to perform maintenance dredging of an upland basin and a connecting channel to the New River.

9. PROTECT DESCRIPTION
Sneads Ferry Marina is an existing, multiple-use facility located on the New River in Sneads Ferry, Onslow
County. It is presently equipped with two fishing piers, a boatramp, an upland boat basin, store building, parking
lot, and trailer park. The property is served by septic tanks and a drinking water supply well. The applicant
indicates that the tract of land is approximately 15 acres in size and the highground is approximately 6-7' above
sea level. The Marina is located at the end of Old Ferry Road off of Highway 172, just before crossing over the
high-rise bridge to Camp Lejeune. It is next door to Old Ferry Marina.
The applicant owns several hundred feet of shoreline. Portions of the property have been bulkheaded and other
sections have not. One area has a thick layer of automobile tires along the shoreline. The consultant and the
applicant indicate that these tires have been there for 20 years or more. Sections of the shoreline have been
eroded by Hurricanes Bertha and Fran in 1996. Coastal marsh vegetation does still exist in narrow bands here
and there around the shoreline. The primary species present is Spartina alterniflora.
The applicant, by this application, is proposing to conduct maintenance dredging of the upland basins and the
entrance channel between the basins and the New River. The waters of the New River in this area are classified
as Conservation by the Onslow County Land Use Plan. The Division of Water Quality has designated the water
classification as SA. The Division of Marine Fisheries has declared that these waters are open to the taking of
shellfish. There is a shellfish lease just outside the property boundary. The area is not a primary nursery area.
The existing water depths in the basins and in the channel range from -1' to -3' at low tide. Cross-sections of
the existing water depths in the basin and channel have been provided by the applicant and are contained within
the application package. A total approximate depth of -5' at low tide has been requested.
The applicant has applied to use a dragline to do the dredging. However, the Division will recommend that the
proposed 20'-wide entrance channel not be dredged with a dragline since that method affords less control than
a bucket and barge or a clamshell bucket. The spoil material from the dredging would be placed on the
highground on the applicant's property. The spoil areas would be enclosed by a 3' high earthen berm with water-
control structures. Approximately 4500 cubic yards of sandy spoil material will be generated from the operation.
If this spoil material is spread 2' thick, it will take about 1.5 acres of high ground for disposal.
10. ANTICIPATED IMPACTS
The proposed dredging operation will disturb approximately 43,500 square feet of shallow bottom. All areas
proposed for dredging have been dredged before. However, the dredging history is not well documented.
Although the proposed dredging activity does not involve the removal of any coastal wetland vegetation/marsh
or submerged aquatic vegetation, it may still be impacted. Short-term turbidity will likely result from the work.
Approximately 1-2 acres of highground land will be filled as a consequence of the dredging.

In behalf of Mr. C.T. Owens, owner of the Sneads Ferry Marina, I am
transmitting an application for the necessary permits to perform
maintenance excavation of his boat basin and the channel connecting the
basin to New River. The Sneads Ferry Marina suffered severe erosion and
shifting of offshore sands such that the basin has been shoaled to about
a 2-foot depth below mean low water. Additionally, the historic
entrance channel. has essentially been erased and water depths in the old
channel area are only about one foot in some places.
This application requests permits to excavate the basin and channel
to a depth of -5.0' MLW. The work will be accomplished with a dragline
and all excavated material will be deposited directly on adjacent high
ground behind low berms to prevent the material from returning to the
river. The material to be excavated consists of sand and the work
should result in only minor temporary turbidity.
It is important that this work take place as soon as possible. It
is estimated that it will be accomplished within about ten days. Please
expedite this request to the extent possible to allow the work to take
place prior to the 1997 spring dredging moritorium. The "green card"
Certified Mail Receipts will be furnished to you as soon as they are
received. If there are any questions or if any additional information
