximately five acres of wetland are present at the proposed site. A description of the wetland is appended to the pre-discharge notification form. The exact acreage is difficult to determine because the wetlands are present mostly in depressions of Dragton soils. Water quality certification has been requested from the North Carolina Department of Environment, Health and Natural Resources. This certification has not yet been received, but approval is being considered (John Dorney, personal communication). Once approval has been received a copy will be forwared to you. The Division of Coastal Management has reviewed the project and determined a LAMA permit is not required. Results of this visit are summarized below. The Currituck County Soil survey shows Dragston and Tomotley soils present. Both soils are listed as hydric soils for Currituck County. Dragston soils are listed as hydric because they have hydric inclusions of Nimmo soils in depressions. Thus, the approximate size of wetlands which will be lost or modified as a result of the proposed work was not expressed in tenths of an acre. The quantity of Nimmo soils in depressions was not determined. Moist, but not saturated, sand was present two feet below the ground surface in the southwest corner of the site. This was the lowest point in elevation. The vegetation of the site may be characterized as a young loblolly pine (P us taeda) forest with sweet gum (Liauidambar Avraciflua) and red maple (Ater rubrum) as sub and codominants. The oldest trees were about 15 years old. Sassafras (sassafras b'd ), winged sumac ( bus copillina), red bay (Persea borbonia), southern bayberry (Mvrica cerifera), inkberry (Ilex vlabra) and oaks (ouercus spp.) comprised most of the remaining woody vegetation. A few (3-4) clones of cattails (Tvpha latifolia) were present only in two small (less than 0.1 acre) sites. Cattail was the only obligate species present within the seven acre site. However, based on the policies contained in the County's current land use plan, any forested swamp or other wetlands existing on the subject property may not be dug, filled, or otherwise altered.
