X CAMA X * USGS 7.5 MIN. TOPO 'HUBERT' PR 1971 _1 FIELD INVESTIGATION REPORT - NC DEPARTMENT OF TRANSPORTATION/ DOUG J. BOWERS, ONSLOW COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: Mr. Doug J. Bowers has submitted a State application on behalf of his agency, the North Carolina Department of Transportation. The project site is located at Willis Landing, near the community of Oak Grove, at the end of SR 1506, on Bear Creek, in Onslow County. The applicant proposes to completely refurbish the public boat ramp and launching facility. This will be accomplished by reconstructing an existing concrete boat ramp measuring 20' long x 12' wide. The new ramp will be shifted upstream about 6' to better align the ramp more closely with the center-of the 30' right-of-way-. A portion of an existing bulkhead will be removed in order to facilitate the boat ramp construction. Water depths in Bear Creek, at the end of the proposed ramp, average about -4' on MLT. Approximately 13 cu. yds. of rock and concrete will be used to fill the irregular creek bottom below the plain of the MHW level. The new concrete ramp will occupy a total footprint value of 240 sq. ft. That figure can be separated into the area below the MHW line that equals 144 sq. ft. and 96 sq. ft. above the MHW line. A new section of asphalt road will be added between the end of SR 1506 and the ramp. Approximately 384 sq. ft. of asphalt will cover an area measuring 66' long x an average of 6' wide. In addition to the refurbished ramp, DOT proposes to construct an access pier measuring 20' long x 3' wide. The pier will be located on the upstream side of the proposed ramp and terminate in waters that approximate -4' on MLT. In general, the properties at the end of SR 1506 are in a state of disrepair and low use. The bulkheaded property of the adjacent riparian property owner on the west side of the roadway is undeveloped and a series of wooden posts preclude vehicular access. Near the shoreline, on the east side of SR 1506, the adjacent riparian property owner's property is located and characterized by an old store or storage building with boat ramp. Willis Landing has been used over the past several years as a primary launching site for commercial watermen and recreational fishermen. A review of the resource information about the project vicinity indicates that the 'SA' surface waters of Bear Creek, just upstream from Willis Landing, are classified as a Primary Nursery Area by the Division of Marine Fisheries, and that the surface waters downstream of the project site are closed to the harvesting of shellfish due to water quality problems. 10. ANTICIPATED IMPACTS: Installation of the proposed boat ramp and pier will have a minimal impact on the local ecology of FIELD INVESTIGATION REPORT - NC DEPARTMENT OF TRANSPORTATION/ DOUG J. BOWERS, ONSLOW COUNTY PAGE #3 Bear Creek centered around Willis Landing. The proposed ramp will displace approximately 144 sq. ft. of creek bottom, but this should result in no significant loss of habitat or generate any long-term adverse affects. The proposed 20' long pier will create a 60 sq. ft. shallow over the public trust surface waters of Bear Creek but this should pose no problems to public navigation. Clearly, the pier meets the LAMA One-Third Rule as the creek is approximately 250' wide at Willis Landing. The new asphalt roadway will increase the amount of impervious surfaces within the CAMA Area of Environmental Concern by 396 sq. ft. This too should not be considered significant since the upland drainage moves quickly across this area to the permeable shoulders of the road nearest the Hurst property. CAMA REVIEW SECTION: The 1986 Updated Land Use Plan for Onslow County was consulted in the review of the proposed project. It is noted that the highground property around Willis Landing, as well as the surface waters of Bear Creek, have been classified as 'Conservation' by the County Land Use Classification scheme. A discussion of the Conservation Classification begins on Page 92 and specific uses are mentioned on Page 93 where: Item #3 states, "Water-oriented uses such as piers, docks, and marinas, if they are shown not to cause detriment to the estuarine waters or the Conservation lands." and, Item #5 states, "Roadways, when construction of roadways can be conducted without significantly altering the ecological system, and in compliance with existing federal, state and local regulations." Based on this examination of the Onslow County Land Use Plan of the County policies, it has been determined that the proposed project is consistent with the goals and objectives of that document. An accurate Nvork plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule W.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.)
