9. NARRATIVE DESCRIPTION: The project site is known as DOT's
Bridge #10 over the Harlowe Canal, on N.C. Highway 101, near
the intersection of SR 1155, in Carteret County. The North
Carolina Department of Transportation proposes to replace
the existing 68' long single span steel bridge which was
built in 1924. The alternative course of action chosen by
DOT involves the construction of a traffic detour in an area
of coastal wetlands on the north side of the existing
bridge. The detour is required so that the replacement
bridge can be positioned on the original road alignment. An
estimated 17,424 sq. ft. of coastal wetlands vegetation will
be temporarily filled in the construction of the detour
road. The onsite visit indicates that the high marsh
vegetation is dominated by Black Needlerush, Giant Cordgrass,
Salt Meadow Hay, Salt Grass and Marsh Elder. Other ecotone
species include wax myrtle, cedars, bay and pond pine. The
construction technique usually employed covers the fill area with
an underlayment of filter fabric prior to the placement of .
roadway quality material. The temporary detour will occupy an
area approximately 264' long x 33' wide on both the east and west
sides of the Harlowe Canal.
Because the new roadway approaches will be widened, an
additional area of coastal wetlands will be permanently
filled. An estimated .25 acres, or approximately 10,890 sq.
ft., of high marsh vegetation similar to that which has
already been described will be directly lost on the south
side of the existing bridge. This area of permanent fill is
calculated at approximately 5,445 sq. ft. on either side of
the canal. The DOT plans to restore a portion of the
coastal wetlands by excavating a 2200 sq. ft. area of
highground property and cultivating the growth of Saltmarsh
Cordgrass. The enhancement area is located less than 100'
south of the existing bridge span on the east side of the
canal. The new bridge span measuring approximately 70' long
will not restrict the width of Harlowe Canal. The vertical
clearance between the normal water level and the bottom of
the concrete bridge span will measure approximately 8' and
should have no appreciable impact on public navigation or
traditional use of the Harlowe waterway.
Additional information can be obtained by reviewing the NC
DOT Finding of No Significant Impact distributed in June of
1986.
10. ANTICIPATED IMPACTS: The proposed project will generate a
net loss to coastal wetlands of some 8,712 sq. ft. This
area is dominated by high marsh species and little to no

saltmarsh cordgrass is directly involved. DOT proposes to
restore approximately 2200 sq. ft. of highground property to
an area of saltmarsh cordgrass (Spartina alterniflora). In
addition, once the temporary detour fill has been removed,
significant efforts will be made to cultivate residual marsh
vegetation in an effort to repopulate the road alignment.
The project will create an impact on coastal wetlands that
can be properly managed without significant loss to the
estuarine ecology. The proposed project will increase the
public benefit by developing a much safer road and bridge
system between the Towns of Havelock and Beaufort.
CANA REVIEW: A brief review of the Land Use Plan for
Carteret County indicates that the project is consistent
with the goals and objectives of that document where no
development constraints can be identified for the
construction and maintenance of existing roads and bridges
where public health and safety benefits will be increased.

other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Vz x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR}zrumbers, landmarks, and the like.
A stormwater -.management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

This permit, issued on??Lf is subject to compliance with the application (where consistent
with the permit), all applicable! regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) In order to protect juvenile shrimp and fin fish populations, no excavation
of filling will be permitted between April 1 and September 30 of any year
without the prior approval from the Division of Coastal Management in consul-
tation with the Division of Marine Fisheries.
(2) No excavated or fill material will be placed at any time in any marsh or
surrounding waters outside the alignment of the filled areas as indicated on
the work plat drawings.
(3) Filter fabric or other appropriate underlayment must be employed over the
detour route prior to the placement of fill material.
(4) All fill material placed in any coastal wetlands area as delineated by
the workplat drawings must be contained and retained in such a way as to
prevent sedimentation and erosion from entering the adjacent waterways
of Harlowe Creek and other vegetated wetland areas.
(5) All fill material associated with the detour route on the north side of
the bridge must be removed from that alignment prior to completion of the
project.

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31. 1991
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

ADDITIONAL CONDITIONS
(6) All spoil materials generated from the excavation of the marsh restoration
area will be placed on the high ground property in a singular motion without
impact to the adjacent vegetated wetland areas.
(7) The elevation requirements for the marsh restoration area will be coordinated
with -Field Representatives from the Division of Coastal Management during
that phase of construction.
(8) In-stream turbidity curtains must be employed across the Harlowe Creek
upstream and downstream of the project alignment.
(9) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge (increases of 25 NTUs or less are not considered significant).
(10) All fill material and other land-disturbing activities will be properly
graded and provided with a ground cover sufficient to restrain erosion
within 30 days of'project completion.
NOTE: Prior to initiation of the project, the applicant and his contractors
are encouraged to join with representatives of the Division of Coastal
Management to review project plans and permit conditions prior to initiating
work activities.
NOTE: The proposed project is certified under General Water Quality Certification
No. 1734 for bridge modification or reconstruction.

