On December 3 and 16, 2009, I inspected the construction work on US Highway 25 between Interstate 26 and
NC Highway 225 in Henderson County. Due to recent heavy rains sediment reached state surface waters and
filled in part of the Melton Pond. Also, excessive turbidity was observed in Laurel Creek below the culvert
installation. The sediment in the pond should be removed and measures should be employed to reduce the
turbidity effects on Laurel Creek during this construction activity.
Ensure that all sediment and erosion control structures are maintained and that seeding and mulching are
performed as needed to protect downstream waters. Please refer to the attached copy of the inspection report
for additional comments regarding the inspection.

Reviewed project with DOT staff and Wright Brothers. 1-leavy construction and pipe installation is underway.
Recent heavy rains resulted in the loss of sediment from a fill area into the Melton Pond between Stations 835
and 836. phis material should be removed from the pond. There appears to be some wetlands in the upper end
of the pond and a permit may be need for the sediment removal. Several sediment basin draining to the pond are
full of sediment and should be cleaned out. Also, construction of the 96-inch CSP has resulted in excessive
turbidity in Laurel Creek downstream of US Highway 25. We are very concerned with the turbidity in these
trout waters. Measures shall be taken to reduce the turbidity in this stream. Seeding and/or matting should be
performed as areas are graded.
Moratorium for work in 25 foot buffer zone and trout waters is in effect from January 1 through April 15.
Maintain erosion control devices and continue with seeding and matting as required to protect State surface
waters.
