Upon review of your request for Water Quality Certification
to place fill material in 0.044 acres of wetlands for road
crossing located at Pope Air Force Base in Cumberland County, we
have determined that the proposed fill can.be covered by General
Water Quality Certification No. 2666 issued January 21, 1992. A
copy of the General Certification is attached. This
Certification may be used.in qualifying for coverage under Corps
of Engineers' Nationwide Permit No. 14.

Pope Air Force Base Munitions Built-Up Road

The subject project involves the placement of fill (approximately .044
acre)in an area of wetland adjacent to an existing munitions storage area at
Pope AFB. The purpose of the fill is to provide an access road whereby entry
to the facility can be made without travel on public roads. Site evaluation
revealed no significant wetland uses, other than the habitat provided for the
red cockaded woodpecker. Due to the nature of the facility, it is reasonable
to require this facility to be in a location not accessible to or travelled by
the public. Since this site is basically surrounded by wetlands, there is no
simple alternative other than the one proposed.
It is therefore the recommendation of this office that the requested
certification be granted.
If additional information or clarification is required, please advise.

On March 10, 1992, I received a letter from the Corps of
Engineers advising that your project entitled Munitions Built-up
Facility Road Crossing at Pope Air Force Base in Cumberland
County qualifies for a Nationwide Permit 14. Please be advised
that this Nationwide permit is not valid until a Letter of
Concurrence is issued by the State of North Carolina.
Our existing regulations (15A NCAC 2H .0501(a)) require that
all applicants for 401 Certifications submit seven complete
copies of 401 Applications. These copies must be supplied by the
Division of Environmental Management to various state and federal
agencies.
Therefore, please complete the attached form and send six
additional copies (a total of seven copies) of your 401
Certification application so we can initiate the comprehensive
review required by our rules. If you have any questions, please
call me at 919-733-1786.

MEMORANDUM FOR Commander, Pope Air Force Base, ATTN: LTC Louis K. Lancaster,

1. Reference the FAX sent to this office dated 13 Feb 92 from Ms. Omega Weeks
regarding request for wetlands clearances for A-10 projects, Pope AFB.
2. On 17 Dec 91, Mr. Steve Chapin of my staff met with Ms. Omega Weeks and
her staff, concerning a proposed road to be constructed adjacent to the Supply
Complex and through approximately 100 feet of wooded wetlands (0.044 ac.) to
the Munitions Built-Up Facility. A sketch has been provided to this office
depicting the location of the wetlands and the location of the proposed
crossing. The wetlands are located adjacent to an unnamed tributary of Tank
Creek, Cumberland County, NC.
3. For the purposes of the Corps of Engineers' Regulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330.6, published in the Federal
Register on November 22, 1991, lists nationwide permits. Authorization,
pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404
of the Clean Water Act, was provided for fills for roads crossing waters of
the United States (including wetlands and other special aquatic sites)
provided:
a. The width of the fill is limited to the minimum necessary for the
actual crossing;
b. The fill placed in waters of the United States is limited to a filled
area of no more than 1/3 acre. Furthermore, no more than a total of 200
linear feet of the fill for the roadway can occur in special aquatic sites,
including wetlands;
c. The crossing is culverted, bridged or otherwise designed to prevent
the restriction of, and to withstand, expected highflows and the movement of
aquatic organisms;
d. The crossing, including all attendant features, both temporary and
permanent, is part of a single and complete project for crossing of a water of
the United States; and
e. For fills in special aquatic sites, including wetlands, the permittee
notifies the District Engineer in accordance with the "Notification" general
condition.

4. Your work is authorized by this nationwide permit (NWP) provided it is
accomplished in strict accordance with the enclosed conditions. This NWP
does not relieve you of the responsibility to obtain any required State or
local approval.
5. This verification will be valid for 2 years from the date of this letter
unless the nationwide authorization is modified, reissued, or revoked. Also,
this verification will remain valid for the 2 years if, during that period,
the NWP authorization is reissued without modification or the activity
complies with any subsequent modification of the NWP authorization. If during
the 2 years, the NWP authorization expires or is suspended or revoked, or is
modified, such that the activity would no longer comply with the terms and
conditions of the NWP authorization, activities which have commenced (i.e.,
are under construction) or are under contract to commence in reliance upon the
NWP will remain authorized provided the activity is completed within 12 months
of the date of the NWP's expiration, modification or revocation, unless
discretionary authority has been exercised on a case-by-case basis to modify,
suspend, or revoke the authorization.

