Sue,
Since the applicant states the proposed withdrawal rate would not exceed 1 million gallons a day, there are no concerns
from the IBT program. Concerns about the need for an IBT certificate or an emergency IBT transfer are triggered when
the transfer volume exceeds 2 million gallons a day.
