The site is approximately 1 mile east of Polkton, NC, just South of the existing CSX railroad.

Allied will construct approximately 3.3 acres of wetlands as a result of the construction of a municipal '
solid waste landfill. The wetland construction will result in the unavoidable fill of 1.6 acres of wetlands in
which Allied will replace at 2:1 ratio. The mitigation site is located in an upland area and will tie into an
existing wetland, which is located adiscim to Brown Creek.

The purpose of the wetland mitigation pmj.= is to compensate for the loss of existing wetland habitats. '
Although it would be very difficult to si6e a large landfill in the region without impacting any streams or
wetlands, Allied intends to minimize unavoidable fills and provide compensation for wetlands that will be
lost.

1.0 INTRODUCTION

On behalf of Chambers Waste Systems of North Carolina, a subsidiary of Allied Services, LLC
(Allied), Almes & Associates, Inc., Consulting Engineers (ALMES) has prepared this Wetland
Mitigation Plan for work related to the proposed construction of the Anson County Solid Waste
Management Facility located near Wadesboro, Anson County, North Carolina. Construction of
the proposed landfill will impact some areas of jurisdictional wetlands. This plan is intended to
provide details of the proposed mitigation work.
2.0 GOALS AND OBJECTIVES
The objective of the proposed mitigation is to provide wetland habitat that will compensate for
the loss of wetlands. It is the Owner's intent to construct at least twice as much wetland habitat
as that which will be lost as a result of landfill construction. In addition to providing greater
surface area, it is anticipated that the replacement wetlands will provide a more diverse habitat
than what is currently available.
Although it would be very difficult to site a large landfill project in the region without impacting
any streams or wetlands, the purpose of this plan is to minimize unavoidable impacts and provide
compensation for those wetlands that will be lost.
3.0 GEOGRAPHIC LOCATION
' The entire proposed landfill site is located off U.S. Route 74 between Polkton and Wadesboro,
' North Carolina (Refer to the Vicinity Map presented in Figure No. 1 and a U.S.G.S. Site

Location Map in Figure No. 2). The proposed landfill site is bordered to the south by the
existing CSX Railroad right-of-way, to the north and west by Brown Creek, and to the east by
Pinch Gut Creek. All drainage from the proposed landfill site eventually flows into either Brown
Creek or Pinch Gut Creek via numerous unnamed tributaries. The drainage patterns for surface
water flows are shown on Figure No. 3 - Existing Site Conditions Map along with the property
boundaries and other general site features. The wetlands that will be lost as a result of the
proposed landfill are also shown on the drawing.
The proposed mitigation site is located just south of the existing CSX railroad tracks on the
western side of the property. The property borders the eastern edge of a large existing shrub-
scrub wetland along the banks of Brown Creek.
4.0 IMPACTED WETLANDS
The wetlands that will be impacted are located adjacent to several small unnamed tributaries to
Pinch Gut Creek. In general, the tributaries are wet weather channels carrying surface water
during periods of heavy rain. Some of the channels are deeply incised (up to 5 feet) and contain
little to no substrate. It should be noted that the Owner does not intend to develop, or in any way
disturb, the forested wetlands located adjacent to Pinch Gut Creek or Brown Creek. In addition,
this project will not disturb areas within the floodplain which have been identified at or below
the 250 foot contour elevation (refer to Figure No. 3).
The impacted wetlands along the banks of the unnamed, intermittent, tributaries provide some
level of wildlife habitat; however, due to the sparse vegetation, small size of the areas, lack of
substrate in the stream bottoms, and limited composition of vegetation, these areas are not
considered significant (in terms of providing food, cover, nesting, or spawning habitats). Other
wetland functions such as storage of floodwaters, nutrient cycling, groundwater recharge,
pollution filtration, etc. are probably being provided, but to a very limited or negligible degree.
The impacted wetland acreage along the intermittent stream banks includes approximately 0.5
acres.

