12. Purpose of proposed work: To provide safe take-out for river users. To prevent further erosion
and to prevent sediment from entering the Nantahala River.
13. State reasons why the applicant believes that this activity must be carried out in wetlands.
Also, note measures taken to minimize wetlands impacts. This is the only place 150,000 boaters have
to get out of the Nantahala River.
12. Description of proposed work (Attach PLANS-8 1/2" X 11" drawings only): A.Bank stabilization
at stations listed above. B. Construction of 215' concrete retaining wall above noraml high water.
C. Replace 125' of existing timber retaining wall above normal high water with concrete wall
D. Fill behind retaining wall and place gravel surfacing to prevent erosion. This surface will be
hardened at a later date. E. Trees will be removed above normal high water. Trees will planted
in planting areas on take-out surface above normal high water.
15. You are required to contact the U.S. Fish and Wildlife Service (USFWS) and/or National Marine
Fisheries Service (NMFS) regarding the presence of any Federally listed or proposed endangered or
for listing endangered or threatened species or critical habitat that may be affected by the

An archelogical survey was completed by Forest Service archeologists - no significant sites are in
take-out area. This information was forwarded to SHPO.
17. Additional information reguired by DEM:
A. Wetland delineation map showing all wetlands, streams, and lakes on the property.
Soils series is Rosman which is moderately well drained and not classified
as hydric. These soils are formed from alluvial deposits. The first 15-20 feet adjacent
to US Highway 19 is on old road fill material.
B. If available, representative photograph of wetlands to be impacted by project.
C. If delineation was performed by consultant, include all data sheets relevant to the
placement of the delineation line.
D. If a stormwater management plan is required for this project, attach copy.
E. What is the use of the surrounding property? National Forest land- public recreational use
F. If applicable, what is the proposed method of sewage disposal? Not applicable.

TAKE-OUT PROJECT MITIGATION
The following measures are incorporated into this project as mitigation against impacts to
floodplains and fisheries habitat:
1) The project will be accomplished during periods of power generation shutdown, so that river
levels are well below construction. No disturbed areas will be left exposed if power generation
occurs and raises river levels. This will reduce or eliminate sedimentation into the Nantahala
River as a result of construction.
2) Compliance with State of North Carolina'a Sedimentation Pollution Control Act will be
accomplished: no ground disturbing activity will occur ouside normal seeding season (4/1 to 9/30)•
3) Trees will be planted in planting areas on take-out surface
above
Current erosion will be stopped by surfacing the area the retaining wall

APPROVAL of 401 Water Quality Certification

Dear Mr. Wilkins:
You have our approval, in accordance with the attached conditions, to excavate in 0.03 acres of wetlands
or waters for the purpose of river take-out at Nantahala Outdoor Center, as you described in your application
dated 25 June 1997. After reviewing your application, we have decided that this fill is covered by General
Water Quality Certification Number 3102. This Certification allows you to use Nationwide Permit Number
13 when it is issued by the Corps of Engineers. In addition, you should get any other federal, state or local
permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control,
Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire
when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions
listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions
are final and binding unless you ask for a hearing.
Ibis letter completes the review of the Division of Water Quality under Section 401 of the Clean Water
