The site designers laid out the golf course in an effort to minimize wetland impacts. Some golf holes allow for playing over and around wetlands. This approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. A wetland pocket missed by S&EC during delineation has been claimed by the Corps of Engineers. The wetland is an isolated pocket approximately 0.26 acres in size occurring in a cutover drainageway. Hydrology of the feature is non-riparian resulting in an ephemeral wetland. Vegetation in and around the pocket is dominantly Arundinaria gigantea. The filling of this additional 0.26 acres of wetlands is requested to accommodate the landowners objectives of constructing a Par-3 golf course (see attached map). It is desired that 0.55 acres total of jurisdictional waters and wetlands be filled. A Nationwide Permit 26 is requested due to channel impacts totaling 470 linear feet and filling of 0.55 acres of wetlands. Channel impacts will be in the form of piping. Mr. Eric Fleek of the Division of Water Quality visited the site on May 20, 1997. Mr. Fleek viewed the impact areas requested in the first permit application and felt mitigation was not required. Total estimated wetland acreage on tract is 3.695 acres. Consequently, the RRO believes this project exhibits good avoidance/minimization in terms of wetland impact. Requested stream channel impacts are 470 linear feet. During the site visit the RRO determined that the proposed channel impacts (pipe in channel) will occur in an intermittent and (likely) a negative 7Q10/30Q2 stream. Therefore, (as per current DWQ policy) no stream channel mitigation should be required for this project. However, it is the opinion of the RRO that impacts to the stream could be reduced. This area (and the corresponding wetland) must be impacted (as per the consultant) because mechanical ball retrieval will be conducted in these areas. Consequently, the RRO would recommend issuing the 401 with the following conditions: 1) It seems feasible to the RRO that a small culverted crossing of the stream combined with a small-mesh fence placed near the channel bank could serve to exclude balls from _ the stream channel while allowing mechanized ball-retrieving equipment access to further points on the range. This condition would minimize the amount of macro invertebrate-impairing pipe placed in channel and the RRO believes that this condition should be included in the 401. 2) In addition, during the site visit the consultants (Wendell Overby and Kevin Martin) stated that all remaining wetlands on the property not currently proposed for impact would be left intact. To ensure this intent the RRO believes language in the 401 should be included to prohibit future wetland impacts in these areas (highlighted on enclosed map). The project is labeled DWQ#970334 and USACOE#1997-00595 with the regulatory agencies. A revision to the previous application is being made due to an additional proposed impact. A wetland pocket missed by S&EC during delineation has been claimed by the Corps of Engineers., The wetland is an isolated pocket approximately 0.26 acres in size occurring in a cutover drainageway. Hydrology of the feature is non-riparian resulting in an ephemeral wetland. Vegetation in and around the pocket is dominantly Arundinaria gigantea. The filling of this additional 0.26 acres of wetlands is requested to accommodate the landowners objectives of constructing a Par-3 golf course (see attached map). It is desired that 0.55 acres total of jurisdictional waters and wetlands be filled. A Nationwide Permit 26 is requested due to channel impacts totaling 470 linear feet and filling of 0.55 acres of wetlands. Channel impacts will be in the form of piping. Mr. Eric Fleek of the Division of Water Quality visited the site on May 20, 1997. Mr. Fleek viewed the impact areas requested in the first permit application and felt mitigation was not required. The impacts proposed in the first application included 470 linear feet of channel and 0.28 acres'of wetlands. If another site visit is requested please contact S&EC regarding a time and date.
