The proposed bulkhead is to be constructed from 2 feet to 10 feet waterward of mean high water (MHW) and an average of 5 feet waterward of MHW on the Atlantic Intracoastal Waterway, near Sneads Ferry, Onslow County, North Carolina. Your receipt of this letter verifies your acceptance of a valid request for certification in accordance with Section 325.2(b)(ii) of our administrative regulations. We are considering authorizing the proposed activity pursuant to Section 404 of the Clean Water Act, and we have determined that a water quality certification is required under the provisions of Section 401 of the same law. A Department of the Army permit will not be granted until the certification has been obtained or waived. According to our administrative regulations, 60 days is reasonable for State action. Therefore, if you have not acted on the request, or asked for an extension of time, by February 6, 1998, the District Engineer will deem that waiver has occurred. PROTECT DESCRIPTION The subject of this Major CAMA Permit Application is a vacant, single-family lot located at 287 Grandview Drive in Sneads Ferry, Onslow County. The lot borders the Atlantic Intracoastal Waterway. The application notes that the property is approximately 2' above mean high water in elevation. Visually, the property appears low and flat with potential for overwashing. At the time of the site visit the lot had been closely mowed with little or no trees or shrubs. The AIWW is narrow in this location with the channel running relatively close to the shoreline. This scenario provides an opportunity for the boat wakes from the AIWW traffic and currents to influence the shoreline configuration. A General CAMA Permit, #016718 was issued on June 4, 1997 authorizing construction of a pier and boathouse for this lot. Construction is underway at the time of this writing. The lot is undeveloped except for the pier structure. While no known archeological sites have been identified on this property, the location is in an area having a high probability of containing cultural resources or artifacts. Presently the shoreline of this lot is sparsely vegetated by Salicornia snp., Distichlis spicata, artina. ap tens, and Spartina alterniflora mixed with non-wetland grasses. The wetland fringe extends from the proposed bulkhead alignment landward up to 25' in places. Wetlands also extend up a ditch on the property line bordering Lot 285, John Newman's property. The existing shoreline is a gradually sloping sand flat exhibiting crab activity and colonizing coastal wetlands. A definitive rack line is present. The U. S. Army Corps of Engineers completed a delineation of the 404 wetlands on the property which is indicated by the applicant on the Sheet 1 of 4 of the site drawing. This 404 delineation lies waterward of the active intertidal area and waterward of the coastal wetland plants. A bulkhead as proposed could minimize the effects that the AIWW channel & current have on the shoreline while providing a retaining' wall for the proposed 2' of fill material the applicant plans to put on the lot. The waters of the Atlantic Intracoastal Waterway in this area have been classified as SA by the Division of Water Quality. These waters have been designated as a primary nursery area by the Division of Marine Fisheries. The Shellfish Sanitation Branch has determined that the AIWW near this property is open to the taking of shellfish. The Onslow County Land Use Plan has classified this lot as Limited Transition. 10. ANTICIPATED IMPACTS Bulkhead construction would temporarily stop any natural shoreline migration, providing hardening. Placement of a bulkhead in the location requested by the applicant, would result in approximately 1440 square feet of federal and coastal wetlands being filled. It would also result in loss of a sand flat providing habitat for intertidal creatures. Existing intertidal organisms and creatures would be killed as a result of the construction and fill activities. Bulkhead construction, as proposed, would likely eliminate future potential formation of an intertidal shoreline and shallow water habitat for such organisms. Cumulative effects of bulkheading shorelines on the estuarine environment is currently being studied. Not all potential impacts are known. Janet M. PROTECT DESCRIPTION The subject of this Major CAMA Permit Application is a vacant, single-family lot located at 287 Grandview Drive in Sneads Ferry, Onslow County. The lot borders the Atlantic Intracoastal Waterway. The application notes that the property is approximately 2' above mean high water in elevation. Visually, the property appears low and flat with potential for overwashing. At the time of the site visit the lot had been closely mowed with little or no trees or shrubs. The AIWW is narrow in this location with the channel running relatively close to the shoreline. This scenario provides an opportunity for the boat wakes from the AIWW traffic and currents to influence the shoreline configuration. A General CAMA Permit, #016718 was issued on June 4, 1997 authorizing constriction of a pier and boathouse for this lot. Construction is underway at the time of this writing. The lot is undeveloped except for the pier stricture. While no known archeological sites have been identified on this property, the location is in an area having a high probability of containing cultural resources or artifacts. Presently the shoreline of this lot is sparsely vegetated by Salicornia spp., Distichlis spicata, Spartina, patens, and Spartina alterniflora mixed with non-wetland grasses. The wetland fringe extends from the proposed bulkhead alignment landward up to 25' in places. Wetlands also extend up a ditch on the property line bordering Lot 285, John Newman's property. The existing shoreline is a gradually sloping sand flat exhibiting crab activity and colonizing coastal wetlands. A definitive rack line is present. The U. S. Anny Corps of Engineers completed a delineation of the 404 wetlands on the property which is indicated by the applicant on the Sheet 1 of 4 of the site drawing. This 404 delineation lies waterward of the active intertidal area and waterward of the coastal wetland plants. A bulkhead as proposed could minimize the effects that the AIWW channel & current have on the shoreline while providing a retaining' wall for the proposed 2' of fill material the applicant plans to put on the lot. The waters of the Atlantic Intracoastal Waterway in this area have been classified as SA by the Division of Water Quality. These waters have been designated as a primary nursery area by the Division of Marine Fisheries. The Shellfish Sanitation Branch has determined that the AIWW near this property is open to the taking of shellfish. The Onslow County Land Use Plan has classified this lot as Limited Transition. 10. ANTICIPATED IMPACTS Bulkhead construction would temporarily stop any natural shoreline migration, providing hardening. Placement of a bulkhead in the location requested by the applicant, would result in approximately 1440 square feet of federal and coastal wetlands being filled. It would also result in loss of a sand flat providing habitat for intertidal creatures. Existing intertidal organisms and creatures would be killed as a result of the construction and fill activities. Bulkhead construction, as proposed, would likely eliminate future potential formation of an intertidal shoreline and shallow water habitat for such organisms. Cumulative effects of bulkheading shorelines on the estuarine environment is currently being studied. Not all potential impacts are known. Janet M.
