8. PROJECT SUMMARY: N.C. DOT proposes to replace the swing span rail-
road bridge over the Trent River between James City and New Bern,
in Craven Countv.

9. NARRATIVE DESCRIPTION: In Craven County, the section of
railroad crossing the Trent River, between James City and
New Bern, is known as the Atlantic and North Carolina
Railroad. The North Carolina Department of Transportation
(DOT) is in charge of railroad operations and maintenance.
A CAMA permit application has been submitted by Mr: William
G. Marley, Jr., P.E., on behalf of DOT to authorize the
replacement of the swing-span bridge portion of the railroad
trestle over the Trent River. This work will involve the
removal of the pivot pier upon which the swing-span rotates.
It has been estimated that 205 cubic yards of concrete brick
and other underwater material will be removed. Reviewers of
this application will gain greater appreciation for the
project's location and the proposed work activities by
referring to (the New Bern) Topographic Map, as well as the
1984 Corps/CAMA Aerial Photography listed on the front page
of this report.
The single-lane railroad trestle measures approximately 20'
wide and extends 1850' across the Trent River from its James
City location near the old iron works plant to a point near
Barbour's Boatworks in downtown New Bern. The swing-span
bridge and concrete pier, which is the focus of the proposed
project, is located about 450' from the James City
shoreline. As proposed, the new concrete pier supporting
the new bobtail swing-span will be constructed about 35'
closer to the James City shoreline. Approximately 196 cubic
yards of concrete will be placed on the Trent River bottom
to create an adequate support for the pivot pier.
Construction of the foundation and support pier will take
place with little to no loss of time to either boat or rail
traffic. The new bobtail design will actually increase the
horizonal clearance for waterway traffic from approximately
36' to 60'. The new swing-span and mechanical workings of
the pivot pier will be fabricated off site and floated into
position on work barges. Large cranes will be used to
remove the old pivot pier and swing-span. The same
construction techniques will be used to lift the new
swing-span and pivot pier into position. Interuption to
public navigation should not exceed 1 to 2 days. The
vertical clearance of the new swing-span will be increased
to +6' above the normal water level. This will help prevent
premature detioration of the span by flood waters saturating
the structure. Another 7 to 10 days of work will be
required to hook up the electrical and hydraulic components
of the new structure at which time the span will be
completely operational to railroad traffic. The proposed
project will also involve construction of new timber pile
fenders protecting both the railroad piers and boats from
accidental impact. The configuration of these new wooden

structures will be the same as the existing fenders guarding
the bridge span.
10. ANTICIPATED IMPACTS: From a navigational standpoint, the
proposed project is a plus, because the project will
increase the waterway clearance from 361 to 60'. This will
enhance boating safety by increasing visibility and reaction
time to oncoming traffic. No significant biological impacts
are expected from the construction of the concrete pivot
pier which will displace approximately 2500 sq. ft. of river
bottom land.
CAMA REVIEW: The proposed project is consistent with the
goals and objectives of the Craven County Land Use Plan
which clearly supports the maintenance of the existing
railroad, as well as maintenance of navigational channels on
the Trent River.

with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action; or may cause the permit to be null and void.
(1) All construction activities must take place in accordance with the permitted
workplat drawings and the intended methods of operation.
(2) All demolished materials and debris, including the deteriorating steel swing
bridge and concrete pivot pier must be properly disposed of on the highground
property.
(3) The new trestle swing span and opening must be adequately lighted and marked
in accordance with the U. S. Coast Guard's requirements for navigation.
(4) The activity will be conducted in such a manner as to prevent significant
increases in turbidity outside the area of construction or construction-related
discharge (increases of 25 NTUs or less are not considered significant).
NOTE: It is recommended that the permittee contact the Division of Marine Fisheries
to determine if suitable material from bridge demolition could be used
in the state artificial reef program.
NOTE: The permittee is encouraged to seek necessary authorizations and approval
from the U.S. Coast Guard for the replacement of the swing span bridge

This permit action may be appealed by the permittee
or other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification
not covered hereunder requires further Departmental
approval.
All work must cease when the permit expires on
December 31, 1991
In issuing this permit, the State of North Carolina
agrees that your project is consistent with the North
Carolina Coastal Management Program.