1. The purpose of this letter is to obtain expedient review and processing of
the attached Water Quality Certification application (Atch 1). The
application is for construction of a road that will cross 100 linear feet of
wetlands. The route of the proposed crossing has been placed directly over an
existing unimproved fire lane right-of-way to minimize disturbance to the
natural area.
2. This access road project is part of the ongoing Pope AFB realignment
required for mission expansion under the Defense Base Closure and Realignment
Act of 1990. The Wilmington District Corps of Engineers has authorized this
construction under Nationwide Permit Number 14 (Atch 2). An Environmental
Assessment was accomplished for the realignment according to the guidelines
established by the National Environmental Policy Act and Executive Order
11990. The result was a finding of No Significant Impact. However, this road
was not included. Therefore, we are amending the Environmental Assessment to
include construction of this road based on a finding of no praticable
alternative and minimal impact to the area.
3. The A-10 aircraft will arrive at Pope AFB in April 1992. A delay in
construction of this proposed road will require tranfers of munitions over two
public roads, using our Manchester road entry gate. This situation is not
very safe or operationally efficient. Therefore, prompt processing of this
application will be greatly appreciated. Our point-of-contact is Mr Dave

Dear Mr. Ehrenhard:
Thank-you for your letter of June 20, 1984 cojicerning the above project.
We have reviewed the survey report and would like to offer the following
comments.
While we agree that the Administration Buildi,ig and Hangers 4 and S 'do
deserve further study, based on their architectural interest, it would
be helpful to know more about the overall character of the base's built
environment in ordgr'to place these particular buildings into proper
context. Thus, we would like to have seen thy, report reflect a little
more in-depth assessment of the building fabric on the base. In addi-
tion, your survey report represents the extej,:: of our knowledge, at this
point, of resources at Pope Air Force,BAse, a_; our surveyor was unable
to get access to the base during a 1978 inveneory of historic resources
in Cumberland County.

We feel that the Administration Building and dangers 4 and 5 are potentially
eligible for listing in the National Register of Historic Places and
would support their nomination. Although it appears their major signifi-
cance will be in terms of architectural character, historical associations
should also be investigated and documented.
Even though your archaeological reconnaissance of the base did not
include subsurface tests, nor an evaluation c,f background data outside
of that provided by the previous Fort Bragg c•tudy, we believe your

disturbance known to exist at Pope Air Force Base, we withdraw our
previous recommendation for an archaeological survey and recommend no
further archaeological investigation be conducted in connection with
this project.

1. Reference the FAX sent to this office dated 13 Feb 92 from Ms. Omega Weeks
regarding request for wetlands clearances for A-10 projects, Pope AFB.
2. On 17 Dec 91, Mr. Steve Chapin of my staff met with Ms. Omega Weeks and
her staff, concerning a proposed road to be constructed adjacent to the Supply
Complex and through approximately 100 feet of wooded wetlands (0.044 ac.) to
the Munitions Built-Up Facility. A sketch has been provided to this office
depicting the location of the wetlands and the location of the proposed
crossing. The wetlands are located adjacent to an unnamed tributary of Tank
Creek, Cumberland County, NC.
3. For the purposes of the Corps of Engineers' Regulatory Program, Title 33,
Code of Federal Regulations (CFR), Part 330.6, published in the Federal
Register on November 22, 1991, lists nationwide permits. Authorization,
pursuant to Section 10 of the Rivers and Harbors Act of 1899 and Section 404
of the Clean Water Act, was provided for fills for roads crossing waters of
the United States (including wetlands and other special aquatic sites)
provided:
a. The width of the fill is limited to the minimum necessary for the
actual crossing;
b. The fill placed in waters of the United States is limited to a filled
area of no more than 1/3 acre. Furthermore, no more than a total of 200
linear feet of the fill for the roadway can occur in special aquatic sites,
including wetlands;
c. The crossing is culverted, bridged or otherwise designed to prevent
the restriction of, and to withstand, expected highflows.and the movement of
'aquatic organisms;
d. The crossing, including all attendant features, both temporary and
permanent, is part of a single and complete project for crossing of a water of
the United States; and
e. For fills in special aquatic sites, including wetlands, the permittee
notifies the District Engineer in accordance with the "Notification" general
condition.