8. PROJECT SUMMARY: N.C. DOT proposes to replace Bridge #10 over
Harlowe Canal. This will involve the temporary placement of fill
material in coastal wetlands to create a detour. Approximately
one quarter of an acre of marsh will be permanently displaced by
the proposed proiect.

9. NARRATIVE DESCRIPTION: The project site is known as DOT's
Bridge X10 over the Harlowe Canal, on N.C. Highway 101, near
the intersection of SR 1155, in Carteret County. The North
Carolina Department of Transportation proposes to replace
the existing 68' long single span steel bridge which was
built in 1924. The alternative course of action chosen by
DOT involves the construction of a traffic detour in an area
of coastal wetlands on the north side of the existing
bridge. The detour is required so that the replacement
bridge can be positioned on the original road alignment. An
estimated 17,424 sq. ft. of coastal wetlands vegetation will
be temporarily filled in the construction of the detour
road. The onsite visit indicates that the high marsh
vegetation is dominated by Black Needlerush, Giant Cordgrass,
Salt Meadow Hay, Salt Grass and Marsh Elder. Other ecotone
species include wax myrtle, cedars, bay and pond pine. The
construction` technique usually employed covers the fill area with
an underlayment of filter fabric prior to the placement of
roadway quality material. The temporary detour will occupy an
area approximately 264' long x 33' wide on both the east and west
sides of the Harlowe Canal.
Because the new roadway approaches will be widened, an
additional area of coastal wetlands will be permanently
filled. An estimated .25 acres, or approximately 10,890 sq.
ft., of high marsh vegetation similar.to that which has
already been described will be directly lost on the south.
side of the,existing bridge. This area of permanent fill is
calculated at approximately 5,445 sq. ft. on either side of
the canal. The DOT plans to restore a portion of the
coastal wetlands by excavating a 2200 sq. ft. area of
highground property and cultivating the growth of Saltmarsh
Cordgrass. The enhancement area is located.less than 100'
south of the existing bridge span on the east side of the
canal. The new bridge span measuring approximately 70' long
will not restrict the width of Harlowe Canal. The vertical
clearance between the normal water level and the bottom of
the concrete bridge span will measure approximately 8' and
should have no appreciable impact on public navigation or
traditional use of the Harlowe waterway.
Additional information can be obtained by reviewing the NC
DOT Finding of No Significant Impact distributed in June of
1986.
10. ANTICIPATED IMPACTS: The proposed project will generate a
net loss to coastal wetlands of some 8,712 sq. ft. This
area is dominated by high marsh species and little to no

saltmarsh cordgrass is directly involved. DOT proposes to
restore approximately 2200 sq. ft. of highground property to
an area of saltmarsh cordgrass (Spartina alterniflora). In
addition, once the temporary detour fill has been removed,
significant efforts will be made to cultivate residual marsh
vegetation in an effort to repopulate the road alignment.
The project will create an impact on coastal wetlands that
can be properly managed without significant loss to the
estuarine ecology. The proposed project will increase the
public benefit by developing a much safer road and bridge
system between the Towns of Havelock and Beaufort.
CAMA REVIEW: A brief review of the Land Use Plan for
Carteret County indicates that the project is consistent
with the goals and.objectives of that document where no
development constraints can be identified for the
construction and maintenance of existing roads and bridges
where public health and safety benefits will be increased.

SUBJECT: Carteret County, NC 101 bridge over Harlowe Canal (B-1099)
The North Carolina Department of Transportation proposes to replace the
subject substandard bridge with a new structure on the existing alignment. The
replacement structure will provide 7.5 feet of vertical clearance above mean
high tide and a 32-foot wide channel. Traffic service will be maintained during
construction on a temporary detour structure and approaches immediately north of
the existing location.
The proposed project will require the placement of 0.40 acre of fill in
wetlands for the temporary structure, which will be removed. In addition, the
widened roadway will require the placement of 0.25 acre of permanent fill in
wetlands. As compensation for that 0.25 acre loss, the Department of Transporta-
tion proposes to acquire a 0.25 acre permanent drainage easement south of the
highway right of way just east of the Canal. In that area, at least 0.05 acre of
wetland will be created. The creation of this small area of wetlands will
enhance a much larger area of wetlands by enlarging a connection to the canal,
thus improving water exchange.
Application is hereby made for a CAMA Permit as required for the subject
work. Attached is the permit application and drawings depicting proposed work.
Application is being made, by copy of this letter, for a section 401 Water
Quality Certification. In that a permit will be required from the U. S. Coast
Guard, a Department of the Army permit will not be required.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SRY-rrumbers, landmarks, and the like.
A stormwater -management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of previous state or federal permits issued
for work on the project tract. Include permit
numbers, permittee, and issuing dates.
A check for $100 made payable to the Depart-
ment of Natural Resources and Community
Development to cover the costs of processing the
application.
A signed AEC hazard notice for projects in ocean-
front and inlet areas.
A statement on the use of public funds. If the
project involves the expenditure of public funds, at-
tach a statement documenting compliance with the
North Carolina Environmental Policy Act
(N.C.G.S. 113A-1 to 10).