The wetland to be impacted at the base of the unnamed tributaries occupies approximately 1.1
acres. The area has been created as a result of the previous construction of an access road across
the tributary. Water flows beneath the road via a culvert and eventually discharges into Pinch
Gut Creek. This wetland area has a higher value and provides more functions than those
wetlands along the stream banks.

5.0 CALCULATION OF WETLAND ACREAGE
Through prior conversations and field visits with the U.S. Army Corps of Engineers (Corps), it
was decided that an average width of 5 feet along the intermittent tributaries would be
representative in defining the limits of wetlands. This 5-foot average was then multiplied by the
entire length of tributaries being affected by the proposed landfill to calculate a total disturbed
wetland acreage (refer to Figure No. 3). A total of 1.6 acres of wetlands will be impacted as a
result of landfill construction (0.5 acres for stream wetland acreage and 1.1 acres for the wetland
at the base of the tributaries).
Allied proposes to mitigate for the loss of wetlands using a minimum of a 2:1 ratio. That is, for
every acre of wetlands disturbed, 2 acres will be replaced. A minimum of 3.2 acres of wetlands

will be created. There is a relatively high degree of confidence that the replacement wetland will
be successful given the known hydrology and presence of thriving vegetation within adjacent
wetlands.
6.0 DESCRIPTION OF THE PROPOSED MITIGATION SITE
The proposed mitigation site consists of a mixed deciduous and conifer upland forest located on
the eastern edge of an existing wetland. The mitigation area will expand and enhance the
existing wetland and provide additional habitats for wildlife. Due to the somewhat remote
location, this area will be protected from future development and will become part of the, existing
wetland ecosystem.
The mitigation site will be located adjacent to and around an unnamed intermittent tributary
which discharges into the existing wetland. While the existing wetland will provide the majority
of water for the proposed mitigation site, the upgradient drainage area (85 acres) will provide an
additional supply of water via the tributary.
Topographic change is somewhat abrupt at the edge of the existing wetland and can be identified
by a change in vegetative communities at the wetland/nonwetland boundary. The presence of
open water within the existing wetland can also be used to assist in defining the edge of the
existing wetland.
Vegetation within the wetlands surrounding the proposed mitigation site has been identified to
aid in the design of the mitigation wetland. Specifically, the vegetation proposed for planting
within the mitigation area will reflect those species native to the area and within adjacent
wetlands. It is anticipated that, over time, additional wetland vegetation will most likely become
established within the constructed wetland. The following species of vegetation have been
identified with the wetlands adjacent to the proposed mitigation site.

7.0 WETLAND CONSTRUCTION
The viability and survival of the mitigated wetland is dependent upon the proper hydrologic
conditions. Site grading by the wetland contractor will be a critical factor in establishing a
proper hydrologic setting for wetland plant survival and growth. The following sections provide
details of wetland construction. Refer to Figure Nos. 4, 5, and 6 for the Site Plan, Seeding and
Planting Plan, and Cross Sections related to the wetland mitigation.
7.1 EXCAVATION TO BASE GRADES
' The proposed wetland mitigation area will be initially cleared and grubbed. It is anticipated that
any timber with value will be removed and sold.
' The contractor will over-excavate soils within the wetland mitigation area to 6 inches below the
final grades, as shown on Figure No. 4.
The wetland contractor will be responsible for providing all surveying services related to:
1) establishing the limits of the mitigation area;
2) establishing wetland grades; and
3) establishing the limits of each vegetative zone within the mitigation area.

