Dear Mr. Stevenson:
You have our approval, in accordance with the attached conditions, to place fill material in 0.06 acres of
wetlands or waters for the purpose of constructing a bulkhead and covering a sunken barge at three lots on
Rivershore Road in Elizabeth City, as you described in your application dated October 1, 1997. After
reviewing your application, we have decided that this fill is covered by General Water Quality Certification
Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with
your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge
and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or
CAMA permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you
change your project, you must notify us and you may be required to send us a new application. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed
in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing.
You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written
petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are
final and binding unless you ask for a he
aring.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water

8. PROJECT SUMMARY: The applicant's would like to construct a 143' bulkhead system along the
Pasquotank River for shoreline stabilization and to cover an existing sunken barge that extends 27 feet
waterward of normal water level adjacent to the Stevenson property. The bulkhead will include return
walls for a 15'x 30' boat ramp that will extend 15' waterward of the proposed bulkhead.

SITE DESCRIPTION
The proposed bulkhead project involves three separate tracts of land located along Rivershore Road and the
Pasquotank River in Elizabeth City, Pasquotank County. The first lot is owned by Paul L. Stevenson and
is a 100' wide (vacant) residential. It is the northern most lot and is bounded on the north by his parents
property (Paul A. and Jill Stevenson), and on the south by property owned by the co-applicant, Ruth
Vedra. The Pasquotank River is located on the east side of the property and Rivershore Road on the west
side.
Located in the water adjacent to the Stevenson property (extending from existing riprap in the northeastern
corner of the lot) is an old sunken barge. Structural wood and iron from the remnant barge protrude out of
the water along 26' of the shoreline and extends approximately 27' waterward of normal water level.
There is a seven to ten foot wide sandy beach along the water's edge that terminates at an erosion scarp
scattered with a mix of ballast stones from the old barge and construction demolition debris. Vegetation
on the property includes domestic grasses and trees including loblolly pine, pecan and red cedar.
The remaining project site consists of properties owned by the co-applicant and consists of a ten foot wide
lot and part of an adjoining lot that contains a small dwelling. The two lots are bounded similarly by
Rivershore Road and a small vacant strip along the river owned by Sis and Skipper Hall. The Vedra
property has an existing concrete bulkhead. Approximately 53' of the bulkhead is showing signs of
deterioration. Approximately ten feet landward of the bulkhead the bank is beginning to show signs of
stress and is slumping toward the water. Waterward of the existing bulkhead is a variety of construction
and automotive debris.
The properties in question are bounded on either side by existing bulkhead systems. In 1988 the adjacent
property owner (Paul A. Stevenson) and the previous owner of Dr. Paul L. Stevenson's lot received
CAMA Major Permit #82-88 to bulkhead the property an average two feet and a maximum of four feet
waterward of the existing barge (See Enclosed Permit and Approved Plat). While Mr. Stevenson
completed the work adjacent to his property, no work was undertaken on the adjacent lot.
No submerged aquatic vegetation, coastal wetlands or freshwater wetlands were found in the project area.
There are no known archeological sites or geological formations associated with the properties involved.
The barge was documented by the North Carolina Department of Cultural Resources as site 0029PQR.
PROJECT DESCRIPTION
The applicant's would like to construct a 143' bulkhead system for shoreline protection along the
Pasquotank River in Elizabeth City. Beginning at the northeast corner of the Stevenson property there will
be a 15' x 30' concrete boat ramp constructed between two return walls. The proposed ramp will extend
approximately 20' waterward of normal water level and 15' waterward of the proposed bulkhead.
Adjacent to the ramp will be a 4'x 8' pier, the bulkhead at this point will extend a maximum of 27'
waterward of normal water level along an 18' section to cover an existing sunken barge. The bulkhead
will turn 90 degrees landward for approximately 38'. The bulkhead will run approximately 45' parallel
with the shoreline and will be approximately ten feet landward of normal water level, leaving the small
sandy beach. The final section of the bulkhead will turn approximately forty-five degrees back into the
water for distance of 80' and tie into an existing concrete bulkhead on the Vedra property. The maximum
waterward alignment along the Vedra property will be approximately five feet (See Enclosed Plat).

ANTICIPATED EUPACTS
1) The loss of approximately 1,345 square feet of public trust/ shallow water habitat will occur.
2) Stabilization of a variety of debris along the shoreline will result from the project when backfilled.
3) The stabilization of the high ground erosion escarpment will be accomplished through the proposed
activity and the filling of approximately 1,265 feet of high ground.
4) The proposed pier will shade 32 square feet of shallow water bottom.
5) The bulkhead and fill at area of the sunken barge will eliminate an existing water hazard.
6) Some localized short-term turbidity will occur during the construction of the bulkhead.
7) No submerged aquatic vegetation, coastal wetlands or freshwater wetlands will be impacted by this
project.
