As noted in the Division's Request for Additional Information letter to you dated September 23, 2019, the Director has determined that it is in the public's interest to hold a public hearing to receive public comment and additional information on the proposed project. This hearing must be held prior to taking final action on your application. Please see the attached Public Hearing Notice for the details of the hearing. Please be aware that you have no authorization under the Water Quality Certification Rules for this activity and any work done within waters of the state may be a violation of North Carolina General Statutes and Administrative Code. Division of Water Resources, Water Quality Permitting Section Water Quality Certification Application for Mountain Valley LLC — MVP Southgate Project The purpose of this Public Notice is outlined below. Public Notice and Notice of a Public Hearing on November 19, 2019 for Mountain Valley LLC — MVP Southgate Protect Water Quality Certification; DWR #20181638 Version 3 PUBLIC NOTICE is hereby given that on August 14, 2019, Mountain Valley, LLC (700 Universe Blvd, Juno Beach, Florida 33408) applied to the N.C. Division of Water Resources (DWR) for a 401 Water Quality Certification and Buffer Authorization, pursuant to Section 401 of the Federal Clean Water Act and Title 15A NCAC 02H .0500, and 02B .0267. In accordance with the application submitted on August 14, 2019, Mountain Valley, LLC is seeking the certification to permanently impact 0.02 acres of 404 jurisdictional wetlands, and temporarily impact 17,726.29 linear feet of jurisdictional streams, 6,538 square feet of jurisdictional open waters, and 13.95 acres of 404 jurisdictional wetlands, to install approximately 4.3 miles of 24-inch diameter pipeline, approximately 42.7 miles of 16-inch diameter pipeline, and appurtenances in Rockingham and Alamance Counties. The public is hereby notified that DWR will hold a public hearing from —6 p.m. to 9 p.m. on Tuesday, November 19, 2019 at the Rockingham Community College Advanced Technologies Auditorium, located at 215 Wrenn Memorial Rd, Wentworth, NC. Sign -in and speaker registration will begin at 5 p.m. DWR is unable to guarantee that there will be enough time to hear comments from all people who register to speak. The purpose of this public hearing is to allow interested persons to submit oral and/or written comments regarding the 401 Water Quality Certification application submitted to DWR.
