Please find enclosed for your review for 401 Certification, seven copies of the
Joint Application for the expansion of existing facilities at the Macon
County Airport located in Macon County, North Carolina. The project is
located on the Franklin USGS Quadrangle Map in Macon County, North
Carolina. This activities proposed for this project will be conducted under a
T Pre-Discharge Notification to the Corps for the modification of 1.88 acres of
nn isolated or above headwater wetlands as authorized by NWP 26. All
to wetland areas of the site have been delineated in the field and have been
u verified by Mr. David Baker of the COE Asheville Field Office.

The project site is located in a county which has been identified as having
'A Trout Waters, however the specific watersheds (Iotla Creek- LTN 1-33 and
Iotla Branch-LTN 1-33-2) are not listed as Trout waters on the most recent
. listing. All referenced streams are classified as "C". The entire project is
located within the Little Tennessee River Basin, above the headwaters of
Iotla Branch and Iotla Creek.
The proposed Airport expansion activities consist of constructing a parallel
taxiway, expanding aircraft parking and hangars, and adding a helipad,
as well as improvements to storm water management and runoff control.
The proposed improvements have been deemed necessary to satisfy the
Federal Aviation Administrations Standards for a B-II Airport and to keep
up with growth in based aircraft and operations. These improvements
have in the past been referred to as "Phase II" of the Airport expansion.
Every effort has been made to avoid or minimize impacts to wetland
resources and to respond to specific agency concerns and comments.
Certain impacts were unavoidable due to the satisfaction of the Federal
Aviation Administration's design requirements. A total of 1.88 acres of
unavoidable impacts to wetland resources are proposed. A mitigation plan
is being prepared as a part of the project design in which all unavoidable
impacts to wetland functions and values will be compensated by in-kind,
on-site replacement or restoration of previously impacted areas so as to
result in no net loss of wetland values. A significant percentage of the

wetland area which will be impacted by this project (.76 acres) consists of
isolated, man-made herbaceous wetlands which have been in place less
than ten years. All other impacts will be to wetlands located above
headwaters.
Areas of the site which had been previously identified as alder bog and
potentially viable habitat for the endangered Bog Turtle (Clemmys
muhlenbergii) are located to the north of the existing airstrip and will be
avoided. All proposed improvements are located on the south side of the
airstrip.
Every effort will be made during the construction of the proposed
improvements to prevent impacts to downstream water resources by the
implementation of storm runoff control and sedimentation and erosion
control measures and by controlling potential sources of pollutant.
We are sending the enclosed information for your review as a requirement
of the DEM 401 Water Quality Certification Process and U.S. Army Corps
404 Pre-Discharge Notification Process. Additional agencies which have
been contacted regarding this project include: USFWS (Mr. Brian P. Cole,
Asheville Office), NC Wildlife Resources Commission (Mr. Dennis Stewart,
Raleigh office), and NC State Historic Preservation Office (Ms. Renee
Gledhill-Earley). I have enclosed descriptive attachments which include
recent correspondence from NCWRC and SHPO as well as plans for the
proposed project, and a copy of the wetland delineation report. Please do not

PROPOSED MITIGATION PLAN FOR UNAVOIDABLE WETLAND IMPACTS
A. Wetland type: Shrub / Herbaceous Wetland
Total impacted acreage: 0.90 ac.
Total mitigation acreage: 0.90 as
A total of 0.9 acres of shrub/herbaceous wetland will be impacted by the
proposed Phase II Airport improvements. An equivalent area of prior
converted cropland and other floodplain cropland has been identified on-site
within the same drainage area, near the proposed impact area which will be
restored to its original condition as shrub/herbaceous wetland. The soils
which occur in the mitigation site are identical to those within the impacted
area and the two areas have a similar topographic setting relative to Iotla
Creek. Representative species of the vegetation which occurs within the
impacted area is proposed to be relocated to the mitigation site during
construction to serve as a seed source and rootstock for the re-establishment of
the original community. Prior to the relocation of the plant community, the
elevation of the proposed mitigation site will be lowered slightly to compensate
for prior drainage improvements and to enhance the wetland hydrology of the
area. Additional hydrology will be provided by redirecting impervious surface
runoff into this area. This will also serve to filter the runoff before it enters
the surface waters of Iotla Creek.
An additional 0.4 acre immediately uphill and adjacent to this area will be
temporarily utilized as a sediment basin to prevent sedimentation during
construction activities. Following construction this area will be converted to
an herbaceous wetland and transistional zone which will enhance and
expand the shrub/herbaceous community.
B. Wetland type: Stream Channel Wetland
Total impacted acreage: 0.21 ac.
Total mitigation acreage: 0.18 ac.
A total of 0.21 acres of minor unnamed tributary channel will be
impacted by the proposed expansion activities. These channels will be
relocated to a similar setting and will be constructed in a manner which
provides an equivalent or greater wetland value. The existing natural
channels are shallow with a heavy sediment load due to farming. A high
degree of bank erosion is occurring which compounds the sedimentation. The
relocated channels will have stabilized and vegetated banks and the bottom
surface will be roughened with natural stone which will provide aeration to
downstream waters. The relocated channels are expected to improve habitat
value and downstream water quality by reducing sediment and by providing
oxygen. An additional 0.03 acres of vegetated mitigation acreage will be
provided as a part of the streamside community to be restored in area A.
C. Wetland type: Man-made Herbaceous Wetland
Total impacted acreage: 0.76 ac.
Total mitigation acreage: 0.76 ac.
A total of 0.76 acres of man-made herbaceous wetland will be impacted by the
proposed Airport expansion. All areas which are to be impacted have been
the result of previous site grading and consist of isolated depressions which
are surrounded by mowed lawn. The dominant species in each of these areas
is Juncus effusus. Since these areas are currently providing very little in the
way of wetland values, the loss of these areas will be compensated for by the
creation of similar areas in a location which they will serve to filter runoff
from impervious surfaces or in other areas which will expand or enhance
existing wetland resources or contribute wetland value to another mitigation
site.
D. Other mitigation acreage: 0.03
A total of 0.03 acres of unaccounted for wetland losses will be compensated for
through the creation of wetland fringe at area A (shrub/herbaceous wetland).
The unaccounted for acreage is the result of the difference in length of
impacted versus re-created stream channel. Since area A is situated at the
bank of Iotla Creek, a wetland value comparable to that of the existing
sidestream vegetation is expected to result from this enhancement.
All vegetation communities which will be restored, enhanced, or established by this
mitigation plan will correspond with the vegetation community description for each
type which is found in the wetland delineation report prepared by EDSA, April 15,
1993, or in the original wetland delineation provided in the EA for this site by W.K.
Dickson Engineers, September 1991.

Reference your application of June 9, .1993, for Department of the Army
(DA) authorization to fill approximately 1:88 acres of Waters of the United
States in conjunction with Phase II improvements to the Macon County Airport.

made herbaceous wetlands. The waters and wetlands are 'located above the;

For the purposes of the Corps.of Engineers' Regulatory Program,'Title 33,
Code of Federal Regulations (CFR) Part 330.6, published.in the Federal
Register on November 22,. 1991, lists nationwide permits Authorization was
provided, pursuant to Section 404 of the Clean Water Act, for discharges of
dredged or fill material into headwaters and isolated` waters.
