NARRATIVE DESCRIPTION: The project property is a single-family residential home site with an existing residence at 413 Channel Drive in Emerald Isle. This is in "The Pointe" community- of Emerald Isle, adjacent to Coast Guard Channel off of Bogue Sound on the northwest side of the island. The property is 16,000 sf in size, averages +4' mhw in elevation, and is vegetated with typical lawn grasses. There is a residence on the property, an existing pier and L-head alongside a boat basin, and the shoreline and basin are stabilized with concrete bulkheads. The house is serviced by an individual septic system and municipal .eater. i_- ! l 7 M7 Lookine - northwest into Coast r Guard Channel " y d??; sou The Emerald Isle Land Use Plan classifies this area as Conservation by- virtue of its location within a CAMA AEC. The water quality classif ication is SA-ORW. The waters of Coast Guard Channel are open to the taking of shellfish, and the area is not designated as Primary Nursery. The existing bulkhead is in poor shape. The applicant proposes to install a vinyl wall 2' waterward of the existing wall. In so doing, he proposes to continue the wall across the existing basin and close this feature. The basin is presently approximately -6" nlw, and will require approximately 100 cubic yards of material to fill it to yard grade. The overall proposed bulkhead length is 121', and the basin is 14' x 30' The existing pier is toward the northeast side of the lot beside the basin. This pier is intended to be removed in its entirety, and another structure constructed more toward the center of the lot. The new pier will be 28' in length and 5' in width, with a 12' x 16' T-head at the end. Two boatlifts will be installed, one on each side of the dock, each 12'x 12' in size. Both the existing and proposed pier extends 40' into the body of water, which is in excess of 350' across. 10. ANTICIPATED IMPACTS: As proposed, the project will require the filling of approximately 1452 sf of high ground for tie-back installation, 662 square feet of shallow bottom habitat for filling of the basin and new bulkhead installation, and 620 sf of open water incorporation with the construction of the pier, dock, and boatlifts. It should be noted that the shallow bottom habitat to be filled by the basin was high ground as recently as the mid to late 1970's, and is therefore not as productive as virgin shallow bottom habitat.
