Dear Mr. Lopez:
Reference your application for a Department of the Army permit to add (4) additional slips
to an existing commercial dock, remove sidewalks and add grassed parking areas at your
condominium development located at 96 Salisbury Street, adjacent to Banks Channel,
Wrightsville Beach, New Hanover County, North Carolina.
Your proposal has been reviewed and found to be consistent with the provisions and
objectives of general permit No. 198000291. Therefore, you may commence construction
activity in strict accordance with applicable State authorization and the approved plan (enclosed).
Failure to comply with the State authorization or conditions of the general permit could result in
civil and/or administrative penalties.
If any change in your work is required because of unforeseen or altered conditions or for any
other reason, plans revised to show the change must be sent promptly to this office and the North
Carolina Division of Coastal Management prior to performing any such change or alteration.
Such action is necessary as revised plans must be reviewed and the authorization modified.

remove sidewalks and add grassed parking areas at a business condominium development.

PROJECT DESCRIPTION:
The applicant's project is located at 96 West Salisbury Street, adjacent to Banks Channel, within the Town of
Wrightsville Beach, in New Hanover County. To find the property, cross the US Highway 74/76 Draw Bridge over
the Atlantic Intracoastal Waterway into Wrightsville Beach. Follow US Highway 74 as it breaks off to the left just
over the draw bridge. Keep straight on U.S. Highway 74 (West Salisbury Street) until just before the bridge over
Banks Channel. 96 West Salisbury Street will be on your left.
The property consists of a 4,387 sq. ft. tract of land located along Banks Channel, at its confluence with Lee's Cut.
Both of these water bodies are included in the over all area of Wrightsville Sound known as the Wrightsville
Recreational Area. The northern and eastern boundaries of the property are bulkheaded. This bulkhead extends for
approximately 176 feet along the northern shoreline and approximately 72 feet along the eastern shoreline. Existing
structures on the property include a three story, pile supported office building, a nine space, asphalt parking lot,
bulkhead and pier. The existing 6 feet wide pier extends from the bulkhead on the northeastern corner of the lot for
approximately 65 feet. The pier then curves approximately 45 degrees to the east and continues for an additional 48
feet. At the terminal end of the pier, a ramp accesses a 6 feet wide by 97 feet long floating dock centered on and
perpendicular to the access pier. Approximately 45' waterward of the floating dock are five (5) mooring piles spaced
approximately 16 feet apart. The mooring pilings, along with three finger provides docking space for five vessels.
Water depths at the end of the structure average approximately -8.5 feet at mean low water (MLW)
The waters of Banks Channel and Lees Cut are classified SB by the Division of Water Quality. The area is not
designated as a Primary Nursery Area by the Division of Marine Fisheries and closed to the harvesting of shellfish.
PROPOSED PROJECT
The applicant proposes to add four (4) additional slips to the existing dock, remove an area of sidewalk on high
ground and add grassed parking. In order to accommodate the additional slips, the applicant is proposing to extend
the floating dock 27 feet to the north. The existing short finger piers, as well as, the existing tie pilings would be
removed. Four new finger piers measuring 4 feet in width by 45 feet in length would be added along the floating
dock to create a total of nine (9) slips. The old tie pilings would be relocated between the new finger piers.
I order to accommodate the Town of Wrightsville Beach Zoning Ordinance requirement for parking spaces, the
applicant is proposing to remove the entire concrete walkway area on the east side of the building to create four (4)
additional grassed parking spaces.
10. ANTICIPATED IMPACTS:
The expansion of the existing docking facility would result in the incorporation of an additional 1,150 sq. ft. of public
trust area. The high ground work would result in the elimination of approximately 436 sq. ft. of impervious area
within the 75' estuarine shoreline AEC.
