PROJECT SUMMARY: The City of Elizabeth City proposes to construct a 661.5' bulkhead two feet waterward of an existing bulkhead along Charles Creek. Approximately 114' of shoreline has no per- existing bulkhead and will be stabilized with riprap. City of Elizabeth City Bio Report Page 2 PROJECT SETTING Charles Creek Park is located along Charles Creek adjacent to Riverside Avenue in Elizabeth City, Pasqoutank County. The park is approximately two acres in size and comprises thirteen small parcels. The south and west sides of the property are bounded by Charles Creek, a tributary of the Pasquotank River. The northen end of the park is adjacent to Riverside Avenue and the eastern side is bounded entirely by developed residential lots. The park was originally established in 1971 through the Land Water Conservation Fund, and serves as a recreational day use area. Structures in the park include a covered picnic shelter with bathroom facilities, a playground, a grass volleyball court, and a failing wooden bulkhead. The 784' shoreline has an existing bulkhead that begins at the Charles Creek Bridge on Riverside Avenue, and extends 661.5' in a southerly direction along Charles Creek. The remaining 140' of shoreline has no protection system in place and shows little erosion. The existing bulkhead appears to be sinking and is submerged below normal water level in several places. Water depths just landward of the bulkhead average three to six inches and is not navigable. The normal water line along the shore extends as much as 41' landward of the old bulkhead as a result of the sinking shoreline. A variety of ducks and geese use the shallow area along the bulkhead, resulting in a high concentration of animal waste in the water. Vegetation found on the property includes lawn grass (Bermuda) and penny wort. Primary trees on the site are black gum and cypress. Charles Creek is classified as inland waters by agreement between the Marine Fisheries Commission and Wildlife Resource Commission. The Division of Environmental Management's water quality classification for Charles Creek is SC (fish propagation). There are no known archeological sites or geological formations associated with Charles Creek Park. PROJECT DESCRIPTION The City of Elizabeth City proposes to construct a 661.5' bulkhead two feet waterward of an existing bulkhead along Charles Creek. In its current state of disrepair the existing bulkhead affords little protection from over wash from storms and boats. The proposed bulkhead will be constructed approximately one foot above normal water level, backfilled and sloped back to a line of existing light poles (See Enclosed Site Plan). Approximately 7,480 square feet of Public Trust water will be filled, of that 1,323 square feet of fill will be placed in the area between the remnant bulkhead and the proposed bulkhead. The remaining 6,157 square feet will be placed in the area between the remnant bulkhead and normal water level. Landward of the remaining 140' of shoreline, and a small fringe of freshwater wetlands, the applicant proposes to place a 6' x 114' x 2' riprap structure. The alignment will not follow the shoreline, which accounts for the shorter distance. The total area of high ground to be covered by riprap will be 1,368 square feet. The riprap will allow water to flow from the higher ground fill back along the bulkhead back into Charles Creek. ANTICIPATED IMPACTS 1) The loss of approximately 7,480 square feet of public trust will occur. City of Elizabeth City Bio Report Page 3 2) Approximately 25,125 square feet of the high ground will be filled (including the riprap alignment). 3) Some localized short-term turbidity will occur during the construction of the bulkhead. 4) Reduced concentrations of animal waste in the water directly behind the existing bulkhead. 5) Reduced flooding in the park during times of normal water level and increase use along the waterfront by the public. CAMA REVIEW The project appears to be consistent with the general and specific standards of 07H .0208 (b)(7) of the North Carolina Administrative Code. The problem with the bulkhead sinking is a direct result of unstable land, a geologic feature (wetland fill). Whether this geologic feature is unusual is questionable, but the historic filling was clearly permitted under previous programs. According to the applicant, the City of Elizabeth City received a grant from the Division of Coastal Management to undertake the proposed improvements. A Land Use Plan Consistency will be submitted under a separate letter by John Thayer. Submitted By: Lynn W. If more space is needed, please attach additional pages. Charles Creek Park was a LWCF project completed in 1971. Since then the existing bulkhead has qiven wav and sunk below the NWL in manv areas. In order to maintain the park it is necessary that we raise the bulkhead level and then fill the park can be of use to the qeneral public. Revised 03/95 PROJECT NARRATIVE The City of Elizabeth City built this park project with LWCF funds in 1971. Since that time there