9. NARRATIVE DESCRIPTION= In Craven County, the section of
railroad crossing the Trent River, between James City and
New Bern, is known as the Atlantic and North Carolina
Railroad. The North Carolina Department of Transportation
(DOT) is in charge of railroad operations and maintenance.
A CAMA permit application has been submitted by Mr. William
G. Marley, Jr., P.E., on behalf of DOT to authorize the
replacement of the swing-span bridge portion of the railroad
trestle over the Trent River. This work will involve the
removal of the pivot pier upon which the swing-span rotates.
It has been estimated that 205 cubic yards of concrete brick
and other underwater material will be removed. Reviewers of
this application will gain greater appreciation for the
project's location and the proposed work activities by
referring to (the New Bern) Topographic Map, as well as the
1984 Corps/LAMA Aerial Photography listed on the front page
of this report.
The single-lane railroad trestle measures approximately 20'
wide and extends 1850' across the Trent River from its James
City location near the old iron works plant to a point near
Barbour's Boatworks in downtown New Bern. The swing-span
bridge and concrete pier, which is the focus of the proposed
project, is located about 450' from the James City
shoreline. As proposed, the new concrete pier supporting
the new bobtail swing-span will be constructed about 35'
closer to the James City shoreline. Approximately 196 cubic
yards of concrete will be placed on the Trent River bottom
to create an adequate support for the pivot pier.
Construction of the foundation and support pier will take
place with little to no loss of time to either boat or rail
traffic. The new bobtail design will actually increase the
horizonal clearance for waterway traffic from approximately
36' to 60'. The new swing-span and mechanical workings of
the pivot pier will be fabricated off site and floated into
position on work barges. Large cranes will be used to
remove the old pivot pier and swing-span. The same
construction techniques will be used to lift the new
swing-span and pivot pier into position. Interuption to
public navigation should not exceed 1 to 2 days. The
vertical clearance of the new swing-span will be increased
to +6' above the normal water level. This will help prevent
premature detioration of the span by flood waters saturating
the structure. Another 7 to 10 days of work will be
required to hook up the electrical and hydraulic components
of the new structure at which time the span will be
completely operational to railroad traffic. The proposed
project will also involve construction of new timber pile
fenders protecting both the railroad piers and boats from
accidental impact. The configuration of these new wooden

structures will be the same as the existing fenders guarding
the bridge span.
10. ANTICIPATED IMPACTS: From a navigational standpoint, the
proposed project is a plus, because the project will
increase the waterway clearance from 36' to 601. This will
enhance boating safety by increasing visibility and reaction
time to oncoming traffic. No significant biological impacts
are expected from the construction of the concrete pivot
pier which will displace approximately 2500 sq. ft. of river
bottom land.
LAMA REVIEW: The proposed project is consistent with the
goals and objectives of the Craven County Land Use Plan
which clearly supports the maintenance of the existing
railroad, as well as maintenance of navigational channels on
the Trent River.

SUBJECT: Craven County, Trent River Railroad Bridge at New Bern
The North Carolina Department of Transportation proposes to replace the
swing span of the A & NC Railroad bridge over the Trent River. The existing
pivot pier, which contains approximately 205 cubic yards of underwater material,
will be removed. The new pivot pier will require the placement of approximately
192 cubic yards of concrete under water.
Application is hereby made for the required permits issued by the Division
of Coastal Management. In addition, by copy of this letter, we are requesting a
Water Quality Certification from the Division of Environmental Management. The
Corps of Engineers has advised that an individual Department of the Army Permit
will not be required for this project; however, a Coast Guard permit will be
required.

8 ADDITIONAL INFORMATION
In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater .management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

A check for $100 made payable to the Depart-
ment of Natural Resources and Community
Development to cover the costs of processing the
application.
A signed AEC hazard notice for projects in ocean-
front and inlet areas.
A statement on the use of public funds. If the
project involves the expenditure of public funds, at-
tach a statement documenting compliance with the
North Carolina Environmental Policy Act
(N.C.G.S. 113A-1 to 10).
9 CERTIFICATION AND PERMIS-
SION TO ENTER ON LAND
Any permit issued in response to this application
will allow only the development described in the
application. The project will be subject to condi-
tions and restrictions contained in the permit.
I certify that to the best of my knowledge, the pro-
posed activity complies with the State of North
Carolina's approved Coastal. Management Program
and will be conducted in a manner consistent with
such program.
I further certify that I am authorized to grant, and
do in fact, grant permission to representatives of
state and federal review agencies to enter on the
aforementioned lands in connection with
evaluating information related to this permit ap-
plication and follow-up monitoring of project.
