PROJECT DESCRIPTION: The project site is located at 234 Seacrest Drive, on a finger canal adjacent to Motts Channel (a federally maintained channel that is located between Banks Channel and the Atlantic IntraCoastal Waterway), in Wrightsville Beach, New Hanover County. The lot is pentagonal, and is roughly 109 ft. long on the west side, 62 ft. long on the north side, 50 ft. long on the east side and approximately 167 ft. along the waters edge. There is an existing one and a half story single family residence located on the property, as well as an existing 55 ft. x 6 ft. pier and a 16 ft. x 6 ft. floating dock. The property elevation averages approximately 5.0 feet above mean sea level. The applicant has obtained a CAMA General Permit (GP#31978-D) for the construction of a bulkhead at the subject property. At the time of the site visit on February 20, 2003, the applicant was in the process of installing the bulkhead. Construction activities related to the installation of tie bulkhead should not interfere with the proposed boat lift and maintenance dredging. ` The subject property contains a narrow strip of coastal wetlands, approximately 130 ft. in length and 10- 12 ft. in width, adjacent to the shoreline on the waterward (southeastern) side of the lot. Smooth Cordgrass (Spartina alterniflora) is the predominant species along the waterward side of the marsh border, while Sea Lavender Limonium, spp.), intermixed with Spike Grass (Distichlis spicata), are found at slightly higher elevations. Salt Meadow Grass (Spartina patens), Sea Oxeye orrichia frutescens and Grounsel-bush (Baccharus halimifolia) complete the transition to throughout the high ground. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the canal, which are included in the Wrightsville Recreational Area, are classified SB# by the Division of Water Quality. They are not designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. The applicant is proposing to construct a 14 ft. x 16 ft. boat lift and to perform maintenance dredging in the area surrounding the floating dock and proposed boatlift on the eastern side of the existing pier. The applicant is proposing to remove approximately 133 cubic yards of material from the area surrounding the proposed boatlift. The dimensions of the dredging would include a 30 ft. X 20 ft. X -6 ft. at Mean Low Water (MLW) area around the boat lift. The material would be removed by a barge mounted excavator, then placed onto the barge and transported to an existing spoil disposal island just south of the project site. 10. ANTICIPATED IMPACTS: The subject property was constructed during the 1970's prior to any governing restrictions related to pier head alignment. The existing floating dock extends approximately 1/3 the width of the channel, and is located in the hook of the canal. Navigation in and out of the channel, both during and after construction, could potentially be problematic depending on the tide. Although the existing floating dock extends beyond the established pier head line, no adverse impacts from the proposed work are expected due to the boatlift location (located within the pier head line). Mr. Stansfield Page 3 The proposed project would result in the incorporation of an additional 224 square feet of estuarine waters and public trust area. The proposed maintenance excavation would result in the disturbance of 300 square feet of shallow bottom. The project would create approximately 133 cubic yards of spoil material to be transported offsite. No significant depression areas are expected in the shallow bottom and open water areas due to the rapid increase in depth from the shoreline out to the channel (1 ft. drop in elevation for every ten ft. towards the channel). There would be increased turbidity levels during project activity, however, if timed to avoid periods of peak biological activity, no long-term adverse impacts are anticipated. k Y.
