PROJECT SUMMARY: Applicant proposes to pave an existing dirt road and to place a new culvert in a road fill crossing. FIELD INVESTIGATION REPORT - N.C. DOT - SR 1227, PAMLICO COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The proposed project is located on SR 1227, near Mesic, off NC Hwy. 304, in Pamlico County. SR 1227 is an existing 20' wide, 2.4 mile long dirt road. This proposed project is to pave the road to a 20' wide, two-land facility. The proposed roadway ditches will tie into the old ditch lines prior to reaching the outlets where they wing out at their present locations. All proposed construction is within the existing 50' right-of-way. Five (5) existing crossings, A, B, C, D and E, fall under LAMA jurisdiction. No widening or excavation is proposed on any of these crossings except 'E'. Crossing 'E' will require the filling of approximately 120 sq. ft. of shallow estuarine bottom and an existing small mosquito ditch. Approximately 15 cu. yds of material will be placed below MHW along with a new 1811, 16' long culvert being added to the existing 1811, 24' long culvert. 10. ANTICIPATED IMPACTS: The proposed project will require the filling of 120 sq. ft. of shallow estuarine bottom with 15 cu. yds. of fill material. Small scattered areas of mixed Juncus roemerianus and Spartina patens marsh within the existing ditches and right-of-way will be temporarily disturbed but should revegetate in the new ditches once they become stabilized. The road project is located off Bay River and has several creeks draining from the site. These creeks include Mesic Creek, Harris Creek, Gaskin Creek, Barnes Creek, Potter Creek, Oyster Creek and Ricks Creek. All of these tributaries off Bay River are classified as Primary Nursery Areas by the Division of Marine Fisheries, open to shellfishing by the Division of Health Services and the Division of Marine Fisheries, and are designated as 'SA' by the Division of Environmental Management. Type of fill material 8 Additional Information In addition to the completed application form, the follow- ing items must be submitted: A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected property. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like.
