8. PROJECT SUMMARY: The applicant is proposing to replace the bridge on SR 1963
across Snodes Creek with two culverts.

Environmental setting
The project site is in Beaufort County where SR 1963 crosses Snodes Creek near
the Campbell Creek Community. SR 1963 is a gravel road. Located at the Snodes
Creek crossing at the present time is a wooden bridge which has a + 2' clearance
between it and the normal water line. The present clearance is essentially
blocking existing.navigation. Snodes Creek which is a tributary to the AIWW
is classified as inland waters by the N.C. Division of Marine Fisheries. At
the bridge site the creek is bordered by extensive coastal wetlands both
upstream and downstream. The wetlands vary from Juncus roemerianus, Distichlis
spicata, and Spartina cynosuroides. The shoulders of SR 1963 as they approach
the bridge are vegetated mainly with fescue grass.
Project proposal
The applicant is proposing to replace the existing bridge with two 73" by 55"
CSPA culverts. The culverts will be 40' long and will be enclosed on each side
with headwalls which will connect to the existing road shoulders. The area
where the culverts are to be placed, + 40' by + 18', will be mucked prior to cul-
vert placement. No widening of SR 1963 is proposed.
Envirormental impact
The project as proposed will result in an area + 40' by + 18' being excavated.
The majority of this area is beneath the existing bridge. Also slight encroachment
into adjacent wetlands will occur from headwall placement. This area will
probably be less than 50 sq.ft. and is vegetated primarily with Distichlis
spicata. Also short term turbidity will exist during project activity.

A copy of the deed (with state application only) or other
instrument under which the applicant claims title to.the
affected property. If the applicant is not claiming to be
the owner of said property, then forward a copy of the
deed or other instrument under which the owner claims
title, plus written permission from the owner to carry out
the project.
An accurate work plat (including plan view and cross
sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 7].0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
