PROJECT DESCRIPTION: The applicant's project is located on NC Highway 210, at the old Scotch Bonnet Pier site, near the North Topsail Beach / Surf City Town Line, adjacent to the Atlantic Ocean, in North Topsail Beach, Onslow County. The property consists of a 53 acre tract known as Scotch Bonnet Pier. The property runs from the Atlantic Ocean to the Sound. The applicant's current proposal is to develop a 6.331 acre portion of the tract located on the ocean side of NC Highway 210. The property measures approximately 600 feet wide along NC Highway 210 by approximately 520 feet deep from the Highway right-of-way to the mean high water line of the Ocean. This property was utilized for hurricane sand sifting and storage by the Town of North Topsail Beach following Hurricane Floyd. Prior to the recent; hurricanes, the site consisted of a fishing pier, restaurant, parking lot, and mobile home park. Today, all that remains are several pier pilings and scattered remnants of the asphalt parking lot. In the process of removing the asphalt parking lot, the applicant disturbed approximately three acres of the site, which resulted in the requirement for a Sedimentation and Erosion Control Plan and hence a CAM A Major Permit for the future development. The majority of the site is flat and consists primarily of bare sand with scattered patches of Bermuda Grass and Bitter Panicum. Running along the entire ocean side of the property is a dune feature averaging approximately 40 feet in width and reaching an elevation of approximately 14 feet above mean sea level. The first line of stable natural vegetation is located approximately 30 feet landward of the landward toe of the dune. The majority of the property is located with the Ocean Erodible Area AEC and the entire property is located within the High Hazard Flood Area AEC. The North Topsail Beach Land Use Plan classifies the upland areas of the project site as Developed. The waters of the Atlantic Ocean are Classified SB by the Division of Water Quality. The applicant is proposing to develop the property into a nine lot residential subdivision. Initial improvements to the site will include the grading of approximately 4.4 acres and the construction of a 20 foot wide asphalt road running the entire length of the property. The road would have two connections, to NC Highway 210, one at the eastern end and one at the western end of the property. The road would be located approximately 50 feet oceanward of the right-of-way of NC Highway 210 and approximately 13 5 feet landward of the 120 feet large structure setback from the first line of stable natural vegetation. Once the road is constructed, individual lots would be developed under the CAMA Minor Permit Program by the individual lot owners. 10. ANTICIPATED IMPACTS: The initial grading of the site and the construction of the asphalt road bed would result in the disturbance of approximately 4.4 acres of highground. The applicant received a Low Density Subdivision Stormwater Permit from the NC Division of Water Quality on February 20, 2003 (Permit No. SW8 020836). The applicant also has as approved Sedimentation and Erosion Control Plan from the Division of Land Resources dated October 22, 2002.
