Bridge Project at Riley's Branch to allow the installation of a subsurface force main (approximately 320 feet of pipe) across Riley's
Branch adjacent to Greenville Loop Road. The application for this project is still in the review cycle and I am forwarding this request
as an amendment to the original application.
The proposed changes will temporarily disturb an area of coastal wetlands along the eastern side of the bridge near both ends
of the bore. The 320 foot section of pipe will begin approximately 40 feet above, or north of Clear Brook Drive and will terminate on
the southern side of the bridge at the entrance of Sandfiddler Point Road.

8. PROJECT SUMMARY: The applicant proposes to replace the existing Greenville Loop Bridge over
Riley's Branch using head-wall/rip rap construction instead of CMP's (Corrugated Metal Piping). The
applicant is also proposing the replacement of an underground water line with a bridge connected line.
9. PROJECT DESCRIPTION
The Project site is the existing bridge crossing of Riley's Branch, on Greenville Loop Road, in New
Hanover County. The bridge crossing is located approximately one-half mile east of Pine Grove Road.
Riley's Brach is a tributary of Hewlett's Creek which flows into the Atlantic Intracoastal Waterway
(AIWW). The project area is relatively flat, with elevations of approximately 7-8' above Mean High
Water (MHW). At the bridge crossing, Riley's Branch consists of two low velocity stream channels
approximately 20' wide, which is surrounded on both sides by Salt Meadow Cordgrass (Spartina
Alterniflora) and Black Needle Rush (Juncus roemarianus. The marsh transition toward highground
exhibits high coastal marsh vegetation, including, Glasswort (Salicornia, spp.), Spike Grass (Distichlis
spicata) and Salt Meadow Grass (Spartina patens). The main stream channel is approximately 1'-3' deep
and 10' wide.
The New Hanover Land Use Plan classifies the waters of Hewlett's Creek and Riley's Branch as
Conservation, and the adjacent high ground in the project area as Resource Protection . The waters in
the project area are classified as SA by the N.C. Division of Water Quality. They are designated as a
Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are NOT open to the
harvest of shellfish.
The City of Wilmington proposes to replace the existing two lane bridge span at its present location.
The existing bridge, which was constructed in the 1960's, has three 36" CMP's which run north to south
and run approximately 30' in length and approximately 20' in width. The proposed bridge would consists
of two 12" x 53' steel piles that would support the concrete pile caps, bents and head walls. Rip rap
material would be placed along the faces of the two head walls. The rip rap material would extend
approximately 15' from the top of the concrete cap down to -2.0' (at Mean Low Water) towards the
center of the channel and would span approximately 90' in north and south directions (perpendicular to
Greenville Loop Road). Current use of the 36" CMP's prohibits clearance between the bridge deck and
normal high water (NHW). The new structure would consist of two concrete head walls (covered with
suitable rip rap material), reenforced concrete pilings and cored slab concrete decking. The overall
structure would measure approximately 90 feet in length (lengthwise measurements from end of rip rap
to end of rip rap) and roughly 60' in width. The bridge would provide a vertical clearance of
approximately 3.0' -5.0' feet above NHW and would have a horizontal clearance, from edge of rip rap to
edge of rip rap, of 20'. To accommodate the wider bridge, the bridge approaches will also include three
12 foot lanes (excluding bike lanes) with three foot shoulders. The shoulders would taper to grade with
a 3:1 slope.

10. ANTICIPATED IMPACTS
The project would result in temporary impacts to 6,872 sq. ft. of coastal and type "404" wetlands by the
bridge construction. The new bridge would have a vertical clearance of 4.0' higher and approximately
20' wider than the existing structures. The reduction in the number of CMP's would also provide greater
horizontal clearance for navigation. Short term turbidity is expected during pile placement and during
construction and removal of the temporary CMP's. The applicant states that approximately 2,000 sq. ft.
of coastal wetlands will be created by the construction/replacement of the new bridge. Traffic will be
limited to one lane only during bridge construction.
