Dear Sirs:
You have our approval, in accordance with the attached conditions, to dredge 225 square feet of waters in
for the purpose of constructing a boat ramp at SR 1228 as you described in your application dated October 10,
1997. After reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3112. In addition, you should get any other federal, state or local permits before you go
ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater,
Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the
accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions
listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions
are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water

The applicant owns a 2.0 acre site off SR 1228 adjacent to a t33' wide manmade canal
which connects to the Scuppernong River in Tyrrell County. The site is north of US 64 and just
to the west of the Town of Columbia. The site is divided into two areas, a 0.7 acre developed
public boating access site and a 1.3 acre area which is undeveloped. Located at the launching site
is a concrete ramp along with two adjacent piers which assist individuals in launching. Also there
is a gravel parking area. No wetlands are located in the launching area, however, wetlands may
exist within the undeveloped area. No delineations have been conducted.
PROJECT PROPOSAL
The applicant is proposing to upgrade the existing launching facility due to increase
demands. All of the proposed development is proposed within the existing developed area an
none within the 1.3 acre undeveloped area. The applicant is proposing the following:
1) The excavation of a ±55' by ±45' area most of which is highground for the
placement of two new concrete boat ramps. This excavation will allow the ramps
to be placed outside of the existing canal thus reducing navigation congestion.
2) The removal of the existing concrete boat ramp and replace it with two 48.5' long
by 14' wide concrete ramps. Thirty (30.0) feet of the ramp will be placed beyond
the normal water level.
3) The construction of three 45.0' long by 5.5' wide wooded fixed piers to aid in the
launching of boats. These piers will extend approximately 30.0' beyond the newly
created normal water line.
4) The construction of a 75' long by 5.5' wide wooded temporary mooring dock to
the north of the boat ramp. This dock will be constructed parallel to the existing
canal bank and partly atop the existing land so as not to disturb existing navigation
within the canal when boats are moored along side.
5) The construction of a 4.0' to 8.0' wide concrete disabled user sidewalk which will
connect to a 10.0' wide by 44.5' long concrete apron at the landward end of the
proposed ramps. A total of 94.0 lineal feet of sidewalk is to be constructed.
ENVIRONMENTAL IMPACT
The project as proposed should have the following minimal environmental impacts:
1) No wetland vegetation will be excavated and/or filled.
2) Approximately 2,250 sq. ft. of highground area will be excavated in regards to the
placement of the ramps.
3) Approximately 225 sq. ft. of open water area will be excavated in regards to the
placement of the ramps.
4) Some short term turbidity will occur during project construction.
