Dear Mr. Medors:
You have our approval, in accordance with the attached conditions, to excavate in 0.01 acres of waters for
the purpose of trestle bridge replacement at Tar River, as you described in your application dated October 20,
1997. After reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3127. This Certification allows you to use Nationwide Permit Number 3 when it is
issued by the Corps of Engineers. In addition, you should get any other federal, state or local permits before
you go ahead with your protect including (but not limited to) Sediment and Erosion Control, Coastal
Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the
accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed
in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are
final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water

Re: CSX Railroad Trestle Bridge Replacement, Tar River, Greenville, Pitt County, N.C.
Dear Henry:
CSX Railroad proposes to replace an existing railroad trestle bridge over the Tar River in Greenville,
Pitt County, N.C. (Figure 1). The existing wooden structure will be rebuilt, in place, at the same
location. The new structure will be of similar length (1800 feet) and height (22-ft vertical clearance
at normal mean surface) as the existing structure. However, the new trestle bridge will have one half
the number of pilings as the present bridge and piling spacing will be twice that of the existing facility,
thereby reducing encroachment into waters of the Tar River. Present schedule calls for construction
to begin December 1997 and be completed by May 1998.
Environmental Services, Inc. has visited the site to determine potential impacts to waters or wetlands
in the general area. Because the trestle bridge will extend from high ground to high ground above
the Tar River floodplain, no additional wetlands will be impacted by this project. Minor impacts to
navigable (Section 10) waters will occur due to piling removal and replacement. There are no
protected species likely to be affected by proposed replacement, and no known cultural resource sites
occur in the project area. Stringent erosion and sediment control measures will be employed during
the construction process to eliminate or minimize water quality impacts to the Tar River.
We believe propo 03f lacement of the railroad trestle bridge can be accomplished under
Nationwide Permit the "repair, rehabilitation, or replacement of any previously authorized,
currently serviceabl , ure or fill, or any currently serviceable structure or fill authorized by 33
CFR 330.3, provided that the structure or fill is not to be put to uses differing from those uses
specified or contemplated for it in the original permit or the most recently authorized modification"
(61 FR 241, 6514 (December 13, 1996)). This permit covers Section 404 and Section 10 activities.

At this time, we wish to make submittal to the U.S. Army Corps of Engineers as a way of notification
of pending construction. Enclosed you will find a Pre-Construction Notification package with
information and engineering drawings depicting the project. Because of high public visibility
associated with this project, we would appreciate your concurrence with our evaluation of permit
compliance. By copy of this letter, we are also notifying the N.C. Division of Water Quality and the
U.S. Coast Guard of proposed intent.

The current trestle and bridge were built in the early 1950's. Currently, the
trestle and bridge have degraded to a point that routine maintenance cannot insure
structural stability, thereby creating a safety hazard for rail traffic. The new
trestle will reduce the current number of pilings in wetlands by 50 percent.