7.2 PLACEMENT AND PREPARATION OF WETLAND SOILS

Soils from the larger wetland (near the access road) are to be removed and stockpiled until the
grades within the mitigation area have been established. The re-use of these soils within the
mitigation area will provide a "seed bank for the germination and establishment of wetland
plants. If the wetland soils are to be stockpiled, that is, they would not be directly excavated and
transported to the mitigation area, long, furrow-like stockpiles are strongly recommended (no
higher than 5 feet high) in order to prevent composting which would kill any seeds within the
soils.
The contractor will then transport, place, and grade stockpiled wetland soils throughout the entire
wetland mitigation area according to the final grades shown in Figure No. 4. If required, off-site
soils containing at least 10 percent organic matter can be used to supplement, but not replace, on-
site wetland soils.
Following general site grading and placement of six inches of wetland soils by the contractor,
lime and fertilizer will be applied at rates determined on the basis of soil tests.
It will be critical for the site to be graded as specified. To a limited degree, the plantings can be
adjusted based on slight differences in grading; however, the plants within each zone have
specific water requirements and too much or too little water would affect the survivability of
individual plants.
7.3 PLANTING SEEDING AND MULCHING
Seeding and planting of the mitigated wetland will include four zones: the Aquatic Vegetation
Zone (0.89 acres), the Herbaceous Vegetation Zone (0.87 acres), the Shrub/Tree Vegetation
Zone (0.75 acres) and the Bank Stabilization Zone (0.77 acres). No seed will be applied to the
open water of the Aquatic Vegetation Zone.

It is recommended that the wetland be planted in the spring between April and May or in the fall
between September and October.
7.3.1 ' Planting
If the plants are to be stored for any time prior to planting, a temporary holding area will be
constructed to stage plants prior to installation. The holding area will be constructed out of 6 by
6 landscape timbers draped with an impermeable liner. All water dependent plants will be set
into the lined area and saturated with water. In addition, netting will be hung above the plants to
reduce stress and loss of moisture from direct sunlight.
All plants will be installed within the four zones as shown on the plan drawing. The limits of
these zones will be surveyed and marked in the field. The surveyed limits will establish the
limits of each planting zone and provide a boundary for the wetland planters.
Plants within each zone will be planted in such a manner as to resemble the most natural setting
possible. Plants will be installed at the same depth in the ground which they were grown at the
nursery. Plants that need to be supported will be staked in the field.
7.3.2 Seeding
Seeding within the wetland mitigation area should be in accordance with the wetland seed
mixtures specified on Figure No. 5. A temporary ground cover within the wetland mitigation
area has been specified that will provide erosion control and cover until that wetland seeds can
germinate and become established. The ground cover seed mix will include rye and annual
lespedeza, which are annuals.
For erosion control on the graded bank slope, a permanent seed mixture that includes tall fescue,
sericea lespedeza, and kobe lespedeza will be sown following grading activities

7.3.3 Mulching

Mulch will be provided to all areas within the mitigation area, including the banks. Mulch
application will include 4,000 to 5,000 lb/acre grain straw (or equivalent cover). For the 2:1
slopes, the mulch will be anchored by tacking with asphalt, roving, or netting.
7.4 WILDLIFE AMENITIES
Certain wildlife amenities such as duck boxes, nesting platforms, roosting trees, etc. will be
incorporated into the wetland mitigation area as deemed appropriate and feasible by the Owner
and the Wetlands Planner. In addition, several areas of downed trees or snags will be brought
into the wetland to provide cover and resting areas for reptiles and amphibians.
8.0 MONITORING AND EVALUATION OF SUCCESS CRITERIA
A three-year maintenance and monitoring period is recommended for the mitigated wetlands.
Reports will be submitted every six months for the first two years after construction and once for
the following year. The monitoring reports will contain information describing the success of
the site at the time of the inspection, analyze the functions being provided, and provide an
inventory of the plant species and percent aerial coverage. Photographs of the mitigated wetland

It is noted that the project will be deemed "successful" if the wetland mitigation area has at least
75 percent coverage of herbaceous vegetation present in all areas showing such vegetation on the
plans, with at least 85 percent of that coverage being provided by hydrophytic species. However,
it is acceptable if the species differ from those shown on the plans if those differing are not
undesirable or invasive species.