We have reviewed the survey report and would like to offer the following
comments.
While we agree that the Administration Building and Hangers 4 and 5 do
deserve further study, based on their architectural interest, it would
be helpful to know more about the overall character of the base's built
environment in ordgr'to place these particular buildings into proper
context. Thus, we would like W have seen thy: report reflect a little
more in-depth assessment of the building fabric on the base. In addi-
tion, your survey report represents the extej,c: of our knowledge, at this
point, of resources at Pope Air Force.BAse, a.; our surveyor was unable
to get access to the base during a 1978 inventory of historic resources
in Cumberland County.

We feel that the Administration Building and hangers 4 and 5 are potentially
eligible for listing in the National Register of Historic Places and
would support their nomination. Although it appears their major signifi-
cance will be in terms of architectural character, historical associations
should also be investigated and documented.
Even though your archaeological reconnaissance of the base did not
include subsurface tests, nor an evaluation cif background data outside
of that provided by the previous Fort Bragg c•tudy, we believe your

needlessly impede another.
a. Gun Berm. This involves the creation of a earthen mound for use as a
safety backstop during emergency maintenance of malfunctioning aircraft guns.
The project will cover an existing paved surface, as well as an area that is
currently turf grasses that are constantly maintained by mowing. Although in the
vicinity of viable red-cockaded woodpecker habitat, the project site has no
potential for development as habitat for any listed species as it is at the end
of a runway, and must be maintained as open as practical.
b. Trim Pad. Located adjacent to the Gun Berm, this site for performing
pre-fl.ight adjustments to aircraft expands an existing paved surface onto
adjacent turf grass. Like the Gun Berm, this site is clearly not habitat for any
listed species, nor is it a practical site for development of habitat.
c. Interim Munitions Storage Area. This project involves the paving of
an existing gravel-surfaced area, plus the construction or modification of
several small structures on the existing site. The site will be used for
approximately two years, during which a permanent site (anticipated to be sited
on Ft Bragg, and which will be the subject of separate consultation with your
office) will be selected and constructed. The existing site is surrounded by
known red-cockaded woodpecker habitat, but all construction will be limited to
the area currently covered by gravel.
d. Interim Munitions Storage Area Access Road (Atch 3). This project is
treated as a separate action because the operation of the Munitions Storage Area
is not dependent on the construction of this road. An existing road offers
practical access. However, construction of the planned road will significantly
improve the safety and efficiency of moving munitions to and from the Munitions
Storage Area. At present an unimproved path follows the route of the proposed
road. Occasional vehicle traffic on the path has resulted in compaction of the
soil. The proposed road will be approximately 150' long, with a 15'-wide paved
surface. The end near the Munitions Storage Area will require approximately one
foot of fill,.while the far end will require approximately five feet. Allowing
for contouring of the fill beyond the edge of the paved surface, we anticipate
that the road would have a footprint width of about 23 feet, including the
currently compacted area. The site is dominated by loblolly pines (probably
second growth, dating to the 1920s). Trees are typically in the 7-inch DBH
class, and approximately 50-60' tall, with a typical spacing of about 15 feet.
The understory, although not parklike, is generally less than two feet tall, with
scattered young bay trees and loblolly pines. There is no midstory. We are
informed by Ft Bragg environmental division staff that the site has been
professionally surveyed for listed plant species (i.e.,
Lindera melissaefolia, Lysimachia asperulaefolia,Oxypoliso canbyi, and iRhus
michauxii), but that none were found. The road will pass through area known to
provide habitat for the red cockaded woodpecker. Seven loblolly pines (7-15"
DBH) are found within twenty feet of the centerline of the road: four of these
trees lie within 12 feet of the centerline. Although construction activity will
not involve removal of any trees, it is possible that several of these trees may
be adversely affected by the deposition of fill. However, we cannot conclude
that an eventuality of such minimal scope would have a significant affect on the
red cockaded woodpecker.
One planned activity - the Explosive Ordnance Disposal (EOD) Range - will involve
a more substantial removal of trees from red-cockaded woodpecker habitat. The
site may also support listed plants. Because surveys are still to be completed,
we are not yet in a position to address Endangered Species Act issues for the
site. Construction of the EOD Range will not commence until those issues are
addressed and resolved in consolation with your office.