have been several additions to the park including expanded open space with new playground The park services this area as a regional facility attrracttingmman school picnics, family reunions and local visitors. The f g bulkhead and intrusion of water has made the park along the waters edge unusable at normal water level. Bulkhead construction is purposed along a line on the water side of the existing bulkhead. The existing bulkhead is at or below normal water level. The new bulkhead will be ± 18 inches above the existing material. Vinyl or aluminum sheeting will be used as the retaining wall with treated wood for pilings and headers. Bulkhead construction could be completed by December '97. Fill would then be added during the winter or spring with Bermuda grass being planted in earl summer. behind the bulkhead wall and only Aenvironmentally sa es sheeting will be used along the water side. ng The following list at specifications outlines the type materials to be used on the proposed project.of Pil_inas 1. All pilings to be treated to 2.5 salt water wood treatment. 2. All piling will round 6" to 8" in diameter. Sheeting Material will be interlocking construction of either aluminum or vinyl. Lumber All lumber material headers to be pressure treated to 2.5 specifications. - Hardware All nails, bolts, washers, nuts, cable etc., shall be galvanized unless otherwise specified. Fill Fill material will consist of sand and topsoil to provide good drainage. Turf Grass will be common Bermuda or hybrid Bermuda depending on availability of water. The project should be completed with planting takin June '98. This would provide a long growing s g place in early good ground cover before winter. g eason to establish a Revised 03/95 S6/f0 PasAa2 •uuof yova fo wouoq ayj m pagmord a3vds M ul Xaury-7vlm Wva amp puv u819 asvald -2LOAI •JOV A3110d IEIUMUOItnug Eallonz) IWON aqI gIIM oouuljdwoo 2ulluawnoop IuawalEls le gouuE 'spulel oljgnd 3o asn io spunj ollgnd 3o a1nllpuadxa aqI Sanlonul loafoid aqI 3I (01 of I - V£IT 'S'9'J'I) IOV 0110d ItluawuoJIAug •J•N aqI gluA aousgdwoa ,lo luauraluls d 4 IaawdolanaQ EUIRIN g-dyq yg:)(I - slianjnJ put wgplig S-clW WDU uollEuuojuj sainlonriS b-cjW WOU IuawdolanaQ Puuldfl £-d q WD(I UOIIEUUOJUI I1I3 Put aollunEOX3 Z-CIW WDU //I •Ioafoid pasodold inoA of Suluiuwad sluawgorne aIEOlput aseald r-Sy pazuoymy jo j 4: a1nIEUSTS u2wianp-?lTr OUMN Iutld L76 61 1 n.C 30 ALP E Z agI sI slg,I, -agpolMou)l Aw;o Iraq aqI o1 In3glnn si uopr3gddu slgl III paplnoid uopruuojul aqI imp AjIilaO jaEpn3 I •Ioafoid aqI 3o 2upolluow dn-Mollo3 pale uopw)ijddle Ilwlad slgl 03 pa1EIaJ uopruuojui 2upunjEna q;IM UOIINUU03 ul spurl pouolluawaiog aqI uo Jalua oI 391ou92u MOIA93 Iuiapa3 PUB alms 3o WAtil luasaidai of uolssluuod IuEi2 'Iou3 ui op pule `Iuu 2 of poztioglnu wE I Iugl 4Illoo I -wrigoid gons quM Iualslsuoo iauuuw E uI pornpuoo aq Ipm pus wuiSoid IuawaSuulelH julSEOD panoid& s,Eullono tWoN 3o aIEIS aqI gIIM salldwoo 14!A1139 pasodoid agI'aSpajMou:l Am jo Isaq aqI rn Iugl 4lua'o I 'llwiad atp tit poupmoo suollolslsai put saolllpUOO 03 Ioafgns aq IPM loafoid aq,I, •Uollleojlddr aqI U! pagl.iosap luawdojanap aqI Aluo Molls Ipm uolluoljddt spp of asuodsai uI panssl Iluuod A= imp puulssapun I axvZ NO Ha I Na Os NOISSE Had CINV NOI,NMUlHaj '9 •seaiu Ialul pug Iuo uEaoo uI sloafoid 1o3 aallou prtzuq JH? paugls d -uollEogddE aqI SUnssoooid ;o slsoO aql IaAOO of (UNH3(l) saoinosag juitutN puu `tPIEaH 'IUawuonnug 3o IuamindaQ aqI oI olgtAtd apuw OSZ$ jo3 )aqa d ZLILEI?T L- Z xa ID 591.z-2uD UT xaoQ •savp Sulnssl put `aaucwiad `siagwnu Iluuad apnjoul •Iou.il IOafosd aqI uo lioM ioj ponssl sllw.iad jeaapaj io alv;s snotAa id ,lo Isll d auogd sw.lppv aUMN SLSZ-SEE (6T6) auotld 606LZ "D 'N gTZ) ugaaPZTTN auogd -PH GJOgSaGATE 9002 ssaiPPd UTJJT-TD 'a p A0111 aUMN ?6Z6-99Z (616) ouogd 019LZ "D 'N 'u TaTI2g auoqd 1Te-Ts xaa.zZ) JPTn od ZIT1 ssaiPPd n.zLE) awEN •paplnold uoaq suq aopou qons Iug1 saUtlaao iaqun3 Iuleolldde aqI `uuo3 slgl SujuSls uodn •IuawaSuurW IMSEOJ 3o Uolsinl(I alp of Ioafold pasodoid aqI uo sluawwoo Ilwgns of golgM uI shp 0£ aAUq Amp IEgI pasjnpt aq Isnw slauMopUlel gonS •Irsw pal,}pl w ,(q slsld pus uollealldds aql jo Sdoa s paAla,ar asuq s•iauMo tans imp jooad ss sldwo.1 ujnlaz paugIs pus snumopusl (IMIM dla) luoijialum Iuaatfpu aql jo sassaappu alaldwoo pus sawuu aqI jo Isll d kMSSaoaU St auo 31 'uollgaUIlaaJ JalsnUwaolS d •a3I11 alp pule lgjrwpuul 'siagwnu (2IS) pEoi kmpuoaas io AvmgSIq apnjoul 'ails I-di/1i-W3(I wao. 56/0 P-61ua2l Laiagm `sax 3I ON saA LaoumalU1Ew a.iiiln1 io; olgLI!EAE aq eon IESOdstp E 11tt1A p : . ? . .. Health, and Natural Resources 4401 Reedy Creek Road Raleigh, North Carolina 27607 Dear Mr. Dorney: F? s Please reference the application of the City of Elizabeth City for Department of the Army (DA) authorization and a State Water Quality Certification to construct a bulkhead and place riprap along the shoreline, on property located at Charles Creek Park, off Riverside Drive, adjacent to Charles Creek, in Elizabeth City, Pasquotank County, North Carolina.
